BBB Alert: Want a COVID-19 test? There’s a scam for that

The US Food and Drug Administration is warning people of fraudulent coronavirus tests, vaccines, and treatments as the pandemic continues. According to the Centers for Disease Control, since the arrival of the Omicron variant, the increase of testing for COVID-19 has become a concern. Scarcity often leads to potential scams for a product that doesn’t exist, the compromise of personal identifiable information, or the increase of deceptive advertising.

The Federal Bureau of Investigation (FBI) issued a warning last year about potential fraud related to the antibody tests. Scammers are selling unapproved COVID-19 antibody tests, which can give inaccurate results. In doing so, they are also collecting personal information, such as Social Security numbers and dates of birth. They may also be stealing health insurance or Medicare information that can be used in future schemes.

How the scam works

Robocalls are sent out to consumers directing them to a website that looks like a clinic or medical supply company offering COVID-19 tests. These tests allegedly identify if a person has been infected with coronavirus – even if they’ve  recovered. Some even promise results in 10 minutes. However, to receive a test, a credit card or a form needs to be completed with personal information.

In some cases, the test involves an easy at-home testing kit. Other times, the tests are allegedly offered through a clinic. But in all versions, the person or website selling the test is short on details. They aren’t willing or able to provide any information about how the test works, where it is sourced, and what laboratory processes it.

Don’t fall for it! These tests are not US Food and Drug Administration approved and will not give accurate results. In fact, requestors may never even receive an actual test kit. Either way, scammers will have made off with the money and personal information.

In a new twist, Newsweek reports that scammers appeared at a testing site in Florida and conducted fake tests to people standing in line, as a ruse to get their personal information.

How to avoid fake coronavirus tests and related scams

  • Want a test? Talk to your doctor. Reach out to your healthcare provider. They can help figure out if the test will be covered by insurance and where to find a legitimate clinic.  If you don’t have a primary care physician, check out the official website of your local health department for more information on testing availability.
  • Research before buying. Scammers put pressure on people to buy or commit without giving them time to do further research. Before agreeing to anything, investigate first. Research any claims the company makes. Start with searching BBB.org to see they are BBB Accredited, have good reviews, and if there are complaints or scam reports associated with their business name. In addition, review the warnings on FBIFederal Trade CommissionAttorney General’s office, and BBB ScamTracker.
  • Understand all options: The Center for Disease Control and Prevention has a detailed guide to testing for COVID-19. Understand the different tests available.
  • Never share your personal information with strangers. Only make purchases and share your personal information with people and companies you know and trust. Be wary of anyone approaching you in line; ask for credentials if necessary. If you suspect  your personal information has been compromised, report it to identitytheft.gov
  • Check claims of FDA approval. Per the FBI, “Not all COVID-19 antibody tests have been approved by the U.S. Food and Drug Administration (FDA), and their efficacy has not been determined.” Check the FDA website for a list of approved tests and testing companies.

Antioch Council extends redistricting process one month, approves another cannabis business, $285K for 15 homeless at Pittsburg site

In response to the urging by members of the public and city council for more time for additional public comment and input, the Antioch City Council voted 3-0-1 to extend their redistricting process by one month until the end of February. During the very full agenda, for their final meeting of the year, the council also approved another cannabis business on W. 10th Street, spending about $285,000 to place 15 Antioch homeless residents in the soon to reopen Delta Landing site in Pittsburg, and $60,000 for a Chinatown exhibit inside the Antioch Historical Society Museum on W. 4th Street. In addition, the council voted to grant $145,000 to the Celebrate Antioch Foundation for next year’s Sesquicentennial celebration of Antioch’s 150th anniversary of cityhood.

In addition, the council honored outgoing City Manager Ron Bernal with a presentation for his five years in the position and 26 years total with the City of Antioch.

At the beginning of the meeting, District 1 Councilwoman Tamisha Torres-Walker again remained seated, with her back to the American flag during the Pledge of Allegiance.

Approve Minutes for Past Five Meetings

During the consent calendar, the council then approved the minutes from their regular and special meetings of Oct. 26, Nov. 2, Nov. 9, Nov. 16 and Nov. 23. At the meeting on Nov. 23 the council voted to postpone the approval of the minutes from the first four aforementioned meetings because they had not yet been prepared by the city clerk’s office. Minutes of the previous meeting are supposed to be prepared and included in the next meeting’s agenda. As of Wednesday evening, Dec. 15 the minutes for meetings since June 22 through Oct. 16 were finally on the council’s Agendas and Minutes page on the City’s website and the agenda for last night’s meeting is now on that page, although it wasn’t there as of yesterday, before the meeting began. The public was directed to the City’s calendar page to find them. (See related editorial)

Redistricting Presentation of 8 Alternative Maps, Process Extended

In response to a question by District 2 Councilman Mike Barbanica about the redistricting deadline, Jane Hood of consultant Q2 Data and Research, who provided the presentation during the third of four scheduled public hearings, Tuesday night, the council has until April 17 to choose a final map of new district boundaries. The schedule was to conclude with a final vote on January 25 but both Barbanica and District 3 Councilwoman Lori Ogorchock agreed with those who spoke during public comments that residents and the council needed more time. Mayor Pro Tem Monica Wilson was absent for the presentation and District 1 Councilwoman Tamisha Torres-Walker who made no comments during the discussion voted to abstain on the motion to extend the process, without explanation.

All eight maps were presented to the council, including the three created by Q2 staff and the five submitted by the public. (See related article)

Two members of the public urged the council to approve Map B. Ogorchock, who expressed her displeasure with that option, asked Hood to make some changes to Map C between Districts 3 and 4 on the east end of Antioch north of Lone Tree Way. But the modifications resulted in District 3 having too high of a population percentage deviation greater than 5% from average, which is the legal limit, and District 4 with too small of a population, also greater than the 5% deviation from average. So, Ogorchock abandoned the effort.

Thorpe said all eight maps would be brought back for consideration at the next public hearing on redistricting on January 11.

Unanimously Approve Cannabis Cultivation Facility

The council, on a 5-0 vote, approved the application by KWMA Collective, LLC to operate a cannabis cultivation facility at 2101 W. 10th Street in the same building that houses both the Delta Dispensary and the recently approved Delta Labs. (See related articleKWMA Collective cannabis biz ACC121421

Approve Funds for Transitional Housing for 15 Antioch Unhoused Residents

The council on a 5-0 vote also approved spending $284,700 to place 15 unhoused Antioch residents at the new Delta Landing Interim Housing site in Pittsburg, which is estimated to re-open its doors within 30 days. The action was in response to the recommendation by the Council’s Ad Hoc Committee on Unhoused Residents made up of Mayor Lamar Thorpe and Councilman Barbanica, earlier this month. According to the City staff report the funds will be spent “for a duration of 12 months; to be drawn from the current General Fund budget balance of previously earmarked funds to address unhoused resident needs.”

In addition, the staff report explains, “As part of ongoing dialogue between the City and County, a MOU (Memorandum of Understanding) has been developed that provides access to City initiated, CORE (the county’s Coordinated Outreach Referral, Engagement program) approved referrals for a maximum of 15 bed nights at any one time over a period of one year. The cost to the City is $52/night when City referrals are placed and beds are utilized. Wrap around support services include benefit assistance, medical services, behavioral health services, as well as case management, housing navigation and rapid rehousing assistance.”

“The timing for securing potential space through a formal agreement is immediate should the City wish to exercise bed options upon facility re-opening,” the staff report continues. “It is a rare and unique window to have access to a total of 15 new City referred, CORE approved placements at one time.”

Barbanica moved approval of the expenditure and MOU and it was approved on a 5-0 vote.

Approves $145,000 for Antioch’s Sesquicentennial Celebration

During the consent calendar, the council approved spending $145,000 for the Celebrate Antioch Foundation to put on events for next year’s Sesquicentennial celebration of Antioch’s 150th anniversary of cityhood. According to the City staff report, the Celebrate Antioch Foundation is also committing to raising $56,500 to be used toward Sesquicentennial Events. Council Spends $60,000 on Chinatown Historical Exhibit

Earlier in the meeting, the council, on a 5-0 vote, agreed to spend $60,000 on a contract with the same San Francisco-based firm that developed the new City logo, ad campaign “Opportunity Lives Here” and the Rivertown Dining District logo, to create a new Chinatown exhibit inside the Antioch Historical Society Museum. Antioch’s Chinatown was burned down in 1876. In June, during the signing ceremony by the council of a resolution apologizing for that tragedy and the racism against Chinese immigrants in the late 1800’s, the Asian Pacific Islander American Public Affairs Association (APAPA) Foundation agreed to donate $10,000 for the exhibit. Appoints Barbanica City’s New Mayor Pro Tem

During the 15th and final agenda item of the council meeting, City Attorney Thomas Lloyd Smith said, “According to the ordinance in our municipal code passed by city council, we have a rotation of the guard. It’s more of a formality because it’s already outlined in the municipal code.” (See related article)

Without discussion or public comment Ogorchock made the motion “to appoint Mike Barbanica as our next mayor pro tem”. Torre-Walker seconded the motion. It passed on a 5-0 vote.

“Are you ready for this? You may have to call a press conference from time to time, visit a crime scene,” Mayor Lamar Thorpe joked.

Barbanica replaces Wilson in the position who held it this year, having gained the highest percentage of votes of all four council members in last November’s election. The councilman garnered the second highest percentage of votes.

Bernal Offers Farewell

City Manager Ron Bernal will retire at the end of the month, briefly said at the end of his final meeting in the position, “I wanted to thank the council…for the past five years. It’s been a privilege and an honor.”

Thorpe Announces Interim City Manager Started Monday

“Welcome to our interim city manager who started on Monday, Mr. Con Johnson,” Thorpe added, then wished everyone a Merry Christmas and Happy Holidays.

No announcement had yet been offered by either the mayor or city staff that Johnson had successfully passed his background check. Questions were emailed Wednesday morning to the mayor, council members, and city staff asking about that. No response was received as of late Wednesday night.

The next regular Antioch City Council meeting will be held on Tuesday, Jan. 11, 2022.

Contra Costa Supervisors put Health Services Chief on hot seat over 13 COVID rule violating restaurants

Approve East County Groundwater Plan; approve $95.5 million for new West County Reentry Treatment & Housing Facility

A defensive Contra Costa Health Services Director Anna Roth faced criticism from county Supervisors, especially emanating from District 4 Supervisor Karen Mitchoff on why 13 restaurants remain open in defiance of county COVID-19 health orders. As of Sept. 22, by order of the county’s Health Officer Dr. Chris Farnitano, restaurants, gyms, movie theaters and other entertainment venues must require patrons show proof of vaccination or a recent negative COVID test in order to enter. “There is no change in enforcement,” Roth said at Tuesday’s supervisors meeting. As of November, 99 percent of restaurants in the county are compliant. We have 13 outstanding cases.”

But Roth’s statement did not satisfy Mitchoff, the supervisor who initially unveiled the code enforcement issue with the county health services.

“The time has come to shut down those establishments that don’t obey the code,” Mitchoff said. “We have done the education. We’ve done the warning.”

None of the owners of the 13 restaurants spoke at Tuesday’s supervisors meeting. Lumpy’s Diner in Antioch, and MJ’s Downtown Café are among eating establishments that the county has tagged as out of compliance of COVID-19 health code.

One of the 13 restaurants on the county’s red tag list, the In-n-Out in Pleasant Hill has been closed for indoor dining health code violations.

District 5 Supervisor Federal Glover of Pittsburg came to the defense of Roth and her department’s code enforcement division commenting, “I think you’re doing an outstanding job out there. The volume of people out there who are out of compliance is small. I enjoy eating inside a restaurant. I understand the stress,”

In the meantime, Roth reported that while 75.6 percent of Contra Costa County residents are fully vaccinated, twenty-seven persons are hospitalized in county hospitals with COVID-19 symptoms One patient dies daily on average from COVID-19 symptoms, she noted.

“There are no Omicron variant cases yet in our county,” said Roth.

In an interview for a KRON4 news report, County Health Officer Dr. Chris Farnitano said, “We don’t just jump right in there with a fine at the get go. We give the businesses the opportunity. Because our goal is to get to compliance for people to follow the order. Our goal isn’t to issue a bunch of fines.” The report also shared that Farnitano said only four restaurants in the county have been fined.

East County Groundwater Sustainability Plan Approved

Supervisors also approved the East Contra Costa Subbasin Groundwater Sustainability Plan on a 5-0 vote. The $1.4 million groundwater study applies to the cities of Antioch and Brentwood, Byron-Bethany Irrigation District, Diablo Water District, Discovery Bay Community Services and East Contra Costa Irrigation District.

Even under drought like conditions, the plan found, “Groundwater conditions in the ECC Subbasin are favorable and reflect stability over the past 30 years or more. Using various analogies, the Subbasin can be described as generally full through various water-year types, including drought and is in good “health.” The favorable conditions are in part due to surface water availability that represents the largest sources of supply for municipal and agricultural uses in the Subbasin.”

Ryan Hernandez of the Department of Conservation and Planning said if the board of supervisors did not adopt the ECC-GSP, the county would be in violation of the Sustainable Groundwater Management Act, which would result in the State Water Resources Board intervening in local groundwater management.

$95.5 Million West County Detention Facility Expansion Plan Approved

Supervisors unanimously approved a $95.5 million design-build contract with Montana-based contractor Sletten Construction Company to design and build five secure housing units, a medical treatment center, reentry program space and building, and visitation facilities at the West County Detention Facility in Richmond. It will be known as the West County Re-entry Treatment and Housing Facility. WRTH presentation CCCBOS120721

One of the objectives of the project is to reduce overcrowding by 128 inmate beds to 288 high-security inmate beds in five housing units. Ninety-six beds will still be mental health treatment beds.

Possible Relocation of Marsh Creek Shooting Range

In a related matter, supervisors approved as a consent item a report on the future use and potential relocation of the shooting range at the Marsh Creek Detention Facility possibly to the Concord Naval Weapon Station. At the low-security detention facility inmates learn wood making skills and other basic education skills.

Used also as a training facility for the Office of the Sheriff and law enforcement agencies from Contra Costa County and surrounding counties, the Marsh Creek Range Facility generates revenue for the county. The range will bring about $113,000 for fiscal year 2021-2022, wrote County Administrator Monica Nino in her report to the supervisors.

City of Antioch launches storefront Façade Improvement Program

Invests in the beautification of commercial corridors citywide

The City of Antioch has created a Façade Improvement Program (FIP). The program will provide building and business owners with an opportunity to improve their building’s storefront with a financial incentive. The program was created to encourage private investment and to beautify business curb appeal in commercial areas. The FIP program is reimbursable after receipts and project is completed. The FIP allows for improvements to signage, awnings, paint, and other storefront enhancements. Businesses will be able to apply for the program starting December 1st thru the Economic Development Department. Guidelines and applications are available now online and on the first floor at Antioch City Hall, 200 H Street Downtown.

The FIP offers two funding options: Opportunity 1 offers up to 100% of the first $2,500 of eligible project costs, with a maximum grant amount of $5,000. This program is for commercial buildings within the Downtown Area & standalone buildings in other areas of the City. In addition to the abovementioned grant, the City will reimburse applicants up to five hundred dollars ($500) for architect services used for the FIP improvement design.

Opportunity 2 is designed for the City’s Commercial Shopping Centers. This grant programing covers a reimbursable grant of two‐thirds (67%) of eligible project costs, up to a maximum of ten thousand dollars ($10,000). The cost of the improvement work must be more than five thousand dollars ($5,000).

“We are excited to provide a program focusing on investing in our local businesses and existing commercial buildings,” said Kwame Reed, City of Antioch Economic Development Director. “This is a great opportunity for public private partnerships throughout all of Antioch’s commercial areas.”

Completed applications shall be submitted to the Economic Development Department. Improvements must comply with all City building codes, permitting, and sign standards. Projects must be completed within 6 months of grant approval.

The program offers two funding options and an architect design service reimbursement for Downtown and Freestanding Buildings.

  1. Downtown and Freestanding Buildings Citywide – Opportunity 1 is for commercial buildings within the Downtown Specific Plan Area & buildings in other areas of the City that are considered freestanding. This grant programing covers up to 100% of the first $2,500 of eligible project costs or two-thirds (67%) of eligible project costs, in excess of $2,500 up to a maximum grant amount of $5,000. The City defines a freestanding building as is unattached or separate from any other structure or support, standing alone or on its own foundation. The maximum funding available for the program is $25,000. Design review is required for exterior alterations. For Opportunity 1 projects, the City will reimburse applicants five hundred dollars ($500) for architect services used for the FIP improvement. Architect services must be performed by a licensed professional. The funding for the architectural services can only be allocated with a FIP application.
  2. Commercial Shopping Centers – Opportunity 2 is designed for the City’s Commercial Shopping CentersThis grant programing covers a reimbursable grant of two‐thirds (67%) of eligible project costs, up to a maximum of a ten thousand dollars ($10,000). The total cost of the improvement work must be more than five thousand dollars ($5,000). The City defines a Shopping Center as a collection of two or more independent retail stores or spaces, services, restaurants, with a shared parking area. The maximum funding for this program is $30,000.

Newberry’s B.L.O.C.K. to host Toy Drive, Car Show at Lumpy’s Sunday, Dec. 5

Four wanted for grand theft in smash and grab robbery of Antioch drug store Saturday night

On November 27, at approximately 8:36 pm, APD Officers responded to Walgreens, located at 3416 Deer Valley Road on a report of four subjects looting the store. Upon APD arrival, officers learned three Black male adults and one Black female adult, wearing COVID-19 style masks and hoodie-style sweatshirts, entered the store, and ran directly toward the cosmetic section. Once in the cosmetic section, the subjects used hammers to smash open the locked plexiglass cases and stole approximately $2,400-worth of products. No suspects were apprehended and there were no injuries reported by Walgreens staff.

The incident is described as grand theft.
