The Contra Costa County Office of the Sheriff Custody Services Bureau has acquired the Tek84 Intercept Full Body Scanner. The Intercept will be used at intake at the Martinez Detention Facility as arrestees are processed and booked into the facility.

According to Tek84, the Intercept “detects both metallic and nonmetallic threats, including weapons, drugs, cell phones and other contraband. Screens from below the feet to above the head reveal items under the clothing and within the body.” In addition, the Intercept allows staff to maintain a distance of 6 feet of social distancing space between them and arrestees while conducting contraband searches.

“This technology is about safety and security and is one of many steps we are taking to improve our facilities,” said Contra Costa County Sheriff David Livingston. “This is a win-win. It will help prevent contraband from entering our jails, thus making it safer for inmates and staff.”

Funding for the Intercept, which cost $152,000, comes from federal funds (CARES ACT).

Contra Costa County Sheriff-Coroner David Livingston announced Friday, May 28, 2021 that a coroner’s jury reached a finding in the November 17, 2020 death of 30-year-old Ezekiel James McCoy of El Sobrante. The finding of the jury is that the death was an accident. (See related article)

McCoy sustained injuries during a fight with other inmates at the West County Detention Facility. After being treated and cleared by medical staff at the Contra Costa Regional Medical Center, he was placed in a negative air flow room at the Martinez Detention Facility pending the result of a COVID-19 test. He was checked on throughout the day and last checked at 4:23 PM. About nine minutes later, deputies found McCoy unresponsive.

The coroner’s jury, which heard two inquests on Friday, also reached a finding in the October 7, 2020 death of 31-year-old Kentreal Julius Irving of Antioch. The finding of the jury is that the death was an accident. (See related article)

Irving jumped to his death off the Highway 242 overpass while fleeing from Sheriff’s Deputies.  At that time, Sheriff’s Deputies believed Irving to be from Concord.

The coroner’s jury reached the verdicts in both inquests after hearing the testimony of witnesses. The hearing officer for the McCoy inquest was Matthew Guichard; the hearing officer for the Irving inquest was Laura Pagey.

Contra Costa County Sheriff-Coroner David Livingston announces that a coroner’s jury on Friday, April 30, 2021 reached a finding in the September 24, 2020 death of 32-year-old Levele Lee Williams of Pittsburg. The finding of the jury is that the death is at the hands of another person, other than by accident. Williams was injured after being assaulted by inmates at the Martinez Detention Facility. He was taken to a local hospital. Williams apparently suffered from complications during surgery and was later pronounced deceased while at the hospital.

The coroner’s jury, which heard two inquests on Friday, also reached a finding in the October 17, 2020 death of 42-year-old Gregory Lane Lynds of Antioch. The finding of the jury is that the death is a suicide. Lynds had been arrested for elder abuse and other charges. (See related article)

Brentwood man died from crash of stolen car during Antioch police chase, Walnut Creek man was killed in the West County jail

In accordance with the Contra Costa County Chiefs’ of Police Association Officer Involved Fatal Incident Protocol, Sheriff-Coroner David O. Livingston will hold an inquest into the death of 21-year-old Omar Jalal Harb of Brentwood. He died after crashing a stolen car he was driving during a police pursuit. This incident occurred on July 18, 2019 in Contra Costa County. (See related article)

That same day there will also be an inquest into the death of 72-year-old Enrique Camberos Pina of Walnut Creek. Arrested for child molestation, Pina was killed while in the West County Detention Facility in Richmond. This incident occurred on October 16, 2019 in Contra Costa County. (See related article)

Both proceedings will convene on April 16, 2021 at 8:30 AM at the Wakefield Taylor Courthouse, 725 Court Street, Department 23, Room 200, Martinez, CA. The inquest for Harb will take place in the morning, while the one for Pina will happen in the afternoon.

The purpose of the inquest, which Sheriff-Coroner Livingston convenes in fatal incidents involving peace officers, is to present the facts of the incident to a jury for their deliberation and finding on the manner of death.

The inquest is open to the public and members of the media are invited to attend. However, no photographs or video may be taken during the proceedings.

The inquest will be held in-person. Face coverings are mandatory at the proceedings and state mandated social distancing guidelines will be followed.

Brentwood resident formerly lived in Antioch

The Contra Costa County District Attorney’s Office filed murder and attempted murder charges against 23-year-old Pierre Patrick Jackson of Antioch/Brentwood in connection with a homicide that occurred on March 31, 2021 in El Sobrante. (See related article)

On March 31, 2021, at about 8:41 PM, Bay Station Deputy Sheriffs were dispatched to a report of an assault with a deadly weapon in the 4500 block of Appian Way. Deputies arrived on the scene, located two victims with gunshot wounds, and provided lifesaving measures until the fire department and ambulance arrived. One of the victims, identified as 25-year-old Dejante “Dj” Kennedy of Pittsburg, was pronounced deceased. The second victim was transported to a local hospital.

During the investigation, detectives from the Sheriff’s Office Homicide Unit identified Jackson as the suspect in the shooting. A warrant was obtained for his arrest. Homicide detectives arrested Jackson on April 5, 2021. He is currently being held at the Martinez Detention Facility in lieu of $3.5 million bail.

According to mylife.com, Jackson’s current residence is in Brentwood and previously lived in Antioch.

The investigation is ongoing. Contra Costa County Sheriff David Livingston is pleased to announce the promotion of Captain Melissa Klawuhn to the rank of Assistant Sheriff effective February 27, 2021.

Captain Klawuhn joined the Office of the Sheriff in 2001 as a Laboratory Aide in the Forensic Services Division. In 2003, she was promoted to Deputy Sheriff Criminalist and attended the police basic academy. The next year she transferred to the classification of Deputy Sheriff and had assignments in custody service, patrol and investigation. During that time she served as a Bay Point resident deputy and homicide detective. Captain Klawuhn was promoted to the rank of sergeant in 2013, to lieutenant in 2016 and captain in 2019. Captain Klawuhn previously served as a team leader of the Hostage Negotiation Team and the commander of the SWAT Team.

Before joining the Sheriff’s Office, Captain Klawuhn, who has a degree in animal science, was a high school chemistry teacher.

“The Office of the Sheriff values our community partnerships and diversity, and I am honored to transition into this new leadership role,” said Captain Klawuhn.

In her new role, Captain Klawuhn will be one of four Assistant Sheriffs in the organization. She will oversee the Administrative Services Bureau. This includes personnel, finance, professional standards, recruitment, and training.

“It is my privilege to promote Captain Klawuhn,” said Sheriff David Livingston. “She has handled numerous high profile and critical assignments as she climbed the ranks in the department. She has shown outstanding dedication and leadership and made many contributions to the department and community. I thank her for taking on new responsibilities as we serve the community and guide the department into the future. Congratulations to Captain Klawuhn.”

Also tied to store robbery in Brentwood; bail lowered from $11 million to $9.8 million

This morning detectives from the Contra Costa County Office of the Sheriff, Antioch Police Department and Brentwood Police Department jointly filed their cases against 26-year-old Darryon Williams of Stockton. He is the suspect in Saturday’s multiple shooting of first responders in Antioch, a murder in Discovery Bay and robbery in Brentwood. The Contra Costa D.A.’s Office has filed the following charges against Williams: Complaint filed vs. Williams February 24 2021

• Murder
• Second degree robbery
• Shooting from a vehicle
• Assault on peace officer/firefighter with semiautomatic firearm (6 counts)
• Assault with a semiautomatic firearm (3 counts)
• Fleeing a pursuing peace officer’s motor vehicle while driving recklessly

Williams remains in custody at the Martinez Detention Facility. He is being held in lieu of $9,790,270 bail. According to Scott Alonso, PIO for the Contra Costa DA’s Office, Williams’ arraignment will be held Thursday, Feb. 25 at 1:30 p.m. in Department 1 of the Contra Costa County Superior Court building in Martinez.

The Office of the Sheriff would like to thank the Antioch and Brentwood Police Departments for their assistance during our homicide investigation. The three agencies worked together closely and collaboratively. The investigation is ongoing.
