Op-Ed: CCTA working to keep pedestrians safe

October marks Pedestrian Safety Month, an ideal time to shed light on pedestrians’ safety challenges while navigating our roads. With California’s diverse landscapes, vibrant cities, and outdoor lifestyle, the state naturally encourages walking and biking, while also facing some alarming statistics regarding pedestrian safety. 

According to preliminary data from the Governor’s Highway Safety Association, California’s pedestrian fatality rate is significantly higher than the national rate coming in at 1.29 per 1000,000. 504 pedestrians were killed in crashes involving vehicles in California in 2022, a nearly 10% increase over 2019.

As Executive Director of Contra Costa Transportation Authority (CCTA), I find these numbers to be unacceptable. During Pedestrian Safety Month, it’s crucial to recognize the importance of safeguarding our most vulnerable road users: pedestrians. Every day, hundreds of Contra Costa residents walk to work, school, and leisure activities, contributing to our county’s sustainability and quality of life. The first step to making the streets safer for all is through smart transportation systems and plans.

CCTA, in partnership with Contra Costa County, is actively addressing these concerns through the Vision Zero Safety Policy and Implementation Guide. Vision Zero is a comprehensive strategy aimed at eliminating all traffic fatalities and severe injuries while promoting safe, healthy, and equitable mobility for all. Vision Zero has become a guiding principle in our efforts to enhance pedestrian safety. The key to Vision Zero’s success lies in its data-driven approach, which identifies high-risk areas and factors contributing to pedestrian collisions. By analyzing these insights, we can implement targeted interventions that prioritize the safety of our residents.

In our ongoing commitment to pedestrian safety, CCTA is also in the process of developing a Countywide Transportation Safety Action Plan. The plan will identify strategies to eliminate severe injuries and fatalities. It will consider how to improve safety for all people in the County, including people biking, driving, walking, and taking the train or bus, as well as freight transportation. This plan considers the insights and feedback received from our residents, ensuring that it reflects the real-world experiences and concerns of those who use our streets daily. Residents can use the CCTA’s map-based tool to show where safety is a concern for pedestrians, cyclists, motorists or people with disabilities. 

Pedestrian safety also starts with you. Drivers play a pivotal role in ensuring the well-being of those on foot. Drivers can prevent death and injury by adhering to speed limits and slowing down at intersections, always being prepared to stop at marked and unmarked crosswalks, refraining from blocking crosswalks while waiting to turn, and never driving under the influence of alcohol or drugs. By following these guidelines, drivers can actively contribute to a safer environment for pedestrians and all road users, reducing the risk of collisions and promoting a culture of responsible and attentive driving.

When walking, it’s vital to prioritize safety by remaining alert and attentive, avoiding distractions. Whenever possible, make use of designated signalized crosswalks, as these are locations where drivers are more likely to anticipate pedestrian activity. Keep a vigilant eye out for approaching vehicles and always exercise caution when crossing streets. 

As we celebrate Pedestrian Safety Month, let us not only acknowledge the importance of pedestrian safety but also recognize the role of efficient transportation planning and community input in achieving this critical goal. By prioritizing safety, investing in infrastructure, and fostering a culture of responsible transportation, we can ensure that pedestrians can move about our beautiful county with confidence, knowing that their safety is a top priority.

With warmer temperatures and more extreme weather, sea level rise modeling indicates Contra Costa County’s shoreline, which includes a variety of residential, business, industrial, infrastructure and natural sites, can expect to be subject to more severe and frequent flooding.

To address sea level rise, the Board established the Contra Costa Resilient Shoreline Ad Hoc Committee at the May 16, 2023, Board of Supervisors meeting. Supervisor John Gioia, whose district borders the San Francisco Bay, was appointed as Chair, and Supervisor Diane Burgis, whose district borders the Sacramento-San Joaquin Delta, was appointed as Vice-Chair of the Committee.

Funded through Measure X, the Committee will develop recommendations to the Board on work the County can do to plan for sea level rise and improve shoreline resiliency, which could potentially include a sea level rise resilience and adaptation plan. This would build on the County’s past work on collaborative regional efforts to characterize sea level rise risks with the San Francisco Bay Conservation and Development Commission and the Delta Stewardship Council.

The Plan could include recommendations for built and natural infrastructure improvements and potential land use planning changes, implementation strategies, and participatory engagement opportunities for stakeholders. With the creation of this Committee, the County will be better prepared to adapt to rising sea levels with strategies specific to the current and future needs of Contra Costa communities.

Serve on the Contra Costa County Public Law Library Board of Trustees

The Contra Costa County Board of Supervisors is seeking applicants for the Public Law Library Board of Trustees. The Board of Trustees was established pursuant to State law and County Ordinance to maintain a law library in Martinez and a branch library in Richmond.

The Board of Trustees is the governing body for the Law Library with the authority to determine personnel, fiscal, and administrative policies to fulfill the legal information needs of the community. County residents who are members of the State Bar and have an interest in public policy and library administration are encouraged to apply for this non-paid volunteer opportunity. The County Board of Supervisors will appoint to fill one vacancy for a one-year term beginning Jan. 1, 2024 and ending on Dec. 31, 2024.   The Board of Trustees meets monthly for a midday meeting, time and date to be decided by the Board.

October is National Pedestrian Safety Month and it’s a reminder of the importance of safe streets for everyone. In 2021 there was a pedestrian fatality every 71 minutes and an injury every 9 minutes in traffic related crashes. That’s why the Contra Costa County Vision Zero team is working tirelessly to change these numbers. Our message is clear: “Slow Down for Our Families. Get there Safely!” You’ll find our banners on buses and at 11 local elementary schools, spreading the word throughout our county. Join us in making our roads safer for ALL. Criteria:

Serve on Contra Costa’s Measure X sales tax Community Fiscal Oversight Committee

The Contra Costa County Board of Supervisors is seeking individuals interested in serving on the Measure X Community Fiscal Oversight Committee. Measure X is the countywide half-cent sales tax that passed by voters in Nov. 2020 “to keep Contra Costa’s regional hospital open and staffed; fund community health centers; provide timely fire and emergency response; support crucial safety-net services; invest in early childhood services; protect vulnerable populations; and for other essential county services, shall the Contra Costa County measure levying a ½ cent sales tax, exempting food sales, providing an estimated $81,000,000 annually for 20 years that the State cannot take, requiring fiscal accountability, with funds benefiting County residents.” 

The committee was established by the Board of Supervisors on May 16, 2023 to advise the Board of Supervisors on financial audits of Measure X tax funds. There are currently five vacancies on the committee.

The Committee has the following duties:

1. Review, on an annual fiscal year basis, the expenditure of tax revenue generated by Measure X, to ensure it conforms to (i) the stated intent of the ballot measure, and (ii) the Board’s direction for specific allocations.

2. Oversee an annual audit of expenditures of tax revenue generated by Measure X.

3. Prepare an annual report of expenditures of tax revenue generated by Measure X.

Antioch Councilman, businessman, retired police lieutenant Mike Barbanica kicks off campaign for Contra Costa Supervisor

Third candidate to announce for District 5 to replace Glover; touts major endorsements

On Thursday, September 21, Antioch City Councilman, business owner, retired police lieutenant Mike Barbanica announced his campaign for Contra Costa County Supervisor District 5. The campaign held its kick-off event later that evening at the Deputy Sheriff’s Association Hall in Martinez.

“We had a better turnout than expected,” Barbanica shared following the event. “We had well over 100. All the tables were full. It could not have been a more successful event. It was incredible.”

Barbanica is a 21-year veteran of the Pittsburg Police Department, where he retired in 2007 as a police lieutenant and earned the Bronze Medal of Valor Award for his service. Barbanica and his team were credited by the police chief with bringing about a 20% decrease in crime. Barbanica and his wife Kristine are the owners of Blue Line Property Group where they help local families access affordable housing. In 2020, Barbanica, a Democrat, was elected to the Antioch City Council and currently represents District 2.

“I am thrilled to announce my campaign for Supervisor for Contra Costa County District 5,” Barbanica said. “With over 20 years of experience protecting our community as a police officer and now an elected councilmember with a thriving small business that is taking on the housing crisis, I will proudly put my public service track record up against all-comers while I continue to fight for Contra Costa families. I will do what it takes to ensure Contra Costa County is a place where every family has an equal opportunity to thrive. Barbanica is a real estate broker and owns Blue Line Property Management in Antioch handling both residential and commercial real estate sales, leasing and management.

Barbanica is running for Contra Costa County Supervisorial District 5, which spans the north shore of Contra Costa County, including the cities of Hercules, Martinez and Pittsburg, and portions of Antioch and the unincorporated communities of Alhambra Valley, Bay Point, Briones, Rodeo, Pacheco, Crockett, Tormey, Port Costa, Mt. View, Vine Hill, Reliez Valley, and Clyde. 

He enters the race with a growing list of influential and respected endorsers, including Mary Knox, Contra Costa County Deputy District Attorney,  Sue Rainey, former Mayor of Walnut Creek, Mary Erbez, former Mayor of Pittsburg, Frank Aiello, former Mayor of Pittsburg, Angelica Lopez, Pittsburg City Councilmember, Tony Oerlemans, Brentwood City Councilmember, Sean Wright, former Mayor of Antioch, and Arne Simonsen, former Antioch City Clerk and City Councilmember, as well as the United Steelworkers Local 326.

So far, he will face Pittsburg Mayor Shanelle Preston and Pittsburg Councilman Jelani Killings in the primary election in March. Filing closes December 8.

More About Barbanica

Barbanica, a lifelong resident of Antioch, is the small business owner of Blue Line Property Group in Antioch. He has received numerous awards for his teaching and coaching of others, including the California and Hawaii Region “Outstanding Brokerage of the Year” and the region’s “Broker of the Year.” Barbanica also authored an international bestselling book. 

Before serving residents’ real estate needs, he began his career with the Pittsburg Police Department where he served 21 years and retired in 2007 as a police lieutenant. On the force, Barbanica ran a street level narcotic and crime unit for six years that was credited with reducing crime by 23% in Pittsburg.

In 2020, Barbanica was elected to represent District 2 on the Antioch City Council where he’s been cracking down on dilapidated properties, improving public safety, and getting small businesses the funds they need to succeed. 

Barbanica is also active in the Antioch community, is a member of the Elk’s Club, the local Knights of Columbus, the Peace Officers Research Association of California, the National Association of Realtors, the Pittsburg Italian American Club, and other service organizations.

Contra Costa County Hazardous Materials Commission seeks applicants

WHAT: The Contra Costa County Hazardous Materials Commission seeks applicants for two open alternate seats.

The commission is a voluntary body appointed by the county Board of Supervisors that makes policy recommendations to the board and county staff regarding hazardous materials and hazardous waste.

WHO: The commission’s 14 members and alternates serve 4-year terms and include representatives from industry, labor, civic groups, environmental organizations, environmental engineers, the public and elected officials.

Open seats include the General Public Alternate and Environmental Organization Alternate seats. Alternates must be prepared to fill in as needed when commission members are not available to attend or vote.

Applicants must live or work in Contra Costa, have a demonstrated interest in hazardous materials issues, an understanding and commitment to the principles of environmental justice as defined in county policy, and be able to attend monthly meetings as needed. Candidates for the Environmental Organization Alternate seat should represent an environmental organization to which they belong.
