From Antioch City Manager Steve Duran’s Weekly Report, dated 10/30/15, as provided by Police Chief Allan Cantando:

– On 10/28/2015 at 10:51 am, officers were dispatched to Super Wine and Liquor at 2958 Delta Fair Blvd. regarding a suspicious circumstance. While investigating this call, officers made contact with 35 year old Joseph Ford. A records check revealed Ford had an outstanding arrest warrant for resisting arrest and assault likely to cause great bodily injury. Ford was placed under arrest and later booked at the county jail.

– On 10/28/2015 at 7:09 pm, officers responded to the JC Penney at 4951 Slatten Ranch Rd. regarding theft suspects being detained by store security. Officers arrived and upon conducting an investigation determined that 33 year old Lawrence Wiley and 34 year old Dawanna Hall entered JC Penney and both selected and concealed merchandise on their persons. Wiley exited the store and waited outside for Hall. Hall went to the registers and attempted to pay for some merchandise, excluding that concealed on her person, with a fraudulent $100 bill. When staff tried to detain Hall for the fraudulent bill and concealed merchandise, Wiley came back inside to assist her. Ultimately, they were both detained by security without incident. Officers arrested Hall and she was released from the scene with a promise to appear. A records check revealed Wiley had a no-bail arrest warrant for theft and possession of drug paraphernalia. He was booked at the county jail.

– On 10/28/2015 at 6:00 pm, officers were dispatched to 2200 Spanos St. for a disturbance. Charles Johnson, 25 years old, was contacted at the apartment and it was determined via a records check that he had an outstanding no bail arrest warrant for assault with a firearm. He was arrested and later booked at the county jail.

– On 10/28/2015 at 4:39 am, officers were dispatched to the 1100 block of “D” St. regarding a subject walking through the neighborhood hitting parked cars. When officers arrived, they found a 37 year old neighborhood resident physically detaining a 25 year old male for attempting to break into his car. The 25 year old male sustained some minor injuries during the detention. He told officers he was trying to break into the car to save the people inside. This did not make any sense since there was no one in the car. The 25 year old male was released pending further investigation and sent to county hospital on a W&I 5150 hold.

– On 10/28/2015 at 4:18 pm, officers contacted 44 year old Stacy Barnes parked in a vehicle at 207 E. 18th St. She was found to have an outstanding arrest warrant for identity theft. She was issued a new court date on a promise to appear and released from the scene.

– On 10/28/2015 at 4:17 am, officers were dispatched to AT&T at 2701 Vern Roberts Circle as the security company monitoring the premises could see a male in the secured yard. Officers located 36 year old Robert Lowther and placed him under arrest without incident for trespassing and an outstanding warrant for possession of a controlled substance. Lowther was later released on a promise to appear.

– On 10/27/2015 at 11:33 pm, officers responded to the 4500 block of Hidden Glen Drive regarding a vehicle collision. When they arrived it was determined a vehicle had struck two parked vehicles. The investigation determined 29 year old Jesus Garcia was the driver of the responsible vehicle and was under the influence of alcohol. Garcia was arrested without incident for DUI and booked at the county jail.

– On 10/27/2015 at 11:08 pm, officers responded to Gas City at 4198 Lone Tree Way regarding the report of a drug deal occurring between occupants of two vehicles. When officers arrived, they contacted 23 year old Patric West. Officers observed marijuana and a scale on the floor board of his vehicle. West was detained and a search of the vehicle ultimately yielded approximately 200 grams of marijuana, 70 grams of Ecstasy, Xanax, Adderall, scales, baggies, and US currency. West was taken into custody without incident. It was determined West was out on bail for a prior drug sales case. West was booked at the county jail for possession for sale of controlled substances and committing a felony while out on bail.

– On 10/27/2015 at 10:03 pm, an officer made a traffic stop at Auto Center Dr. and Mahogany Way on a vehicle. The officer contacted the driver, 49 year old John Moore. A records check determined Moore had an outstanding felony arrest warrant charging auto theft. He was also determined to be on probation. Moore was arrested for the warrant and his person and vehicle were searched. The search of his vehicle yielded .4 grams of heroin and 1.5 grams of methamphetamine. Moore was booked at the county jail and the vehicle was towed and stored.

– On 10/27/15 at 2:00 am, officers conducted a license plate check on a vehicle traveling on William Reed Way. Dispatch advised the vehicle was reported stolen out of Pittsburg PD. Officers followed the vehicle to the area of Texas St. and Gem Ln. where the vehicle pulled to the side of the road prior to the officers activating their emergency equipment. Officers arrested 33 year old Brandy Parker and 36 year old Jonathan Standifer without incident. A computer check revealed Parker also had an outstanding warrant for her arrest. Parker was booked into County Jail and Standifer (the passenger) was released.

– On 10/26 at 7:15 pm, an officer located a vehicle abandoned on the roadway at E 18th Street near Hargrove. The vehicle was stolen out of Pittsburg. While waiting for the victim to respond the officer contacted 32 year old Jon Ayala who was standing nearby watching. Ayala was interviewed and admitted to driving the vehicle and that he had run out of gas, leaving the car on the roadway. Ayala said he knew the vehicle was stolen but he was not the person who stole it. He was taken into custody and sent to County Jail.

– On 10/26/15 at 7:30 pm, a resident on Harding Way returned home to find 35 year old Jamal Bolanos inside his vehicle attempting to steal it. The resident confronted Bolanos and attempted to detain him until police arrived. Bolanos fled the area and the victim followed providing location updates to dispatch. Bolanos was detained by officers and eventually arrested for attempted car theft. He was booked at the county jail.

– On 10/26/15 at 4:30 pm, a 28 year old male brokered a deal on Craigslist and met the “sellers” in the mall parking lot on Somersville Road to buy a PS4 console. The suspects arrived in a grey Dodge Intrepid and an adult male exited to contact the victim. The male held the victim and gunpoint, demanding his money, taking $400.00. The suspect got back into the car with another male and fled the area. The victim was not able to get a license plate number. A BOLO was completed with the information we had, and the investigation is ongoing. No injuries were incurred by the victim.

– On 10/26/15 at 4:00 am, officers responded to Mark Twain Drive for the report of a solo vehicle collision. While enroute, dispatch advised the vehicle was reported as a carjacked vehicle out of Pittsburg PD. A caller provided a brief description of one of the subjects seen leaving the vehicle. An officer and his K-9 partner conducted a track from the vehicle, which led to 18 year old Rex Ronquillo who was located two blocks away and matched the description provided. Ronquillo had minor injuries due to the crash and was taken into custody without incident. Pittsburg PD advised that Ronquillo was already wanted by their agency for unrelated charges. Ronquillo was taken to a local hospital for medical clearance and later booked into County Jail.

– On 10/26/15 at 2:15 am, an officer was travelling on Lone Tree Way approaching the entrance to the water park when he noticed a Ford Mustang spinning uncontrollably in the middle of the intersection. The officer conducted a traffic stop and contacted the driver and passenger of the vehicle. The passenger, 36 year old Roland Salvador, had a no cite warrant for his arrest. The driver, 29 year old Brian Morales, did not have a license and was cite-released from the scene. The vehicle was towed and impounded for 30 days. Salvador was booked into County Jail.

– On 10/25/15 at 11:40 pm the victim and her mother went to recover a stolen bike from a house on W. 4th Street. As they were trying to leave with the bike, 54 year old Jerry Bennett charged at them with a hammer and swung at the victim striking her in the face. The victim’s mother has a restraining order against Bennett. They fled the area for their safety and Bennett also fled the scene. The victim had complaint of pain but refused treatment at the scene and had no visible injury.

– On 10/25/15 at 11:15 am, 23 year old August Hook was contacted in a car on August Way and found to have a warrant for auto theft issued out of Alameda Co. He was transported to the County Jail.

– On 10/25/15 at 2:20 am, officers responded to the report of a red car abandoned in the middle of the street on Dimaggio Way. On arrival, a red Mazda was located in the street with 25 year old Christopher Murrell in the driver’s seat very intoxicated. Murrell was arrested for DUI and sent to County Jail.

– On 10/25/15 at 12:45 am, officers responded to a 911 call of an injury accident at Lone Tree Way and Slatten Ranch Road. On the officers’ arrival, a Dodge Ram truck was located stopped with the front driver’s wheel resting against the raised curb line of the Slatten Ranch Road center median. There was no collision. A Hispanic male was contacted in the driver’s seat asleep behind the wheel and identified as 62 year old George Florez. Florez was awakened and began clapping and mumbling incoherently. He was arrested for DUI and sent to County Jail.

– On 10/24/15 at 8:15 pm, officers were dispatched to a suspicious circumstance on Kepner Court where a male was knocking on various doors asking for help and saying he was being chased. They contacted 30 year old Stanley Combs and discovered he had an outstanding Antioch bench warrant. It was determined he was not being chased. He was taken into custody without incident and sent to County Jail.

– On 10/24/15 at 6: 30 pm, a 61 year old victim was working as a clerk at the Valero gas station on Lone Tree Way, when a male subject entered the business and pulled out a handgun. The suspect demanded money and the victim stated there was none. The suspect then pistol whipped the victim causing a small laceration to his head. The victim became enraged and grabbed a metal pipe and chased the subject out of the store. There was no theft and an extensive search was conducted with negative results.

– On 10/24/15 at 1:00 pm, 22 year old Ryan Pack was contacted during an extra patrol of the Big Lots shopping center on Somersville Road. Pack was found to have three warrants for his arrest. Pack was arrested without incident and was sent to County Jail.

– On 10/23/15 at 1:00 pm, an officer was patrolling the area of Buchanan Rd and Mission Dr. He saw a vehicle engaged in a “side show”. An enforcement stop was conducted and 24 year old Anthony Munoz was contacted in his 2015 Ford Mustang. Munoz was arrested and cited at the scene and his red convertible was towed and impounded.

– On 10/23/15, a 49 year old female left her car parked in front of her residence on Cavallo Road with a hide-a-key under her front bumper. At some point today an unknown subject found the hide-a-key and stole the car. The suspect crashed into 3 parked cars a short distance away around 8 pm. The suspect then fled from the scene on foot. An area check was conducted and there were no witnesses to the crime. The vehicle was able to be driven and returned to the victim.

– On 10/23/15 at 8:40 am, officers were dispatched to a traffic collision at Manzanita and Mahogany Way involving a Jeep and a City of Antioch fire hydrant. Officers located 34 year old Dawanna Hall and 33 year old Laurence Wiley in the area. Both were found to be occupants of the Jeep at the time of the collision. A check revealed that the Jeep was stolen. Hall and Wiley were both placed under arrest and were sent to County Jail. The corporation yard responded to the scene to repair the fire hydrant.

– On 10/22/15 at 11:15 pm, a 13 and 14 year old male both entered Safeway and went to the alcohol aisle. They both selected, and then each concealed a separate 750ml bottle of alcohol under their shirts (Vodka & Moonshine). Store employees witnesses the theft and detained both males then called the police. Both juveniles were cited at the scene and released to relatives. The alcohol was returned.

– On 10/22/15 at 6pm, two adult males were driving southbound on Hillcrest Ave. approaching Davison Dr. While waiting for the light to change a vehicle pulled alongside of them and the driver yelled “CAL Gang” and fired numerous rounds at their car. Four bullets struck a 24 year old male who fled the scene and went to a local hospital. The victim stated he had no idea why they were shot at, however, both subjects were wearing blue and the victim had numerous gang type tattoos.

– On 10/22/15, officers conducted a proactive detail focusing on traffic and panhandler enforcement. 81 citations were issued, 1 vehicle was towed, and 4 arrests were made.

– On 10/22/15 at 3:10 pm, officers attempted to contact an occupied vehicle in the Lemontree alleyway. Upon approach, the vehicle took off and fled towards Sycamore Dr. Officers gave chase and followed the vehicle to 2117 Manzanita Way where the unknown driver abandoned the vehicle and fled to the rear of the residence. Officers did not give chase and stayed with the vehicle. Officers located a large amount of marijuana and hash oil packaged for sale inside the vehicle. The vehicle was towed and impounded. There were no injuries to citizen’s or officers.

– On 10/22/15 at 11:00 am, officers responded to the 2300 block of Sycamore Drive on the report of a disturbance. Upon arrival, officers contacted 26 year old Emmanuel Easter. A computer check revealed Easter is on parole for narcotics out of Alameda County and had a no bail warrant for his arrest. Easter was arrested without incident and booked into County Jail.

– On 10/21/15 at 10:20 pm, a man on Ashburton Drive called 911 to report a female banging on his front door demanding to be let in. Officers arrived and contacted 20 year old Taylor Serrano at the front door intoxicated. The caller did not know Serrano and he had no idea how she ended up at his home. Serrano was arrested for drunk in public and she was transported to County Jail.

Editor’s addition: – According to a report by the Contra Costa Times, “On Oct. 27 around 7:40 p.m., police received a report that a man was lying in a driveway claiming to have been shot. When officers responded, they found a 46-year-old man suffering from a gunshot wound in his hip, police said. The man was transported to a hospital with non-life-threatening wounds and is expected to make a full recovery. When police questioned him about the incident, he told them a bizarre story, police said. The man said he was shot while walking down the driveway of an apartment complex on the 1800 block of Cavallo Road. He said he was ‘searching for a tire for his friend,’ according to police, without further explanation. He said he did not see who shot him, or even what direction the bullet came from, and that he had no idea who might wish him harm, police said. Police have no suspects in the case.”

– On 10/21/15 at 7:45 pm a 20 year old man who works at Quickly and had taken a smoke break with 25 year old female co-worker. They were approached by 4 males one of which had a gun tucked in his waistband. The female ran inside but the male remained outside and was contacted by the group who punched him causing him to fall to the ground. They then began kicking him and going through his pockets. He was eventually allowed to stand and as the group started to walk away. The male with the gun turned and fired one round into a nearby door frame approx. 1′ away from where the victim was standing. The entire incident was caught on camera. The victim was taken to a local hospital where he was treated for complaint of pain to his jaw and minor lacerations. He was uncooperative with the investigation but based on limited statements from him, the incident was over a girl and he most likely knows the responsible parties.

– On 10/21/15 at 3:20 pm officers were dispatched to a suspicious circumstance regarding possible squatters at a vacant home on 16th Street. Upon arrival, Officers observed 36 year old Wendell Celestine flee from the yard of the residence. They gave chase and in doing so, Celestine attempted to stop two separate cars on G Street and get inside unsuccessfully. A foot pursuit ensued and eventually Celestine gave up. He was taken into custody without incident. He was having difficulty breathing, so an ambulance was summoned to the scene. When officers attempted to transfer him to the ambulance, Celestine kicked an officer in the lower leg. He was sent to a local hospital due to excessive methamphetamine use. He was eventually cleared after 6 hours, for incarceration and booked into County Jail.

– On 10/21/15 at 1:05 am officers responded to a robbery at the 76 Gas Station on Hillcrest Avenue. While completing an area check they contacted 27 year old Edward Crandell. He was determined to not be involved in the robbery but did have an outstanding warrant for his arrest. Crandell was taken into custody without incident and sent to County Jail.

– On 10/21/15 at 12:30 am a white male adult entered the 76 Gas Station on Hillcrest Avenue with a gun in his waistband. The responsible took four packs of cigarettes, fled on foot, and was not located.

– On 10/20/15 at 10:40 pm 27 year old Shane Stange is a regular at the Shell Gas Station on Hillcrest Avenue and was causing problems at a business. During an earlier call he hit the emergency button on the gas pumps which shut them down for about two hours. Stange was gone upon our arrival at the first call and was not located. He came back to the business again yelling and causing problems and hit the emergency stop button to shut the pumps down again. This time he was located at the 7-11 and was taken into custody and sent to County Jail on the listed charges.

– On 10/20/15 at 9:50 am several 911 callers reported shots fired in the area of the Sinclair Fuel Mart on Lone Tree Way. Afterwards, male was seen running away from the gas station towards the methadone clinic. A black Acura with a partial plate was seen fleeing from the station on Lone Tree Way running stop lights. Shortly afterwards, a 37 year old male arrived at Sutter Delta Hospital with a gunshot wound to his chest. Information was fragmented and inconsistent. Ultimately, it appeared that the victim walked to the gas station and contacted a woman near the black Acura. An argument was heard and then shots were fired and the victim fled. A passer-by witness picked up the victim and drove him to the emergency room. The victim was reluctant to give a statement, but stated that a male shot him. The responsible parties are still outstanding and the victim is expected to recover.

– On 10/20/15 at 8:00 am an officer was stopped in the east bound lane in front of 2300 Sycamore Drive waiting to turn into the complex. A 47 year old male was traveling east bound behind the officer and collided into the back of the patrol car. The male stated the sun was in his eyes and he did not see that the vehicle in front of him was stopped. Patrol car #1211 and it sustained moderate damage to the rear bumper and trunk. The officer was not injured.

– On 10/20/15 at 3:30 am officers conducted a traffic stop on Lone Tree Way. During the contact officers located 2 grams of methamphetamine in 46 year old Miguel Aguilar’s possession. Aguilar was arrested without incident and cite released.

– On 10/19/15 at 8:30 pm officers on-viewed a 42 year old male and 43 year old Serie Gomez in an argument on West 10th Street. Before they could make contact, Gomez who was in her vehicle, went after the male who had walked away into the Dollar General parking lot. Gomez hit the victim with the vehicle and pinned him against a cinder block wall. Gomez exited the car and was going after the victim when she was stopped and detained by Officers. We had to back the car up to free the victim who ultimately refused medical treatment at the scene. The victim and Gomez are in a dating relationship and have a history of violence. Gomez was sent to County Jail.

– On 10/19/15 at 4:50 pm the apartment manager of 2300 Sycamore Drive called to report 2 men were in the laundry room and possibly breaking into the coin box. The employees locked 36 year old Adam Lew and 30 year old Charlie Patterson in the laundry room till police arrived. Staff wanted both arrested for trespassing. Patterson was cited at the scene. Lew was on probation and two felony warrants so he was sent to County Jail.

– On 10/19/15 at 3:30 pm officers were dispatched to 1400 Buchanan Road for a burglary that had just occurred in an apartment. The suspects tried to flee in their car and victim tried to block the suspects in but was unsuccessful. The victim was able to provide a license plate for the suspect vehicle. Officers located the vehicle later in the shift and 57 year old Katherine Adams and 47 year old Derrick Jones nearby. They were identified by a witness and taken into custody. Property from the burglary was located and recovered from the vehicle. Adams and Jones were sent to County Jail.

– On 10/19/15 at 12:45 pm, school staff from Deer Valley High School called to report a non student being on campus causing problems. The Vice Principal advised that an unknown male juvenile had been on campus and had been escorted off the property 3 times. The juvenile made threats to beat up and shoot the VP. The officers were unable to locate or identify the unknown suspect as he was no longer on scene. A couple hours later, the staff called again and said that the subject was back on campus. Officers arrived and contacted the 14 year old male who admitted to the threats. He was arrested and sent to Juvenile Hall

– On 10/19/15 at 10:22 am a 35 year old woman called 911 and advised dispatch that she had been beaten and held hostage in an apartment on Aster Drive over the past 4 days. She said that the 2 female suspects were fleeing the apartment and that they had a Mac 10 machine gun. We located 29 year old Jessica Thornton driving away and were able to detain her without incident. The victim told us that a 36 year old female and her 3 yr old daughter were last seen going into an apartment. As we made contact at that apartment, the 36 year old jumped out a bedroom window leaving her daughter behind. The 36 year old also left a credit card manufacturing machine and hundreds of blank credit cards with her name on them. We were able learn that the 3 women were involved in a dating relationship with each other. For some reason, the 36 year old and Thornton started beating the victim and threatening her with a knife. The victim had a black eye and cuts to her face. She said that said that Thornton and the 36 year old planned to keep her against her will until her injuries healed up so that the police would not believe her. Thornton was sent to County Jail.

– On 10/19/15 at 2:20 am an officer conducted a pedestrian stop at A Street and Wilbur Avenue and contacted 26 year old Emmanuel Rader. Rader had a warrant for his arrest and was taken to County Jail.

– On 10/19/15 at 12:15 am an adult female was driving eastbound on Wilbur Ave and slowing in preparation to turn into the apartment complex when she was struck at about 40 MPH by 52 year old Mark Brewer from the rear. The victim and twopassengers complained of pain and were transported to a local hospital. Brewer was not wearing his seatbelt at the time of the collision and hit the windshield. Brewer admitted to drinking prior and smelled of alcohol at the scene. He was transported to an area hospital due to his injuries. Brewer is on probation for DUI and has two prior convictions. He was released pending the lab results of his blood alcohol content as he was admitted to the hospital for his injuries.

– On 10/18/15 at 3:25pm Sutter Hospital staff called to report they had caught a subject who was in the process of heating up heroin to inject. Upon arrival officers contacted 46 year old James Gittens who was in possession of a hypodermic needed. We took custody of the needle and Gittens, who was cited and released.

– On 10/18/15 at 8:45 am on West 10th Street, Bonfare Market employees called to complain about transients using drugs behind the store. Officers arrived and found 45 year old Timothy Crabtree drinking beer and 24 year old James Yingling using heroin. Crabtree was issued a citation for the open beer and Yingling was issued a citation for the heroin.

– On 1018/15 at 2 am, officers responded to a call of gunshots heard near Wolverine Way. Officers found 15 shell casings in the street. No one reported being injured and no one reported any damage to property. Hospitals were notified and officers are still attempting to obtain video from the residences in the area.

– On 10/17/15 at 8:40 pm a 24 year old male was robbed at Dave’s Liquors. The victim met the responsible the day before and they exchanged phone numbers after agreeing to meet tonight so the victim could purchase some marijuana. The responsible put a gun to the victim’s head and stole his money. The responsible then began to hit the victim in the face with the handgun. The responsible fled the scene in a vehicle. The victim received non-life threatening injuries and he was treated at a local hospital.

– On 10/17/15 at 6:10 pm APD received a call of a subject with a self inflicted gunshot wound on Merrill Drive. Upon arrival Officers contacted the 19 year old victim who had a wound from a shotgun round to his left arm/shoulder area. The victim advised he didn’t shoot himself and didn’t know who shot him but was somewhat disoriented. He had lost a lot of blood and was transported to an area hospital where he was taken into surgery immediately. There were several people in the house who either didn’t see anything, didn’t know how the victim was injured, or weren’t providing a truthful account of events. One of the subjects who had been at the house had fled and was not located. The residents gave consent for the house which we searched. We recovered a shotgun loaded with birdshot, a magazine loaded with .45 rounds, and an empty high capacity magazine. There was also a marijuana grow at the house and processed marijuana which one resident had a card for. It doesn’t appear the incident is related to the grow. The victim was in recovery within a couple hours and is expected to recover according to hospital staff.

– On 10/17/15 at 5:40 pm, an officer was conducting an extra patrol in the Food Maxx parking lot on Delta fair Blvd. when he saw 44 year old Steven Murphy who he knew from prior contacts. The officer ran a check of Murphy and found he had an outstanding warrant for his arrest. Murphy was arrested and sent him to County Jail.

– On 10/17/15 at 7:20 am officers responded to Romi’s Market on E 18th Street for the report of a male who had walked into the business with a gunshot wound to his back. Officers contacted the 28 year old victim who had difficulty breathing. The Fire Department arrived and examined the male and identified what looked like a single, small caliber gunshot wound to the middle, right side of his back. The victim said he was with a “female” in his room at the Economy Inn when a male entered his room, robbed him, shot him and fled. The victim was somewhat uncooperative with the investigation providing little additional information. He was transported to an area hospital and taken directly into surgery. Near the end of shift we were advised by hospital staff that the victim was expected to recover from his injury.

-On 10/17/15 at officers responded to the 911 call of a subject named “Mike” hurting two females in an apartment on Wilbur Ave. The caller also said “Mike” was armed with a gun. Officers arrived and saw a male in front of the apartment door who quickly ran back inside. 32 year old Michael Woodruff was contacted and found to be a resident. He had a parole violation warrant. A search of Woodruff’s bedroom resulted in officers locating loaded Glock .40 cal pistol under the bed, which he likely tossed when he saw officers arrive. The females were not harmed. Woodruff was sent to County Jail.

– On 10/17/15 at 1:15 am officers responded to the 911 call of 50 subjects fighting inside Cruisers Saloon on A Street. On arrival the fight had ended and numerous subjects were out in the parking lot. A 40 year old male was found with a minor cut on the side of his mouth. We learned that when the fight broke out the bartender, 31 year old Elissa Montes, started throwing bottles at the crowd to get them outside and the victim was accidentally struck. American Medical Response responded and the victim was treated at the scene and refused transport. 39 year old Ryneal Mays, who was with Jones was yelling at other patrons and challenging them to fight and he refused to leave. He was arrested and determined to be intoxicated with a .093% blood alcohol content. He was sent to County Jail. We viewed the saloon video and it appears Jones, Mays and their group was the aggressors.

– On 10/16/15 at 5 pm, 18 year old Giovanni Cipollina attempted to get into the Junior Varsity game at Antioch High School to watch a family member play. He began yelling comments to the effect of “put them in body bags” and was denied entry due to his behavior. Cipollina became irate and kicked a table where they were collecting money and was subsequently arrested for vandalism. He was cite released from the scene and left the city with family members.

– On 10/16/15 at 3:15 pm an officer conducted a suspicious vehicle stop at the 7-11 on Sunset Lane. The vehicle was occupied by 63 year old Robert Preston, 40 year old Michael Sisk, and 49 year old Steve Harris. Preston was found to have a warrant for his arrest. He was taken into custody without incident and transported to County Jail. Powder heroin was located in plain view next to Harris. He was issued a citation and released from the scene.

– On 10/16/15 at 7:30 am 44 year old Sandra Ferguson was on her way to work this morning at Sutter Elementary School. As she passed the above location, she observed a Nissan pickup parked on the side of the road with 56 year old Santiago Salazar in the driver seat and an 11year old female in the front passenger seat. Ferguson knew the girl’s family and did not recognize Salazar. Fearing that the child was in danger, she blocked Salazar in with her vehicle and contacted the police. We arrived and detained Salazar. After speaking with the child, we were able to determine that Salazar began following her as she walked to school. Salazar parked near her and lured her over to his vehicle. Salazar opened his passenger door from inside the vehicle and engaged her in conversation. She got close enough to the car that Salazar was able to grab her wrist and pull her into his truck. Ferguson intervened shortly thereafter. Salazar was arrested and provided a statement that he was just trying to give the child a ride to school. He was arrested and sent to County Jail.

– On 10/15/15 at 9:45 pm a 56 year old female left for work at 5am and returned home to Provence Court at 9:30pm. She located what appeared to be a bullet hole in the window of her bathroom. She had no idea when it may have happened. She lives with three others. The others were contacted and said they were gone and not aware of the incident. No bullet was located, and there are no suspects or witnesses.

– On 10/15/15 at 5 pm a 59 year old driver called APD to report that she had been involved in a traffic collision on Center Lane where an 11 year old had run into her car as she was driving on Center Lane. The 11 year old appeared to be fine but the driver was concerned because the child stated his mother was gone and he was unable to contact her. We responded and contacted American Medical Response for precautionary reasons. He was medically cleared but was in the care of his 16 year old sister and according to her, their mother was working in San Francisco and unable to be contacted. They had no way of getting in touch with her. We contacted her grandfather who arrived but in doing a check we found two outstanding warrants and he was arrested. Finally, family members were able to reach mom who responded home and took custody of the 11 year old.

– On 10/15/15 at 8:45 am a citizen contacted APD to check on two young children who were left unattended in a van at the Jack in the Box on A Street.. Officers located the children in the van just as their mother, 35 year old Brandi Martinez, was arriving. Both children were in poor health, dirty and hungry. The female juvenile was not wearing any pants and had urinated all over herself. The male child had scabs on his face and bug bites all over his back. It was discovered that all three were living in the van, which was filthy. Martinez was under the influence of methamphetamine and several glass pipes were found in her purse. She said that she left her children unattended so that she could use the bathroom inside Jack in the Box. Both children were placed into protective custody and transferred to Children and Family Services. Martinez was arrested and sent to County Jail.

– On 10/15/15 at 9 am ,30 year old Nicole Wade and 36 year old Gary Worthington stole a Nissan pickup from the driveway of a home on Miller Street. The vehicle did not run and had 2 flat tires, so Wade used her own vehicle to push the Nissan down the roadway while Worthington steered it. A neighbor witnessed the theft and contacted APD. Arriving officers located the responsible parties and Wade fled in her vehicle. A short pursuit ensued which ended with when Wade collided with a light pole in the median of Hillcrest Ave in front of the PG&E Plant. Wade fled from the vehicle on foot but was quickly apprehended. Worthington was detained by other responding officers near the Nissan. Both subjects were taken to County Jail.

On Tuesday, October 27, 2015, at 1:10 PM, Undercover Detectives observed Anthony Torres, a 46-year-old Antioch resident, driving a vehicle and knew he had an outstanding felony warrant for his arrest. Torres’ arrest warrant was for possession of controlled substances for sale.

Detectives attempted to conduct a traffic stop on Torres and he fled at a high rate of speed. The pursuit started near W. 9th Street and L Street and was ultimately terminated for safety. A short while later, Detectives found Torres and followed him to the K-Mart parking lot on E. 18th Street in Antioch. Torres exited his vehicle and attempted to get into an awaiting vehicle but was arrested by Detectives prior to entering the awaiting vehicle.

Torres was in possession of a loaded firearm and over a pound of methamphetamine. Investigators served search warrants related to this case in the 1900 Block of Phillips Lane in Antioch as well as the 800 Block of W. 6th Street in Antioch. Torres was booked at the Martinez Detention Facility on 13 felony charges relating to evading police, firearms, and possession of narcotics for sale. He has a current bail of 2.19 million dollars.

The City of Antioch has continued its trend of declining crime stats since the beginning of the calendar year. As we end the third quarter of 2015, both total violent crime and total property crime has experienced double digit decreases when compared to the same time period from the year prior. This is in large part due to our continued support from the community and strong partnerships with groups like our Crime Prevention Commission and Neighborhood Watch.

In addition to dropping crime rates, proactive enforcement across the city, including traffic enforcement, has continued in 2015 which has contributed to an increase in total arrests by 17% over last year. With the combination of declining crime and increased enforcement, the Antioch Police Department is enjoying one of its most productive years in the last decade.

For complete details of these and other police related statistics for 2015, the community is invited to hear a full report at the upcoming City Council Meeting on October 27th at the Antioch City Hall.

On Thursday, October 22, 2015 at 10:47 PM, two Antioch Police Officers in an Antioch Police car were working a stolen vehicle assignment with allied agencies. At this time they saw a Lexus traveling eastbound on E. 14th Street near Columbia Street in the city of Pittsburg. The vehicle was traveling at a high rate of speed and as the officers attempted to catch up to the Lexus, it continued eastbound in the 2700 block of the Pittsburg-Antioch Highway. Shortly after the Lexus passed through the intersection of Loveridge Road the vehicle went out of control, struck a telephone pole, rolled and came to rest on its roof. Two occupants were ejected from the vehicle and a third was able to free himself and crawl out.

Life saving measures were attempted on a 25-year-old female Pittsburg resident, but were unsuccessful and she was subsequently pronounced dead at the scene. The two other occupants are both male and residents of Antioch (ages 26 and 21). They were both transported to an area hospital where they were admitted and expected to recover from their injuries. No other vehicles were involved in this collision. No arrests have been made as the case is still under investigation.

Due to a downed PG&E pole the road wass closed until approximately noon, Friday.

The case is still being investigated by the Antioch Police Department, Pittsburg Police Department and the Contra Costa County District Attorney’s Office. No further information will be released at this time.

Tragically, on June 28, 2012, Denny Gonzales lost his life in the City of Antioch in a confrontation with the City of Antioch police. Gonzales, a local barber, who was later found to have been emotionally distraught and significantly intoxicated, was shot and killed when he challenged Antioch Police Department (APD) officers with a firearm in front of his Antioch home. On that date, Gonzales had made numerous statements to the police that clearly indicated he was homicidal, including comments that he was going to kill a police officer and other threats. APD officers then located Gonzales at his home in Antioch and started the process of gathering police resources, cordoning off the area, surrounding Gonzales’ house and warning nearby residents, to protect officers and the public.

While the APD was putting the necessary resources into place, Gonzales came out onto his driveway voluntarily and unannounced, with a firearm in his right hand and with unknown intentions. When nearby APD officers ordered Gonzales to drop the firearm, Gonzales did not drop the firearm, instead making a movement with his right arm and pointing the firearm at officers while he attempted to move back towards the cover of his garage. As the lives of the nearby officers were in imminent danger at that point, deadly force was used, killing Gonzales. Video of the incident taken from a fixed wing CHP plane clearly demonstrated that Gonzales pointed his weapon towards officers in this incident.

In 2013, the wife of Gonzales and his young daughter filed a lawsuit against the City of Antioch for claimed civil rights violations and negligence.

Yesterday, after an extensively briefed and argued Motion for Summary Judgment filed by the City to challenge the sufficiency of the allegations against them, Judge Westmore of the U.S. District Court for the Northern District of California, ruled in favor of the City of Antioch on all claims, dismissing this lawsuit. Judge Westmore found that “a reasonable officer at the scene would have reasonably believed that Mr. Gonzales posed a threat of serious physical harm to him or his fellow officers, justifying the use of deadly force.” Pgs. 29-30. Judge Westmore went on to state that “the undisputed evidence shows that the officers acted reasonably under the totality of the circumstances, and the City, therefore, faces no liability for the officers’ conduct.” Pg. 30. Judge Westmore’s extensive Order is attached.

Lead trial attorney for the City, Noah G. Blechman, Esq., from the McNamara Law Firm in Walnut Creek, praised the ruling by the Court.

“The parties laid out all the relevant evidence for the Court and Judge Westmore made the right decision in this unfortunate case,” he stated. “When an individual with homicidal intentions comes out in public with a firearm and challenges officers, federal and state law permits a police officer to deploy deadly force to protect themselves, as well as to protect the public, from imminent death or serious injury. The Court rightly found that the involved officers of the Antioch Police Department and the tactical supervisors involved acted reasonably and appropriately throughout this incident. Judge Westmore’s ruling is clear vindication for those involved officers who were face to face with a deadly situation and acted in accordance with their extensive training and in conformity with the law.”

The City of Antioch wishes to express their deepest sympathies to the family and friends of Denny Gonzales who have suffered from this unfortunate incident. The City of Antioch also wants to praise the actions of those involved officers and supervisors for their efforts which no doubt likely saved the lives the others on June 28, 2012.

On Tuesday, October 20, 2015, at 9:51 AM, Antioch Police Officers responded to the 3700 block of Lone Tree Way on the report of a shooting. Several callers reported hearing approximately two gunshots. After the gunshots were heard a black sedan was seen leaving the immediate area at a high rate of speed. The sedan was said to be occupied by a black female adult and a light skinned black or Hispanic male.

Shortly thereafter, a 37-year-old male victim with a non-life threatening gunshot wound arrived at a local area hospital. The victim was listed in critical but stable condition and is expected to survive. No other victims were located at the scene or admitted into any other hospitals. No further suspect information is available.

This incident is currently under investigation.

From Antioch City Manager Steve Duran’s Weekly Report, dated 10/16/15, as provided by Police Chief Allan Cantando:

– On 10/15/15 at midnight officers responded to Kaiser on the report of an assault victim. Officers contacted a 23 year old male who had numerous injuries including two lacerations to his head, with one requiring five staples to close the wound. Information from the victim is limited and no one else is providing any details. On 10/14/2015 at 1042 pm officers responded to the 911 call of numerous males in four separate cars fighting in the intersection of Deer Valley Road and Lone Tree Way. All parties were gone when officers arrived. This is believed to be the incident where the victim was injured.

– On 10/14/15 at 11: 30 am an officer conducted a traffic stop at Delta Fair Blvd. and Somersville Road for vehicle code violations. The driver, 29 year old Earl Prince, was found to have a parole violation warrant. Earl was arrested without incident and transported to County Jail.

– On 10/14/15 at 8:30 am 50 year old Monte Swindle was panhandling at A Street and Highway 4. He was arrested and sent to County Jail for likely to continue and violation of his probation.

– On 10/14/15 at 1 am an unknown driver was driving on West Tregallas Road when their vehicle jumped the curb and struck a fire hydrant. The driver and vehicle fled and were not located. The fire hydrant was sheared off at the base. Fire department personnel responded and turned the water to the hydrant off.

– On 10/13/15 at 11:30 pm officers were patrolling the area of Romi’s Market on E 18th Street when they noticed a disturbance in the parking lot and were flagged down by a female. The female stopped at Romi’s to purchase some food and 41 year old Omega Ford began accosting her and threatened to shoot her. When Ford was arrested for the threats he began threatening the victim again in front of the officers. Ford was sent to County Jail.

– On 10/13/15 at 10:30 pm, an officer made a traffic stop on Camby and Clearbrook Roads. Officers got consent to search the vehicle and located a methamphetamine pipe in the door. 31 year old Amanda Jackson advised she also had marijuana. By the time he finished his search, the officer located multiple bindles of suspected controlled substances. Jackson was taken into custody. The bindles turned out to be methamphetamine and had a combined weight of 5.3grams.

– On 10/13/15 Officer’s worked a proactive detail directed towards panhandlers. 8 total arrests were made 3 subjects were sent to County Jail for various warrants, 5 subjects were cite released for either warrants, trespassing and/or panhandling.

– On 10/13/15 at 5:10 pm officers responded to Peppertree Way on a report of an occupied suspicious vehicle. Officers arrived and contacted 27 year old Antonio Poole who was walking away from the vehicle and officers. Poole was found to have a no bail warrant for his arrest. Poole was arrested without incident and booked into County Jail.

– On 10/13/15 at 11:45 am 50 year old Monte Swindle was panhandling on the westbound Highway 4 off ramp at A St. Swindle was contacted and was found to be in possession of a meth pipe. Swindle was cited and released.

– On 10/12/15 at 9 pm an officer conducted a traffic enforcement stop on 37 year old William Thomas. Thomas had five warrants for his arrest, 25 grams of methamphetamine on his person, and false identification in his possession. Thomas was arrested without incident and sent to County Jail.

– On 10/12/15 at 5:15 pm dispatch advised of a call for service in the front lobby of the Antioch Police Department in which 38 year old Heidi Clift stated she was here to pay a fine. Heidi became upset with the response time and started screaming and pounding on the service windows. When the officer arrived at the PD, Heidi was gone. A while later, dispatch saw Heidi jumping over the back fence of the PD parking lot. Heidi ran through the parking lot and got into the driver’s seat of a patrol car. Officers responded to the parking lot and found Heidi inside the patrol car with the doors locked. They used a spare key to open the door and pull her out. She advised that she was trying to use the lights and siren to get our attention. We were unable to determine what kind of fine she was originally trying to pay. Heidi was arrested for trespass and vehicle tampering and sent to County Jail.

– On 10/12/15 at 4 pm Officer responded to the Bank of America on E 18th Street on a report of a man walking up to the ATM’s after customers leave. Officers arrived and noticed the man looking over the shoulder of a female customer as she was at the ATM. When the female left, the man walked over to the ATM, noticed the officer watching him and walked away. Officers contacted 36 year old Mahdee Mahmoud and learned he had a $920K warrant for his arrest. Mahmoud was placed in the

back of the patrol car and attempted to destroy some ATM receipts he had in his pocket. Another customer approached the officer and informed him that he was alerted by B of A that someone was attempting to withdraw money from his account via the ATM. The investigation revealed Mahmoud was that person. Mahmoud was arrested and booked into County Jail.

– On 10/12/15 at 6 am 32 year old Christopher Fraulino was bothering workers and customers at Starbucks on A Street. Fraulino was found to have a cite release warrant for his arrest. Fraulino was admonished regarding trespassing at Starbucks and was cite released on his warrant.

– On 10/12/15 at 3:30 am an unknown driver hit a city light pole with their vehicle causing their car to be disabled and the light pole to fall in the street. The driver fled on foot and was not located. PG&E responded for the pole.

– On 10/11/15 at 10:20 pm a 27 year old female was home alone and was inside of her bedroom when an unknown suspect entered her apartment on Delta fair Blvd. through an unlocked living room window. The suspect opened her bedroom door and turned on the light. She screamed and the suspect fled out the front door. She was not injured. She was only able to see that the suspect was a male, but did not know his race. There was nothing taken.

– On 10/11/15 at 5:30 pm the resident left his 12 year old son home alone on Bronco Court. As he returned home, he noticed that his house had been burglarized. The suspect kicked in a side garage door and made his way into the master bedroom where he stole jewelry and other items. The 12 year old son was in his bedroom wearing headphones and playing video games the whole time and never heard a thing. The suspect left his jacket behind, which was collected. The Officer swabbed the jacket for DNA. No One was harmed during this event.

– On 10/11/15 at 1:30 pm 38 year old Heidi Clift was caught stealing items by Raley’s store loss prevention officers on Lone Tree Way. As she was escorted back into the store she began throwing items off of the store shelves. Earlier in the day she was seen going into a patient’s room at Sutter Delta Medical Center and locked herself in the bathroom so she could take a shower. Raley’s did not want prosecution and Clift was released.

– On 10/11/14 at 4:00 am, officers responded to the 911 call via Spanish translator of an assault on Spanos Street. Officers located a 33 year old male victim at the above location suffering from a 1″ laceration to the head. We learned that Cero had been out drinking and was going to his brother’s apartment when he was assaulted and robbed of his wallet. There are no suspects or witnesses.

– On 10/11/15 at 3:30 am officers responded to the 911 call of a burglary in-progress on Knollpark Circle. The homeowner took his wife and children into an upstairs bedroom and locked them inside. He looked out the window and saw the family dog, that’s kept in the garage, running down the driveway. The suspect entered an unlocked vehicle parked in the driveway and took the garage remote. The suspect raised the garage door and entered the garage and the dog ran out. The suspect opened the side door, which leads to the rear yard, and the alarm was activated. The suspect fled the residence and was not located by arriving officers. The loss was the garage door opener and other miscellaneous items from the car. The family was not physically harmed. There are no witnesses or suspects.

– On 10/110/15 at 7:40 pm 32 year old Jeventino Roblero-Perez lost control of his vehicle and took out a city light pole at Somersville and Buchanan Road. Roblero-Perez was still in the driver seat when officers arrived and displayed objective symptoms of intoxication. He performed a series of field sobriety tests and was found to be intoxicated. Roblero-Perez was arrested and provided a breath sample at APD. His blood alcohol content was found to be .19. He was transported to County Jail.

– On 10/10/15 at 6:30 pm 22 year old Andre Morgan walked into Cruiser’s Bar on A Street and attempted to order a beer. The bartender recognized Morgan from causing problems in the past and had him thrown out of the bar. Morgan became upset and used a brick to vandalize a vehicle in the parking lot belonging to the bartender, causing several thousand dollars in damage. Morgan was located nearby and identified as the responsible. He was arrested and transported to County Jail.

– On 10/10/15 at 11:20 am 53 year old Ivory Nelson was contacted while panhandling at the off-ramp of highway 4 and A Street. Nelson had a warrant for his arrest and sent to County Jail.

– On 10/9/15 at 11:53 pm 40 year old Carl Grubb was contacted for having a warrant for his arrest near a walking path at Mira Vista Court in Antioch. When he saw officers he attempted to flee from officers on his bike. Unfortunately, he was quickly stopped by a hanging bungee cord on his bike and came to an abrupt stop. Grubb was searched incident to arrest and a fixed blade knife approximately 5 inches long was located in his right front pants pocket. Grubb also showed to be on felony probation. Grubb was transported to County Jail.

– On 10/9/15 at 11:45 pm dispatch received eleven (11) 911 calls of shots fired near Garrow Drive. Officers responded to the area and located six (6) 9mm spent shell casings in the westbound lane of Limewood Dr. No victims were located at the scene. No cars or homes were struck. All of the callers heard the shots but no

eyewitnesses were located. No arguments were heard in the area prior to the shooting and no vehicles were heard leaving the area.

– On 10/9/15 at 6:30 pm an Officer was patrolling the parking lot of the Executive inn on 18th Street when he observed 28 year old Carlos Montanez walking away from the parking lot towards room 116. Montanez quickly went inside the room and closed the door. The officer located a stolen Jeep in the parking lot where Montanez had been walking. Montanez came back outside and was found to have a felony warrant for his arrest. Officers reviewed surveillance video from the motel and were able to view Montanez drive up in the Jeep just prior to our arrival. As officers were contacting Montanez, 33 year old Lanetra Beard arrived and was pointed out as renting the room Montanez had come from. Beard tried to distance herself from the room and provided a false name. After sometime, we discovered her true identity and her outstanding warrants. She was found to be on searchable probation. 32 year old Jayson Threatt was contacted during the probation search of the room. He was detained and found to have several outstanding warrants including a $1,000,000 dollar felony warrant for carjacking and robbery. During the search of the room we located a large black duffle bag which contained a black 357 single shot pistol, ammunition and two bullet proof vests. Threatt is convicted felon. All three were sent to County Jail

– On 10/9/15 at 3 pm a witness called APD after he observed 24 year old Ramiro Gomez driving a vehicle with a handgun on his lap. The witness provided Gomez’s direction of travel and Gomez was located driving in the area of Mahogany Way. A high risk stop was conducted and Gomez was found to have a handgun and loaded magazine between the driver seat and driver door. Gomez also had his two year old son in his vehicle. The firearm was registered to Gomez who doesn’t have any felony convictions. Gomez claimed that he has been shot twice and was in possession of the handgun for protection. Gomez was issued a citation and released.

– On 10/9/15 at 12 pm Antioch Unified School District staff requested a welfare check on the six year old victim due to suspected neglect. During a welfare check on Manzanita Way, it was found that the living conditions at the residence were uninhabitable. The six year old victim and the three month old victim were placed on a hold and were released to the custody of Children and Family Services. 64 year old Peter Gogue Sr. and 23 year old Larritta Oliver were both cite released for child neglect. 35 year old Peter Gogue Jr. is a felon and was in possession of ammunition. Gogue Jr. was arrested and sent to County Jail.

– On 10/9/15 at 4:15 am an anonymous concerned citizen called 911 to report several subjects with flashlights looking through a van parked on Campbell Street. Officers arrived and the van was gone, along with the subjects. The van was located and 29

year old Brian Ellis was contacted. Ellis was found to have a warrant for his arrest. He was arrested and sent to County Jail.

– On 10/8/15 at 10:20 pm an officer was conducting extra patrol at Slatten Ranch when he on viewed a Chevy Camaro involved in a “side show” in the parking lot behind Hobby Lobby. An enforcement stop was done and 19 year old Depak Sukhu was found to be the driver and only occupant. Sukhu was cited for the violation and his car was towed for 30-Days. Two 17 year old males were parked in a separate Ford Mustang recording a video of Sukhu. They were both cited for being a spectator at a “side show” and their parents were called to the scene to take custody of them.

– On 10/8/15 at 9:30 pm an anonymous concerned citizen called APD to report a suspicious male walking back and forth in the area carrying a bag and flashlight on Crescent Court. Officers arrived and contacted 36 year old Juan Vela and learned he was on county probation out of San Francisco with a search clause. A search of his person produced 1.1 grams of methamphetamine and a glass pipe. He was arrested and cited in the field with a notice to appear.

– On 10/8/15 at 9:30 pm officers conducted a pedestrian stop and asked 18 year old George Firestine if he had anything illegal on him. Firestine admitted he had “Oxy’s” in his pocket. During a consent search, they located a small plastic container with 9 pills in a plastic wrapper inside of it. The pills were labeled consistent with oxycodone. Under Miranda, Firestine admitted to stealing the pills from an unknown subject’s backpack at a local skate park earlier in the day. Firestine further admitted it was his intention to sell the pills for $20 each. Based on his admissions, Firestine was arrested.

– On 10/8/15 at 8 pm officers were dispatched to Sutter Delta Medical Center regarding an 18 year old male being admitted in the ER for being struck with a pistol. The victim stated he was parked with friends in his Lexus somewhere off of Dallas Ranch Road. They were approached by two males as they sat in the car. The males opened the door and one began striking the victim with a pistol for no apparent reason. The victim was less than forthcoming and believed the pistol was fake due to it breaking apart during the incident. The males fled on foot and did not take anything or speak during the entire incident. The victim did not desire prosecution and was later released with only minor injuries.

– On 10/8/15 at 12:53 pm 63 year old Gloria Escobido decided to urinate on a neighbor’s property in the 1300 block of West 4th Street. The victim witnessed the incident and it was recorded on his surveillance cameras. The victim signed a citizen’s arrest and Escobedo was cited at the scene.
