Antioch Council learns about micro-housing program for city’s homeless residents

During their meeting Tuesday night, the Antioch City Council was provided a presentation on an effort to bring tiny homes to Antioch and the two-year Partnership for the Bay’s Future Breakthrough Grant to fund the effort to get them approved in the city. The proposal includes micro-home cottages on faith owned land plus Accessory Dwelling Units (ADU’s) on privately owned residential property.

The agencies are the Multi-Faith Action Coalition (formerly Contra Costa Interfaith Housing) and the Pleasant Hill-based Hope Solutions with help from the Local Initiative Support Corporation (LISC) Bay Area.

“Manufactured micro-homes are less costly than stick-built homes,” said Meredith Rupp, a Fellow with Partnership for the Bay’s Future.

They have identified 41 sites in Antioch totaling 75 acres. But regulatory changes are needed. They will work with Community Development Director Forrest Ebbs on that before bringing to the city council for consideration.

“Our preliminary vision is to develop a library of pre-approved plans…ready, off-the-shelf for homeowners to use,” said Jasmine Tarkoff, also of Hope Solutions.

A Resident Empowerment Program is the “third pillar” of the effort including mental health services and support for job training, and other “wrap-around” services, shared Deborah Carney, of Hope Solutions and an Antioch resident.

According to the Partnership for the Bay’s Future website, the Breakthrough Grants program is “to help communities pass equitable housing policy. Selected local governments will receive a dynamic, mission-driven fellow who will work on community-driven local policy in affordable housing production and preservation. The Partnership will also provide two years of grant funding to community partners to engage and activate the local community. The whole Breakthrough Grant cohort will have access to a flexible pool of funding for technical assistance to meet their policy goals. The value of this support is about $500,000 per jurisdiction.”

Father Robert Rien of St. Ignatius Catholic Church in Antioch spoke in favor of the program. “I have seen homelessness right up front. We have had a very strong concern about those who are not as blessed us to have homes. One of the issues that has really burned for me are the number of families living out of their cars. The Antioch school district has 235 families living out of their vehicles. We have a number of veterans living along the river.”

His parish was instrumental in building Tabora Gardens Senior Apartments located on Tabora Drive at James Donlon Blvd.

“We have eight-and-a-half acres. We’d like to use part of our property to build housing for the unhoused. We’re hoping to build 21 units,” he added.

People affiliated with Hope Solutions and other organizations, as well as a few Antioch residents spoke in favor of the tiny homes, including Pastor Chris Watson of the Golden Hills Community Church Community Outreach Center (COC) on East 18th Street.

“The biggest area of need is affordable housing,” he said. “Our people have income. We’re trying to provide them dignity. Providing a roof over their head is a difficulty. We look forward to partnering together.”

Council Discussion

During council discussion of the item District 3 Councilwoman Lori Ogorchock wanted to know, “This is permanent housing?”

“Yes,” was the response.

“Who will be there, families?” she asked. “I would like to see it as a family unit, myself. Under the government entities the County isn’t listed. I’d like to see the County partner with us. They get money from the state.”

“I think it’s a great idea. I love the idea,” Ogorchock continued. “It’s an exciting project and I think it’s something doable within the city.”

District 2 Councilman Mike Barbanica, “When we say permanent housing are we talking forever, 30 years? And what is the funding mechanism beyond?”

“They’re built to HCD standards, the same as your home and my home,” Tarkoff explained. “These are not pallet homes or Tuff Sheds. This particular grant is all around being able to develop to explore micro-homes on faith owned home…streamlining the entitlement process.”

The organization is engaged in both public and private funding for the construction and ongoing costs.

“There is no plan in place to get that person into permanent housing?” Barbanica asked.

“The plan is to bring individuals and families, provide them with the housing, with support services…Hope Solutions does not place time limitations on how long an individual can stay in a home,” Tarkoff responded. “Of course, our goal is as individuals heal and want to get into larger housing, we’d like to get them into that trajectory.”

“On our end as policy makers we’ll really only be dealing with zoning,” Mayor Lamar Thorpe said. “This is your project. We don’t set expectations. We spend our time getting the zoning done. We’re not approving anything. We’re not. Just zoning. Certainly, we want to be involved.”

“I still believe in participating in this…proposal at the church,” Ogorchock added. “I think it’s more than just zoning and entitlements.”

“Our job is to not make this cumbersome. We can easily get in the way,” Thorpe stated. “You’re not asking for permission. Let’s create the zoning and let the churches and faith-based organizations get the job done.”

Ogorchock calls for investigation into, termination of City’s PIO

The Antioch City Council, with Mayor Pro Tem Torres-Walker was absent for a second meeting in a row and District 4 Councilwoman Monica Wilson was also absent, approved about $50,000 in grants to community groups and supported pursuing an electric car sharing program. In addition, along with the city manager and city attorney, the council members offered their farewell remarks to Assistant City Manager Rosanna Bayon Moore who is leaving Antioch for her new position as Piedmont City Administrator.

City Clerk Ellie Householder was also absent and explained the reason by posting an announcement on her official Facebook page earlier in the day.

“Hello everyone. My beloved dog, Sheena, is very sick. And thus, I will not be at tonight’s City Council. Thank you for everyone’s kindness and compassion during this difficult time,” she wrote.

Ogorchock Calls for Investigation, City’s PIO to Be Let Go

During Council Committee Reports and Communications, District 3 Councilwoman Lori Ogorchock shared concerns about the City’s public information officer, Rolando Bonilla, and him sending out a press release with information falsely attributed to Police Chief Steve Ford. (See related article)

“I would like to ask for an investigation. Who wrote the letter and how it was presented to (City Manager) Con Johnson,” she said. “If he is not let go, he needs to be.”

Approves 2022-2023 Civic Enhancement Grant Program Awards

During the Consent Calendar portion of the meeting the council approved on a vote of 3-0 almost $49,715 in grants to nine community organizations from the 2022-2023 Civic Enhancement Grant Program out of a budget of $50,000. According to the staff report the program is designed “to support community events and improvement projects that originate with nonprofit organizations in Antioch. It is the City’s goal to assist nonprofit organizations by creating and implementing a grant program to fund civic events and enhancement projects in an objective and efficient manner. At their February 16, 2023 meeting, the Parks and Recreation Commission Parks and Recreation Commission voted to recommend that all applications be funded in full.”

The grants ranging in size from $2,500 to $10,000 were approved for Be Exceptional, Cancer Support Community, Delta Veterans Group, Loaves and Fishes of Contra Costa, Love Never Fails, Antioch Historical Society, Contra Costa Family Justice Alliance, Antioch Rotary Club and The Drama Factory.

Supports Pursuing Electric Car Share Program

Also, during the Consent Calendar, the council approved a resolution in support of a Clean Mobility Options Program Voucher Application in order to establish an Electric Vehicle Car Share program in Antioch.

“Why is this a Consent Calendar item?” asked resident Andrew Becker among other questions.

“One of the questions after reading this, who’s going to oversee this program,” Ogorchock asked. “We haven’t had a presentation on it. On the pricing…$35 a day. Who’s going to oversee the liability? Who’s going to oversee the charging stations?”

Richmond Community Foundation is taking the lead on applying for this if we get approval, today,” said Julie Haas-Wajdowicz, Environmental Resource Coordinator. “Phase II that’s where we will get the details. That’s why the staff presentation is vague. Ultimately…Richmond, they are one of the first jurisdictions to bring this online. It is a very expensive insurance coverage to ensure the city is not liable. NeoCar will be the one maintaining the vehicles and the charging stations.”

“Then, I will wait for Phase II,” Ogorchock said and then moved approval of the proposed resolution which passed 3-0.

Praises for Outgoing Assistant City Manager

During the meeting Thorpe spoke about Assistant City Manager Bayon Moore who starts her new position April  6, saying, “She’s been heavily involved in all the homeless efforts in the city.”

Speaking of the Executive Inn he said, “Rosanna has carried that on her shoulders as if it was her own child.”

“I wanted to acknowledge Rosanna for her hard work. We wouldn’t be having these discussions, tonight without her,” Thorpe continued. “We lost our Unhoused Resident Coordinator to another city…and it was Rosanna who was out there getting motel vouchers…” Thorpe continued. “It was Rosanna on the weekend out there talking with out unhoused residents. There are people because of Rosanna who have permanent housing, now.”

“I really want you to know, Rosanna, you’ve transformed people’s lives,” he continued. “I know it’s been a wild ride. I want you to know you’re appreciated, and we’ll really miss you. I know you’ll be back when we cut the ribbon for the Executive Inn.”

He then asked for “a round of applause for our outstanding assistant city manager” which the councilmembers, staff and audience members in attendance provided.

“We’ll probably do something for her, later,” he added.

At the close of the meeting others offered their accolades for and comments to Bayon Moore, as well.

“You really helped,” Barbanica shared. “It didn’t matter if I called you at 10 you took my call.”

“The thing I most admired about working with you, you were never intimidated by anyone. Thank you for everything…you’ve been phenomenal to work with. Good luck to you.”

“Thank you, Rosanna. I know you hate this part. I’m going to miss you,” Ogorchock said. “You are a huge asset to this city. You don’t have a clue how much of an asset you are to this city. We’re going to miss you very much.”

“I want to on behalf of the City, Rosanna has been a great partner,” said City Manager Con Johnson. “She’s tenacious in her focus. She’s a very strong leader. You’re going to make a great city administrator.”

“It was a pleasure working with you. I’m going to miss you. I look forward to all the great things you’re going to do for the City of Piedmont,” said City Attorney Thomas L. Smith.

Previously, when asked for comment about her time with the City and departure, Bayon Moore wrote, “I am grateful to the City for the experience these last two years in Antioch and the opportunity to work alongside dedicated staff who ensure public services are reliably delivered. More than anything, I have enjoyed our shared purpose endeavoring to meet community needs.”

Postpones approving July 4th Celebration funds; reallocates $550K in housing funds to downtown road repair

During their meeting Tuesday night, the Antioch City Council, with two members absent, voted 3-0 to discontinue remote meeting participation for council members and all other participants. All who want to participate must once again attend the meetings in person as it was pre-COVID. That’s in spite of new state legislation allowing local governments to allow council members to have participate remotely twice each year. But if that was offered to the council members it would have also been required to offer it to members of the public to call in with their comments, City Attorney Thomas L. Smith explained.

When the matter was discussed by the council members, District 2 Councilman Mike Barbanica said, “I’m not for this. I do not support this and I haven’t for some time. COVID is over. Council members should be here, in person.”

“I’m all for just going back to normal. I’m with you,” Mayor Lamar Thorpe said to Barbanica.

Ogorchock then made motion to discontinue teleconferencing and remote participation in council meetings by council members and residents.

“We are not adopting (the) Assembly Bill,” Barbanica said to confirm.

“We are not adopting it,” Smith responded.

“The meetings are in person,” Thorpe stated.

The council then approved the motion 3-0 to end remote participation in council and all city commission and committee meetings.

Postpones Approving July 4th Celebration Funds

The council postponed approving $110,000 to pay for the costs of this year’s Independence Day Celebration on July 4th which the City plans to take over organizing. (See related article)

According to the staff report on the item, the City used to pay for it until the economic downturn of 2008. Then Celebrate Antioch Foundation took it on beginning in 2012 with volunteers and raising the funds to pay for the annual celebration.

This year the Parks and Recreation Department plans to organize the event. The proposed budget does not include staff time for police or Public Works which is already budgeted, Parks and Recreation Director Brad Helfenberger stated.

Ogorchock was the first council member to speak on the item saying, “I want to thank the Celebrate Antioch Foundation for all of their hard work on the Sesquicentennial, last year. I truly appreciate their work. I’m having a hard time saying ‘yes’ to this because I know we’re short-staffed. I know how much time it took to do the Sesquicentennial events, last year. I’d rather see us fix that fractured relationship with CAF. They know how to do it. I don’t think I can with my heart say ‘yes’ to this. They are good at it. They are professional. It’s not that I don’t want the Fourth of July. But with you being short-staffed I just can’t do it.

“I would ask then that we do a continuance on this because there aren’t enough people to agree or disagree,” Thorpe said.

Barbanica then made a motion to table the item which passed 3-0.

Reallocates $550K from Housing Loan Fund to downtown street repair

The council also approved reallocating $550,000 in Community Development Block Grant monies from the former Housing Revolving Loan Fund (RLF) to the City Downtown Street and Accessibility Project, as part of the CDBG Downtown Roadway Pavement Rehabilitation, Phase 9.

The city staff report on the item claims the RLF funds are no longer needed and explains the city will “submit the revised City of Antioch FY 2022-23 Action Plan to the U.S. Department of Housing and Urban Development (HUD), outlining the Substantial Amendment to the City’s expenditure of CDBG funds in support of HUD’s national objectives, which includes (1) dissolution of the Housing Revolving Loan Fund, (2) cancellation of the CDBG project allocation to the Antioch Home Ownership Program, and (3) reallocation of $550,000 in former Revolving Loan Fund monies to the City Downtown Street and Accessibility Project.

The funds need to be reallocated by April.

Resident and homeless advocate Andrew Becker speaking as the opponent during the public hearing said, “It’s very, very frustrating to see program dollars reallocated. I understand there are compliance issues. It’s a bit late, now to make these comments. But at least let it be 10 minutes of reflection for us…how we failed the community, again on program application.”

“How will they even know about these stagnant programs?” he asked. “What is the purpose of having all of these different programs and putting money into them? Why do we time and time and time again just move around in circles. As great as capital improvement projects are as blighted and neglected and frustrated our communities have become, it’s still our responsibility to stay the course and support these programs.”

“Our first-time homeowner opportunity dollars move somewhere else,” he complained.

Another speaker asked that the council not reallocate the funds.

“The first-time homeowner program still has a half million dollars in funds,” Terri House, the city’s housing consultant, shared. “The Housing Successor Funds…will more than cover all of the applicants who are eligible and have applied. It’s just a down-payment assistance program. They still have to qualify for a regular mortgage. This program comes in and helps with closing costs.”

The funds are available from Bay Area Affordable Homeownership Alliance (BAAHA) and there’s a website – Antioch Home Ownership Program you should be able to find it on the BAHA website. They have to take an eight-hour class and be in the process with a lender of obtaining a loan.”

“If we don’t use it, we’re going to lose it,” Ogorchock asked.

“If there are two years in a row that the City did not use the funds, HUD will take it,” House responded. “It can’t be used for public services.”

In response to a question from Barbanica she said, “We’re taking applications, now” for the housing program.

“We can’t use these funds for that program, correct?” he asked.

“Correct,” House responded.

“I think what we have here is a failure to communicate,” said resident Melissa Case, a local Realtor. “We should be getting this information to local lenders so they can help our clients get these funds. I’m willing to share it on broker tour.”

“We should not wait until the very last minute to deal with these things. I don’t like that,” Thorpe stated. There are fair points being made. In the future, I would hope these things come and bring them sooner, at an earlier time.”

The council then approved the reallocation of funds on 3-0 votes.

 

 

Antioch Council gets bad news on homeless program funding, proposed urgency ordinance to ban liquor stores dies

With District 3 Councilwoman Lori Ogorchock participating via Zoom and Mayor Pro Tem and District 1 Councilwoman Tamisha Torres-Walker and City Manager Con Johnson absent, the Antioch City Council held a special meeting Thursday but was unable to accomplish anything. They discussed four options to help the homeless but could not reach consensus on the desired direction after hearing the city budget doesn’t have the funds. In addition, a proposed 45-day urgency ordinance banning new liquor stores in the city to give staff time to develop an ordinance permanently banning them failed with only the proponent, District 4 Councilwoman Monica Wilson and Mayor Lamar Thorpe supporting it. That required three votes to move forward and if it returned to a future council agenda for a vote, it would have required a four-fifths, super majority vote of council members to approve. But both Ogorchock and District 2 Councilman Mike Barbanica opposed a ban.

Homeless Program Options

Megan Kurtaff-Schatz, President of Focused Strategies, the city’s consultant on homeless issues, provided the presentation to the council members of an overview on strategies for them to choose from to “serve and house” homeless residents in Antioch. Unhoused Strategies presentation ACC022323

A graph in the presentation states, “Interim Housing does not decrease the unhoused population. Individuals living in temporary shelter (interim housing) are still individuals experiencing homeless.”

“What reduces homelessness is having housing available,” she said.

The charts show a current population of 475 unhoused residents in Antioch.

Kurtaff-Schatz presented three options, including Non-Congregate Bridge Housing (Interim Housing), Rapid Rehousing (rental subsidies in market housing) and Permanent Supportive Housing (Built Units). The Interim Housing choice would still result in a growing homeless population. But it would decrease with the latter two options.

Depending on the option chosen it will take between seven to 25 months to implement and the City’s commitment would last from 15 to 55 years, and Year 1 costs would be between $7 million to $12.42 million.

The Built Project Upfront Commitments slide shows a total of $18.3 million to $55.3 million the city would have to make for the 15-year life of the program.

City Finance Director Dawn Merchant showed a preliminary budget for Fiscal Year 2022-23 that includes a transfer in of $9 million from the City’s Budget Stabilization Fund to cover the deficit. But the chart shows deficits of about $8.4 million in FY 2023-24 and $9.9 million in FY 2024-25.

Even with budget cuts, “we’re not going to get anywhere near zero,” she said.

“The only source of funding for any of these projects is the City’s General Fund. If we stay at the $8 to $9 million deficits, that’s pretty much going to eat up the Budget Stabilization Fund,” Merchant added.

Public Upset, Loses Hope on Homeless Programs

Homeless advocate and Antioch resident Andrew Becker said, “It’s concerning to me…that at the last council meeting it was clearly stated by Dignity Moves that there were other alternatives outside of the RFP process. Do you know what their response was? Nothing. I talked to Dignity Moves, yesterday and they were frankly insulted. And they’re not here, tonight and Focus Strategies is here.”

So, frankly as an advocate of who are not statistics…what are we doing here?” he asked becoming quite emotional “Terri House handles our housing grants and she’s not even here. Where is she?”

Another man spoke saying, “I was excited before. Now, I’m not excited. I’m very concerned after hearing…about the money coming from the city funds. Quite frankly, this needs to be a regional approach. Cities like Brentwood and Oakley need to provide funding for this. I don’t know where I stand with this anymore. I feel like I’ve lost hope with this city. The city has let residents down, both housed and unhoused.”

A woman named Jo who said she was one of the presenters with Dignity Moves at the council meeting a couple weeks ago said there’s still time to do the Homekey program without having to go through “the cumbersome RFP process. The city already went through the RFP process last summer. We can do that quite expeditiously…within a matter of days. Remember the Homekey program…there’s limited resources and there’s going to be limited opportunities. We are here to assist.”

A man named Punit who said he is CEO and President of California Supportive Housing spoke next saying, “I reached out to Rosanna and city manager and (Antioch’s Unhoused Resident Coordinator) Tasha (Johnson) earlier this week. We already have a site in LOI (Letter of Intent)…for Homekey. We would like to work with you guys going forward.”

Council Discussion on Homeless Programs

During council discussion on the item Barbanica spoke first asking Merchant, “Is it your opinion we cannot afford to do this?”

‘Even if it’s spread out over 15 years if it’s $5 or 6 million per year I don’t know where the funds would come from if it doesn’t come from grants,” she responded. “There are some ARPA funds the city has. But understand that’s a one-time cost. It could subsidize programs going forward. We don’t have any other funding sources at the current point.”

“That’s my concern at the current point,” Barbanica said.

“Our responsibility, here is the budget,” Mayor Lamar Thorpe said. “We can decide the priorities. We have not been deficit spending. We’ve had a balanced budget. In fact, we’ve had surpluses.”

District 4 Councilwoman Monica Wilson asked about the Rapid Rehousing. “Is this program eligible for Homekey?”

“No. Rapid Rehousing is typically discretionary spending,” Kurtaff-Schatz responded. “Typically, it’s county funding.”

“If we do interim, we still need to find some type of interim housing,” Wilson said. “At the end of the day we’re trying to help individuals. Permanent housing where they are stabilized.”

“Now, looking through this, how do we get to the end game?” she asked. “I still like the Homekey funding. Maybe Andrew’s right, we drug our feet too long. But we need to do something. These are the though

“Today is the first that I’ve heard of this Rapid Rehousing. It sounds very promising.”

Ogorchock said, “We have not been deficit spending. But I don’t want to go in that route. If we pursue this avenue we would be deficit spending. There’s no guarantee on the grants. I do see an opportunity to go back and work with the county. But at this point I don’t support moving forward on this due to the costs.”

Resident Leslie May was then allowed to offer additional public comments saying, “I’d like to speak to these grants. I have been working with Mr. Con Johnson in getting more money, grants from the federal government and the state. As a member of the Contra Costa County Mental Health I know the finances. The city can apply for it. I connected him with the big grant writers.”

“That money can help the City of Antioch. If we get this grant money, we can use that money to purchase places, to renovate places…to work with one of these companies. So, it is possible. But there’s things going on behind the doors that I’m trying to help. I know what the county is doing with their funds. In response to Councilwoman Ogorchock, Antioch is off the table.

“So, I’ve been working with Con Johnson on…permanent housing,” she added.

“We adopted our budget almost two years ago. The budget hasn’t changed,” Thorpe pointed out. “We did an RFP that committed $2 million. We didn’t obligate ourselves to anything. I think part of the goal…unless I’m mistaken it doesn’t obligate us”

“If the council wishes to move forward what we’re asking is for the council to make a financial commitment,” Assistant City Manager Rosanna Bayon Moore explained.

“That’s what I’m saying,” Thorpe said. “There’s a financial commitment upfront then the ongoing costs for programming. We made that commitment before. The numbers haven’t changed they’re still the same. I’m somewhat confused what happened between a few months ago and now.”

“There doesn’t seem to be consensus…support on anything moving forward,” he then stated.

“There was one comment that the City has failed. I want to remind the public that cities aren’t normally tasked with these kinds of services,” the mayor said. Then speaking about the plans with the county on land the city had owned he said, “Six years later we are still waiting on our care center. For one dollar we sold it to them. COVID happened. We do now have the Delta Landing which has been tremendous for our folks living on the streets. We have some who now have permanent housing. But we still have a lot of folks who still need housing.”

Ogorchock who is attending the California League of Cities Board of Directors meeting in Southern California then said, “I only understood this to be the Homekey process through Dignity Moves. I’m not saying I’m not interested in anything. I’m saying we can’t afford this. There are still HHAP (Homeless Housing, Assistance and Prevention Grant Program) funds. But the state has pushed this on the cities and we as cities don’t have the funds…nor the services to support these individuals. The state is going to have to put out more funds. Cal Cities is looking at how to funnel money to the cities instead of the counties.”

“I think the options, here…two included Homekey,” Thorpe responded. “That was today’s exercise.”

“I don’t know why we can’t still look at Rapid Rehousing,” Wilson reiterated. “I’m saying the conversation isn’t over.”

“Homelessness is going up whether we like it or not,” Thorpe responded. “This is my lifetime in the making. We’re going to continue having discussions around this. I was just hoping we’d give staff direction…that we’d pick something. What we may need to do is bring back the Standing Committee on Homelessness…because this issue is not going away.”

On the urgency ordinance to temporarily ban liquor stores while staff had time to prepare a permanent ordinance proposed by Wilson, City Attorney Thomas L. Smith said he provided some basic information and that staff was just looking for direction.

“I want to bring this prohibition up on new liquor stores in Antioch…and have a robust discussion,” ,” Wilson said.

“The purpose of this…is that if we develop an ordinance, I wanted to give the time and space to develop it properly,” Thorpe said. “I wanted to make sure we’re on the same page before bringing an urgency ordinance.”

Public Comments on Liquor Store Ban

During public comments Antioch resident and business owner Jim Lanter said, “When we start talking about total that’s extremely drastic for a city our size. I think it’s unfair when you start talking about prohibition, sometimes. You mentioned Sycamore shopping center. Mayor, you said you were going to clean it up. Romy’s on 18th Street has been an armpit and has been since I’ve lived here.”

“You mentioned BevBox,” he continued. “I don’t think you’ve been there since it’s been improved. They’ve cleaned it up. I think we have a policing problem. I’m gong to go to BevBox tomorrow and play your video to the gentlemen who owns that and show how you’ve lumped him in with the others. You should go by there…and see what a responsible owner, even of a liquor store, can do.”

Edgar Martinez spoke next speaking of the distance from liquor and grocery stores to schools in Antioch.

“I live in District 1. I’m concerned. Why now? I care about the health of my community, I care about my neighborhood. As city council you know we have issues with certain liquor stores in our community. But I hope this isn’t the end of this. I watched the Planning Commission meeting. Why weren’t there any questions of the police on this liquor store?”

Andrew Becker spoke next saying, “I wanted to say I agree with the previous speaker these liquor stores…are in neighborhoods that have been neglected in our community. I don’t think you can place the blame on any individual business. I am concerned that we have not heard anything about liquor stores or cannabis clubs that are passed in any other district. We as a city have a responsibility to police our community. I’m talking about the whole approach. When you’re talking about that particular area…Macy’s left in 2020. Macy’s is under lease until 2030. They’re not coming back. What could that building do for our community? That support doesn’t not come through a ban on liquor stores. It is a systemic response. Going out into the community and talking with these families…bringing in the wealth.”

Council Discusses, Splits 2-2 on Liquor Store Moratorium Urgency Ordinance

During the council discussion on the proposed liquor store moratorium Thorpe spoke first saying, “The only thing I can say is that I’m not sure…I heard words like oversaturation in areas, particularly areas that have been challenged. We make small steps overnight. It’s not going to be changed in one mayor’s term. I’ve heard things that…ban may not be the right word. Thoughtful…of where we place these.”

“The urgency ordinance…makes sense so that we not over-saturate neighborhoods,” he continued comparing the effort to the temporary moratorium on cannabis businesses. “I think that’s the councilmember’s thought, here. I support what you’re trying to do, here. If it’s an urgency ordinance to come up with a policy.”

“I’m for coming up with a policy on where we place them,” Barbanica said. “What if we have a large BevMo that wants to come into our community that wants to sell alcohol? I’m more supportive of that rather than an outright ban.”

“What we’re talking about is temporary?” he asked.

“Yes,” Thorpe responded.

“We have to think about where all businesses go,” Ogorchock said. “I have concerns about bans. We need to look at each business…even if Planning Commission approves them.”

“You bring up cannabis and it was supposed to be not within 400 feet of a school, but we changed that for downtown,” she continued.

“There is no immediate threat to the public health, safety or welfare. So, I don’t know why we need an urgency ordinance,” Ogorchock stated. Then speaking of Wilson’s press conference about the matter she said, “I believe that was in Councilman Barbanica’s district, but he wasn’t invited to it.”

“We have a six-month list for items we want on the council agenda. So, that’s disappointing,” Ogorchock added.

“Councilman Barbanica has spoken out about items in other districts,” Thorpe said. “It’s each council member’s prerogative to have press conferences.”

“This is just direction to prepare one (an urgency ordinance)”, Smith explained. “There are findings to bring the urgency ordinance. That part would require some research.”

“What is the urgency?” Barbanica asked.

“If applicants applied, they’re not caught off guard in the future,” Thorpe responded.

“We don’t have to have an urgency item. We can just bring this back for discussion,” Ogorchock shared.

The matter died due to only Wilson and Thorpe supporting having staff develop an urgency ordinance. However, a proposed ban can be brought back to a future council meeting agenda when Torres-Walker is in attendance and it could garner three votes.

Following Tuesday’s announcement by District 4 Councilwoman Monica Wilson calling for a moratorium on new liquor stores in Antioch, Mayor Lamar Thorpe called a special council meeting for tonight, Thursday, Feb. 23 at 5:00 p.m. to discuss the matter. In addition, he issued a statement, today supporting Wilson’s call to appeal of the recent Planning Commission decision approving one. During a press conference on Tuesday, Feb. 21, 2023 (which the Herald was not invited to) Wilson called for the appeal and proposed the moratorium.

In a post on her official Facebook page on Tuesday, Wilson wrote, “Councilwoman Monica Wilson and community leaders proposes legislation banning liquor stores in Antioch. Calls on Mayor Thorpe on starting appeal process for recently approved liquor store.”

During the press conference she was joined by Parks and Recreation Commission Vice Chair and failed 2022 Antioch School Board candidate Dominique King, who spoke in support and five other people who were not introduced and did not speak. Wilson, reading from prepared remarks, asked Thorpe to “start the appeals process” of the recent 4-3 planning commission vote on Feb. 15 approving the Somersville Plaza Liquor Store proposed for 2651 Somersville Road in the small strip center located at the end of Fairview Drive which is located in District 2. The location is in “one of Antioch’s most underserved communities which is plagued with a host of issues from high crime to poor health outcomes,” Wilson stated.

Of the appeal she said, “This decision potentially has citywide implications concerning public safety, social detriments of health and quality of life.”

However, Wilson claimed, “While I am requesting this appeal, I have not made a decision one way or the another. As I, too, would have to listen to all interested parties including the applicant.”

“I will be proposing legislation on a prohibition on future liquor store applications in the City of Antioch,” she continued and asked Thorpe to place a 45-day urgency ordinance on the agenda for a prohibition of liquor store applications until her proposed ordinance can be considered.

“Some of the liquor stores in Antioch have become magnets for illicit activity and crime. People in our community deserve better,” Wilson added. “You don’t have to look far to see examples of what happens when these type of liquor stores like this pop up and oversaturate our most vulnerable communities.” She then mentioned Sycamore Plaza, Delta Fair shopping center, BevBox on W. 10th Street and Romi’s Liquors at W. 18th Street and Cavallo Road as her examples.

Wilson cited a study by the California Healthy Communities Data and Indicators (HCI), an effort of the California Department of Health, and said the 94509 ZIP Code scores in the 35th percentile compared to the 70th percentile for the 94531 ZIP Code. According to its website, “The goal of the HCI is to provide datasets and tools that a broad array of sectors can use for planning healthy communities and evaluating the impact of plans, projects, policy, and environmental changes on community health.”

The areas the HCI focuses on are Income Security, Food Security and Nutrition, Child Development, Education and Literacy, Housing, Environmental Quality, Accessible Built Environments, Healthcare, Prevention Efforts – specifically Childhood Fitness, and Neighborhood Safety and Collective Efficacy.

Thorpe Calls Special Feb. 23 Council Meeting, Will Appeal Commission Decision

On Tuesday, Thorpe signed and issued a Call for Special Meeting for tonight to discuss both the moratorium on liquor stores and expanding the state’s Homekey Program in the city to help Antioch’s homeless residents. On Thursday morning, Thorpe issued a statement on his campaign website regarding the appeal of the planning commission decision and the call to ban liquor stores.

“I want to thank Councilwoman Monica Wilson, Vice Chair Dominique King of the Parks and Recreation Commission, and various community members for seeking my attention to this matter.

After careful consideration, I’ve decided to move forward with the appeal of the Planning Commission’s recent decision to approve a new liquor/convenience store close to the intersection of Somerville and Buchanan Rds. The appeals hearing is set for March 14, 2023, at 7:00 pm.

In addition, I’ve scheduled a special meeting on Thursday, March 23, 2023, at 5:00 pm to discuss moving forward with an urgency ordinance that temporarily bans any new liquor store applications. Unlike more legislative decisions, an urgency ordinance requires 4 out of the 5 council members including the mayor to agree in order to move forward.

Lastly, I agree with Councilwomen [sic] Wilson on the need for comprehensive legislation that limits new liquor stores in Antioch and considers 1.) oversaturation, 2.) crime levels, 3.) the Healthy Community Index (HCI), and 4.) current operators who have played by the rules.”

However, the special council meeting is scheduled for tonight, Thursday, Feb. 23 at 5:00 p.m. as called for by Thorpe on Tuesday.

Facebook Comments on Wilson’s Proposal

In comments below Wilson’s Facebook post of her press conference, Jackie Bean Lowery wrote, “Too many liquor stores in Antioch! Enough is enough!” Resident Michelle Kuslits wrote, “Please address the additional cannabis licenses you keep approving. You can substitute ‘cannibas’ for every comment you have made about alcohol. Many, many, many residents do not approve of all the cannabis storefronts, including manufacturing and growing facilities you are approving either, yet you keep approving them. If you are going to address one, address the other as well, otherwise it is hypocritical and looks as if you are not being inclusive or equitable! Thank you!

Questions for Wilson, King Go Unanswered

Questions were emailed Thursday morning to Wilson and King about the press conference. Wilson was asked if she invited Councilman Mike Barbanica to join her since the proposed location is in his district and why a parks and recreation commissioner included. King was asked if she is considering a run for the District 2 city council seat next year.

King, who spoke during the planning commission meeting against the liquor store and said she “lives in the area”, is viewed as a potential candidate for the District 2 council seat which is currently held by first term Councilman Mike Barbanica, and Wilson including her in the press conference was a means to promote her on an issue in that district.

They were also asked who the five people were standing behind them during the press conference.

Neither responded prior to publication time at 12:45 p.m.

Barbanica Wasn’t Invited to Press Conference

Barbanica was also asked if Wilson had invited him to join her at the press conference. “No,” he responded. “This is a political attack is all it is. It started with Thorpe during the meeting a couple weeks ago where he’s targeting District 2. The public can expect to continue to see more of this as the election grows closer.”

“What Monica really should be focused on are issues including the methadone clinic that’s literally blocks from her house. I really could have used her support when I was dealing with that,” Barbanica continued. “She’s been on the council for 12 years. What has she done to resolve that issue? This is nothing more than a political stunt.”

“I would have been happy to sit down and talk with Councilmember Wilson about this had she reached out to me. But she didn’t,” he stated. “This is a serious issue about liquor stores in our city and I look forward to hearing the input and discussing it.”

Asked if he was aware of King’s interest in running for his council seat next year Barbanica said, “I’ve heard from the rumor mill about it. But I haven’t spoken to her or anyone on the council about it.”

“Why this has to be turned into a political stunt instead of people working together is beyond me,” he added. “The Parks and Recreation Commission has nothing to do with this issue. If she wants to speak out on it as a concerned citizen, I respect her opinion.”

Questions for Thorpe

Thorpe was asked why the matter of the moratorium couldn’t be placed on next Tuesday’s regular council meeting agenda and why today’s special meeting was being held at 5:00 p.m. when most Antioch residents can’t attend. He responded, “Because we were already having a meeting today so I added it to the agenda as discussed rather than having staff work on an urgency ordinance that may or may not have 4/5ths support.”

Letters: We don’t need secretaries for the Antioch City Council

Dear Editor:

If the Mayor and his two councilwomen (Walker and Wilson) need secretaries to help them do their jobs, then we need them to resign and be replaced by others capable of doing their elected jobs! The excuses that were given, as to why getting these secretaries for themselves, are ludicrous! (See related article)

As a past council member, as well as others past, I too had a full-time job and still carried out my elected duties without any personal hired secretaries. Many others, unhired help volunteers, provided any extra assistance that I and other mayors and council members may have needed to carry out our duties. This they can get freely, from their friends and families to start with! Their arguments in favor of getting their own paid Secretaries ignore our already hired various employees, and THAT is how we did it. We had many various events, communications with the public, as well as various other duties that this mayor and two councilwomen do not have now. It worked and can work now!

Having full time jobs is no excuse either. They never complained about such when they ran for their separate elections. If they cannot do their elected jobs, without the planned new hired secretaries, then it is time for them to pack it up and leave their positions! Council Members Barbanica and Ogorchock voted against the hired help and have no issues doing their elected duties, both presently having full time jobs and then some.

What we, the public need, and have soundly made clear for many years now, is more police Officers to begin with. In that alone they have failed to do and only made excuses over these past years why it hasn’t been done! I know and have heard their excuses and it does not “wash” with me and many others. They have failed and that is that.

Perhaps the mayor and his two Councilwomen should quit their full-time jobs instead and therefore have more time to do their various self-serving activities that they regularly have created to have the public ooh and aww about them.

If the mayor alone would quit with his constant unjustified press conferences and unnecessary press releases, using up our other employees to set these things up (like the transporting, setting up, and then reversing it after he is done) then he could devote that time to do those things he should instead be doing. Let’s not forget either that Councilwomen Walker and Wilson show up to attend these ridiculous things with him.

We need more police, not personal Secretaries as agreed to instead. Either do their elected jobs or resign is my take on the matter. We did it and so should they, without the extra secretaries!

A rash of burglaries in Antioch, this week has led to the arrest of at two suspect.s But the Antioch Police Department is not being allowed to announce it, according to the Antioch Police Officers Association (APOA). Instead, they announced it and claim Mayor Lamar Thorpe and City Manager Con Johnson want the announcement to go through the city’s contracted public information officer, Rolando Bonilla, instead of APD’s PIO, Ashley Crandell, so Thorpe can hold a press conference about it.

Stolen items in sacks, a box of rocks believed to be used to break the restaurant windows, cash seized from the suspects and their vehicle.

The suspects arrested are 34-year-old Casey Beck and Alyssa Castro. According to vinelink.com, he is a white male and was booked into county jail on Feb. 16 at 12:00 AM. According to reunion.com Beck is an Antioch resident and was born on August 18, 1988. According to vinelink.com she is 21 years old and was also booked into county jail at 12:00 AM on Friday. According to her Facebook page, Castro lives in Antioch and attended Alhambra High and Vicente Martinez High in Martinez.

APOA Statement

In a statement issued Friday morning, Sgt. Rick Hoffman, president of the APOA wrote:

“People of Antioch,

The APOA felt it was important to address several issues that our officers have been been dealing with and that you, those who live in Antioch, have likely felt the ramifications of. The issue is twofold and has been affecting our department for some time. These issues are staffing and messaging from our department.

The APD has been hemorrhaging officers for the better part of the last 12 months. Through injuries, attrition, the FBI investigation into a group of our officers, and a host of other issues, the APD’s patrol staff is currently staffed at 30 patrol officers. For perspective, the APD’s patrol staff had 65 officers available to work patrol in late 2020.

The reason we are addressing this now is because of the constant misrepresentations we see about our staffing levels and recruitment efforts being put forth by Mayor Thorpe. It cannot be said with enough emphasis that one of the major driving forces causing officers to leave our agency is the dangerous and irresponsible rhetoric coming from the Mayor. The Mayor’s constant negative comments towards our officers since the time of Chief Brooks has caused a large amount of officers to leave our agency because they do not feel the support from our city’s leadership. Just as important, his behavior and rhetoric has also prevented current officers from other agencies from coming to work for our agency. Anecdotally, we have been told by lateral prospects all over the Bay Area that despite the signing bonus that the Mayor has offered, they will not work in Antioch because of the Mayor’s rhetoric against the police department. We have all heard the Mayor blame our staffing crisis on a national trend of an exodus from policing. Although it is true that staffing levels at police departments around the country are down, it is also true that APD’s staffing has hit critically low levels unseen by other departments in the area. Our neighboring agencies do not have the staffing crisis that we have and the APOA attributes much of that to the Mayor’s ongoing rhetoric.

Now, the APD’s recruiting team has been doing an excellent job hiring a good amount of new applicants and they are being put through the police academy as we speak. We know that help to our staffing levels are soon on the horizon and we are confident that the APD’s staffing levels will be back to where they were before. Chief Ford has also been implementing several positive changes and improvements to our training and procedures that will continue to improve our department over the long term. But to be clear, these positive improvements are happening despite the Mayor’s negative comments about our officers and not because of any efforts or programs he has been responsible for. No signing bonus can make up for the damage he’s done to our department but the officers represented by the APOA are resilient and will overcome yet this latest obstacle to accomplishing the mission of keeping the Antioch community safe.

To speak to the issues of keeping the community safe, most of you have likely heard about the burglaries which occurred recently at Antioch businesses and the subsequent apology which was released by APD administration regarding APD’s response. You were told in that apology that there would be positive updates to be released. Those positive updates to this point have not been released and the APOA has been informed that they will not be released because the Mayor has ordered APD’s leadership not to to release any further information regarding this incident. So we, as an APOA, will tell you that the person responsible has been arrested by alert and hard working APD patrol officers. Officers who responded to the original burglary were able to identify the responsible vehicle the night of the burglary and located the vehicle on February 16. They identified the driver as 34 year old Casey Beck and determined that he was responsible for multiple burglaries in the recent past. Beck was arrested and booked at the Martinez Detention Facility.

This update was prevented from reaching you because the Mayor ordered APD leadership from releasing it. We have been informed that this message has reached our department leadership through Chief Strategic Officer Rolando Bonilla. We have been told that Mr. Bonilla ordered the department’s Public Information Officer, Ashley Crandell, from releasing any further information regarding this incident. This is an ongoing pattern that our department has experienced for years. Mayor Thorpe prevented Chief Brooks, interim Chief Morefield and now Chief Ford from updating the public with incidents occurring in the city. The APOA believes he has done this because he does not want our officers to be highlighted positively but rather wants an opportunity to craft the message himself to take the credit for the work our officers do. The APOA will not stand idly by and allow this to happen. We believe that it is important for the citizens of Antioch to know what is occurring with the city. The APOA does not answer to Mayor Thorpe and he will not silence our message. It seems the Mayor routinely forgets that Antioch is a General Law city which means we are governed by a city council of five and we have a “city manager” form of government. Despite this, the Mayor routinely tries to operate as though we are a Charter city with a “strong mayor” form of government. His actions are inappropriate on many levels.

We can assure the people of Antioch that our officers will continue to work diligently to keep you safe and the message of their work will reach you so that you are aware of what is occurring in the city.”

Questions for Thorpe, Johnson, Bonilla, Councilmembers

The following questions were sent to Thorpe, City Manager Con Johnson, Bonilla, Chief Ford, Crandell and the APOA, and copied to the other four city council members, City Attorney Thomas L. Smith and Assistant City Manager Rosanna Bayon Moore Friday morning. They were given until noon, Friday to respond for their answers and comments to be included in this report.

Is the information provided by the APOA correct? Most importantly, are there currently only 30 patrol officers on the force?

Did Rolanod order Ashley to not release information to the media about the arrest of the suspect in the various burglaries in Antioch? If so, what authority does he have to tell any staff member of any city department what to do? Or did the order come from you, Con? And was it made to Chief Ford to give to Officer Crandell?

If so, Con did Lamar direct you to do that? If so, why are you taking direction from just one of the five council members when your job is to do what a council majority directs you to do?

Lamar, did you give that direction to both Con and Rolando so you can hold a press conference about the arrest? If so, do you recognize that you don’t have the authority to direct the city manager, city PIO, city attorney or any city staff member what to do and it takes the vote of three council members to direct the city manager or city attorney – and only them since they are the only two city staff members who are hired by and answer to the council?

Council members, do you agree that Con and Thomas are only to act upon the direction of a majority vote by the council and they are not to take direction from just the mayor or any other one or two council members?

When will the city’s PIO fulfill the role for which he is contracted and provide information to the public and not suppress, or control it and prevent all media that covers Antioch from being included in city press releases or city-related press conference announcements?

Did a majority of council members ever vote to direct the city’s PIO or the city manager to direct him to exclude certain media from press releases and press conference announcements? (As an FYI, the last time the Herald received a press release or press conference announcement from Bonilla was on Feb. 14, 2022).

Do any of you have any other comments about this matter?”

Only Two Councilmembers Respond

“100% agree,” District 2 Councilman Mike Barbanica responded to the question about the city manager and city attorney only acting upon direction of a majority vote of council members.

Asked if that had ever come up for a vote he responded. “No. I would never vote for that and I don’t recall that ever coming up. Nor would I ever exclude media especially media that are critical of the mayor. If that’s the motive, then that’s wrong. It’s contrary to our system.”

“The press should have access because the press reporting is what keeps government honest,” Barbanica added. “You can’t pick and choose based on who’s going to be friendly to you.”

“I’m very disappointed to learn last night and this morning that the Antioch Police Department is being silenced as to what information they can release to the public. Specifically, and most recently, the arrest of the suspect in this week’s restaurant burglaries.”

Barbanica also posted comments and a video on his official Facebook page sharing additional concerns about the matter and thanking Chief Ford and APD for hosting last night’s Community Forum. Ogorchock responded to the questions, as well. In response to the first question about the validity of what the APOA shared she wrote, “If this came from the APOA, they would know and I therefore believe it is true.”

Regarding only 30 patrol officers on the force Ogorchorck responded, “Those are the numbers I have also been given.”

Regarding Bonilla ordering Crandell to not release information to the media about the arrest of the suspect, the District 3 councilwoman wrote, “I understood it was the CM Johnson that had reached out to the Chief and told him he was not to release the suspects information. But I have heard that Rolando has directed the PIO Crandell from APD that she needs to go through him.”

Rolando has NO authority whatsoever to direct staff, period!” she added.

In response to the questions to Johnson if Thorpe directed you to do tell APD not to release the information about the suspect and if so, why is he taking direction from just one of the five council members Ogorchock wrote, “Good question, we are NOT a charter city and we do not have a stand-alone mayor.  All direction needs to be given by the body of the council.

On the question if she agrees that Johnson and Smith are only to act upon the direction of a majority vote by the council and they are not to take direction from just the mayor or any other one or two council members, she wrote, “We as council have two employees, the CM & CA, they are to only take direction from the majority of council.

Regarding the PIO fulfilling his role to provide information to the public Ogorchock responded, “We should not be suppressing any media outlets, all should be treated fairly and equally no matter to how one feels about the media and how they share the information.”

About the council voting to direct the city’s PIO or the city manager to direct him to exclude certain media from press releases and press conference announcements, she wrote, “Never on my part. As a matter of fact, I believe in what I wrote above, all should be given the same opportunities. It is not up to the PIO Bonilla to pick and choose which outlets to notify of the goings on in the city.  He should be including all!”

Ogorchock also shared the following comments. 

“In this city we have the most dedicated men and women on our police force, they take pride in this city in which they work and some live,” she wrote. “Their quality of life is suffering due to the lack of officers we currently have as they are being asked to take on extra responsibilities, work several extra hours per shift/week to make sure our residents are safe. Our response times are being impacted by such low numbers of officers, as evident in the recent burglaries, where other priority calls were responded to sooner.

“It is my understanding that City Manager Johnson reached out to Chief Ford and instructed him to NOT release the information regarding the suspects being arrested for the many burglaries that took place,” Ogorchock continued. “APD has a public information officer and her name is Officer Crandell. She through Chief Ford should be releasing information as it becomes available as quickly as possible for transparency.  That is what this legislative body has instructed on multiple occasions with previous Chief Brooks, Interim Chief Morefield and now with Chief Ford. There is NO reason whatsoever to hold onto this information, unless it is the mayor and him wanting to do more press conferences in an attempt to take credit for the good work our officers are doing.”

No other council or staff members responded to the questions prior to publication time.

Council approves another marijuana distribution business, amends billboard regs, wants more information on increasing street sweeping services

Torres-Walker also wants council to discuss reparations for African- and Asian-American residents

Mayor Pro Tem Tamisha Torres-Walker flip flopped Tuesday night and ended up showing Mayor Lamar Thorpe some love giving him his own secretary, and all the other council members who want one, as well.  During their meeting on Valentines’ Day night Tuesday, Feb. 14, 2023 the Antioch City Council approved the hiring of up to five part-time secretaries for those council members who want them, on a 3-2 vote. District 2 Councilman Mike Barbanica and District 3 Councilwoman Lori Ogorchock voted against it.

The increase to five council assistants by Torres-Walker from the original one, then three and the vote to approve them occurred in spite of her stating at the special meeting on Friday, Jan. 13, 2022 that she wouldn’t.

“After having several hours conversations with community members…we came to the conclusion, this probably isn’t the right direction to go in,” she said that afternoon. “The right direction would be internships. I’m not prepared to support this tonight or in the future. But I would support a public policy internship program.”

Approve Another Cannabis Business

In other council action, they also approved the use permit for another cannabis distribution business, this one at 2101 W. 10th Street known as Delta Distribution also on a split vote. On a motion by District 4 Councilwoman Monica Wilson and seconded by Torres-Walker, followed by a 4-1 vote with only Barbanica voting against. The business is located in the same building as Delta Dispensary which is owned by the same family.

The council also voted unanimously to amend the City’s billboard regulations focusing them in the future within 500 feet of Highways 4 and 160. There are currently five and two proposed within the city limits. The new ones are proposed by Delta Bowl near Hwy 4 and Somersville Road and the other by Mesa Outdoor near the Antioch BART Station.

Increasing Street Sweeping Services Postponed

But the council postponed voting to increase street sweeping services, wanting more information and costs for adding litter pickup, signage and enforcement for residents to move their cars on the day their street is sweeped.

The council was informed that Delta Diablo sanitation district provides the service at a cost of about $371,500 per year.

“I know I raised this…because I was concerned about the number of times the streets are cleaned, also enforcement,” Torres-Walker stated. “Without signage you can’t enforce. My concern is we increase street sweeping services in neighborhoods that desperately need it. But without enforcement…I’m just concerned…”

“There was an idea we do it ourselves,” she added.

“We did the analysis. It’s quite expensive for us to do it in house,” said Interim Public Works Director Scott Buenting. “There’s three options that are here. If council wants something more, we can go and bring back cost estimates.”

“The signage we would have to do,” Thorpe stated.

“There would be a cost associated with that,” Buenting added.

“I do have a fourth option,” Ogorchock said. “That would be hiring a couple more laborers to tackle this issue. It’s more prevention from keeping things going into storm drains. It’s not Delta Diablo’s job to pick up trash…like pizza boxes.”

She then asked about Prop. 218, a property tax assessment to cover additional costs.

“Prop. 218 is if we didn’t fund it,” Thorpe responded.

“Prop. 218 would come from Delta Diablo,” Wilson added.

“Do they have the option for…litter pick up?” Torres-Walker asked.

It’s just street sweeping, Buenting responded.

“Does the cost estimate include additional services or not?” Torres-Walker asked.

Thorpe clarified that the council is looking for additional services, not just an increase in frequency.

“Sounds fine. I can work with the city manager,” Buenting said.

“If there’s a pizza box, we don’t want them to go around the pizza box,” Thorpe added.

Ogorchock pushed for the two additional laborers.

Barbanica said, “My preference is to price it both ways, if we do it or they do it” referring to litter pickup.

“Street sweeping intervals we’re OK with how they’re set?” Buenting asked.

“No,” Thorpe responded.

“I’m not for increased (services). But I am for litter pickup,” Barbanica said.

“I’m on the same page,” Ogorchock said.

“I’m not sure about the frequency until we get more information,” Wilson said.

“So, that’s a ‘no’,” Thorpe responded.

“I live in a community where the streets need to be swept more than once a month,” Torres-Walker said.

“I’m pretty frustrated with the lack of enforcement and signage, getting people to move their cars,” Thorpe said agreeing with Torres-Walker. “Pittsburg has enhanced service. I think they have street sweeping twice a month, there. The business corridors get it once a week.”

“Pittsburg has it in-house,” Ogorchock shared.

“Some of us actually live in communities where we need increased street sweeping, litter pickup, enforcement so cars can be moved,” Torres-Walker said. “I’m just committed to cleaner streets. We’ve been at this up here for two years…with blighted cars and blighted streets.”

“If there are communities that need it more, then yes,” Wilson responded. “I’m not saying ‘no’. But I need to know more information on the cost of that” referring to litter pickup.

“It could be more cost effective to look at hiring two more laborers,” Ogorchock repeated.

“It could be a matter of coordinating with the street sweeper and our abatement teams,” Thorpe said.

While Barbanica did, Torres-Walker didn’t support Ogorchock’s proposal.

“We just hired one laborer for just downtown. You’re proposing hiring two laborers to work throughout the entire city?” she asked. “I’m not for that because I believe the demand would be for more than two bodies for an entire city.”

Staff will return at a future council meeting with options for a decision.

Torres-Walker Flip Flops, Proposes Five Part-Time Secretaries, Council Approves 3-2

After saying at the January 13th special council meeting that, “I’m not prepared to support this tonight or in the future. But I would support a public policy internship program,” Torres-Walker took a 180 and proposed hiring up to five part-time secretaries, one for each council member who wants one, and made the motion to approve. But she also wants a citywide internship program.

The City currently does not have an internship program, Human Resources Director Ana Cortez said. “We should not be treating our interns as employees.”

The City could run into some legal issues, and it could require an educational aspect in the program, she mentioned.

“The compensation would be in the form of stipends, not wages,” Cortez continued. “In hiring part-time secretaries…they would be limited to 1,000 hours per year…to avoid paying very expensive benefits costs. Part-time secretaries could be hired for a longer duration and require less supervision following training.”

The option is to create a citywide intern program, which is something Cortez has been proposing.

“We would be partnering either with a college or high schools and it would be a benefit to the city and to interns,” she added.

Two members of the public spoke in favor of an internship program.

During council discussion, Torres-Walker said, “I know I raised the issue of secretaries…to support those council members who aren’t retired and require support. Then I thought about an internship program. There seems to be a lot of enthusiasm around an internship program.”

“I’m actually in support of both options,” she continued. “Secretaries to support the council and creation of an internship program to support the curiosity of how cities are run.”

“I really want to support five part-time council positions to support the council members,” Torres-Walker added.

Wilson asked Cortez who the interns would answer to.

“Depending on the department that has the need, the director would make a request and the interns would be assigned to that department,” Cortez said. “It would be housed in Human Resources in our offices.”

“I’m all for interns. I hate that title secretaries. I do like the five secretaries. If somebody says, ‘I don’t need one, right now’ then that person wouldn’t be hired until their needed. We could postpone hiring secretaries for those who don’t need one, right now.”

“This all started with one for all of us, part-time,” Thorpe added. “I’m excited to hear about the five. I’m all for that.”

“To hire one part-time it would be $15,500,” Cortez shared.

“I think there is general support for the internship program. It will need to be built out and brought back,” Thorpe stated.

Torres-Walker then made the motion to hire up to five part-time secretaries to support the council members. Wilson seconded it and the motion passed on a 3-2 vote with Ogorchock and Barbanica voting against.

Torres-Walker Wants Council to Discuss Reparations for African-, Asian-American Residents

During council comments, at the request of one resident who broached the subject during public comments earlier in the meeting for both Africa-American and Asian residents, Torres-Walker asked the council to consider placing reparations on a future meeting agenda.

The council voted 5-0 to adjourn the meeting at 11:00 p.m.
