Antioch Police Department calls for service highlights, Nov 5-11, 2015

From Antioch City Manager Steve Duran’s Weekly Report, dated 11/13/15, as provided by Police Chief Allan Cantando:

-On 11/11/2015 at 10:44 pm, officers were dispatched to 901 “J” St. regarding subjects being loud, selling drugs and possibly in possession of firearms. Officers arrived and made contact with two people, a 26 year old male and 22 year old Megan Malley. Officers searched both subjects and discovered Malley had fixed blade knife concealed in the front pocket of her sweatshirt. She was arrested for a weapons violation and later booked at the county jail. The male was released at the scene.

-On 11/11/2015 at 9:09 pm, officers contacted 46 year old Mary Bailey was at Auto Center Dr. and S.R. Hwy 4 because her vehicle was disabled. A records check indicated she had an outstanding arrest warrant with a bail of $10,000 dollars issued out of Walnut Creek Superior Court charging theft and failure to appear in court. She was issued a citation with a new court date and released in the field.

-On 11/15/15 at 4:43 pm, an officer saw an Acura sedan driving in the area of W.9th and “J” streets. The officer saw the vehicle park and the 16 year old male driver exit the car and walk away. The officer ran the license plate and the car returned stolen. The officer drove back to the vehicle and found the driver was back in the car. He was detained without incident and arrested for auto theft. The 16 year old also had a dagger concealed on his person. He was later booked at juvenile hall for auto theft and a weapons charge. .

-On 11/11/2015 at 12:01 pm, officers contacted 24 year old Bronson Boyle who was loitering in the area of 2745 Hillcrest Avenue. A records check revealed he had two outstanding arrest warrants charging DUI and being under the influence of a controlled substance. Boyle was arrested without incident and later booked at the county jail.

On 11/11/15 at 2:24 am, officers responded to a call of an audible alarm at St John’s Lutheran Church at 1360 E. Tregallas Rd. When officers arrived they found all the exterior doors were secure. Through a window, they could see an open cabinet and property on the floor. A subscriber responded with a key and officers entered the church to conduct a security check. They found 47 year old Lisa Henry inside trying to disable the alarm. She was detained and property belonging to the church was found in her possession. She was arrested for burglary and booked at the county jail.

-On 11/10/15 at 8:02 am, an officer made contact with subjects sleeping in a car in front of 2104 Manzanita Way. The subjects were identified as 21 year old Christian Leiva and 24 year old Alfredo Cobian. A records check indicated Cobian had an outstanding arrest warrant for violation of the terms of felony probation. Officers could smell the odor of marijuana and subsequently searched the vehicle. In doing so, they located marijuana packaged for sale, U.S. currency, a scale, prescription drugs, and other drug paraphernalia. Both were arrested for possession for sale of a controlled substance and booked at the county jail.

-On 11/8/15 at 9:53 pm, 25 year old Jesse Brandt was arrested for shoplifting at Wal-Mart. He provided a false name to officers, and was found to be in possession of heroin. Brandt was later cited released.

-On 11/8/15 at 10:52 pm, an officer was patrolling filbert St. when he saw 26 year old Brett Kroh exit a vehicle. A records check of the plate revealed the car Kroh got out of was stolen. Kroh was taken into custody for auto theft without incident and sent to County Jail.

-On 11/8/15 at 3:50 pm, an officer drove passed a pick-up truck on Bryan Avenue and ran the license plate. The check revealed that the truck was recently stolen. Officers conducted a high-risk stop and the driver and passenger were detained without incident. 32 year old Frank Mercado and 34 year old Michael Derham were arrested for auto theft and sent to county jail.

-On 11/7/15 at 11:30 am, a local hospital called to advise that a 58 year old male was the victim of an assault with a bat and had arrived for treatment. When officers arrived, the victim was undergoing surgery on a broken left arm. Later in the shift, hospital personnel called back advising the victim was out of surgery and able to provide a statement. The victim described being assaulted with a metal bat on Mariposa Court by a 28 year old man that was known to him. The investigation is ongoing.

-On 11/7/15 at 10:30, 52 year old Jose Sansen was trespassing in a vacant residence on 6th Street. Officers arrived and found him to be in possession of methamphetamine. Sansen also had three warrants for his arrest. He was arrested and transported to county jail.

-On 11/7/15 at 8:19 am, a dryer on Johns Way caused a fire in the garage. The residence became fully engulfed. There were no injuries.

-On 11/6/15 at 11:40 pm, an officer was traveling westbound on Lone Tree Way under the Highway 4 Bypass. A red Mercury made an abrupt, illegal u-turn directly in front of the officer and he was forced to brake to avoid a collision. He initiated an enforcement stop and the Mercury finally yielded in the Kohl’s parking lot. 23 year old Patrick West was contacted as the driver and later determined to be DUI. A search incident to arrest produced the following items: Digital Scale; 77-Ecstasy Pills (24.5 grams); 45.3 grams of Marijuana; 5.1 grams of prescription drugs and $925 dollars in cash. West’s vehicle was towed. He was taken to APD and later to County Jail.

-On 11/6/15 at 9:36 pm officers responded to the report of a vehicle abandoned in the street on El Monte and Monterey Drive. Upon their arrival, officer found an unoccupied black ’03 BMW 745L in the middle of the street. The BMW had bullet holes in it and a rear flat tire. On 11/5/2015 officers responded to shots fired near San Jose Dr & St Frances Drive. This BMW was struck with bullets in that incident and it was left legally parked at the scene. It is unknown who abandoned the BMW tonight. Other than the flat tire, there was no new damage. The vehicle was towed and stored.

-On 11/6/15 at 9:20 pm, an officer contacted 34 year old Kenneth Pearson while he was loitering on the east side of Shell gas station on Auto Center Drive. A wants/warrants check revealed two outstanding no-cite warrants for Pearson. He was arrested without incident and booked at county jail.

-On 11/6/15 at 2:18 pm, Safeway employees called dispatch reporting that a 32 year old male was in front of the business on a bike saying that he had just shot himself with a BB gun in the chest. When officers arrived they found that the man had a small entrance wound on his upper chest that appeared to be from a small caliber handgun or a pellet gun. The man was alert and functioning and said that he rode his bike for several miles after being shot. He would not provide a clear statement and only tell officers that he couldn’t recall what exactly happened. He was adamant that he was shot with a BB gun. He was transported to a local hospital where they located a small caliber bullet in his chest and found that the bullet had collapsed his lung. He is currently in stable condition.

-On 11/5/15 at 7:15 pm, officers were dispatched to Sycamore and Auto Center Drives regarding a subject passed out inside her vehicle in the middle of the road. 56 year old Eleanor Bell was contacted in her vehicle and found to be extremely intoxicated. She admitted to drinking alcohol and taking methadone. Bell was so intoxicated that she was transported via ambulance to a local hospital for treatment. Bell also had a misdemeanor warrant for a prior DUI case. She was issued a citation for the warrant as well as the new DUI and released at the hospital.

-On 11/5/15 at 2:50 pm, officers were called to Ridgeview Drive by a woman who rents a room in a home. Part of her rental agreement was she was not allowed to go into the garage. She did go into the garage today while the homeowners were gone and discovered what appeared to be several homemade explosive devices. Responding officers were able to see the devices in the garage through a side window and they were consistent with homemade explosives. The rest of the residence was cleared and secured so that a search warrant could be obtained by investigators. Two locked bedroom doors were kicked open while clearing the residence. The Walnut Creek PD bomb squad was notified and responded. In the mean time, the owner was contacted via cell phone and advised of the investigation at her home. She denied any knowledge of what was in the garage, but gave police consent to search the residence. While the bomb squad was preparing to safely examine the devices, the owners showed up. They advised that the devices were homemade Halloween decorations created to look like dynamite. They were PVC pipes filled with sand, and “sparklers” used to look like a fuse. This was eventually confirmed by the bomb squad and the devices were found to be harmless.

-On 11/5/15 at 1:00 pm, officers responded to a traffic collision at Contra Loma and James Donlon Blvds. The investigation determined 32 year old Nickolas Fine was driving a vehicle and was under the influence of alcohol. Fine was arrested for DUI without incident. Fine was booked at the county jail. No one was injured in the collision.

On Thursday, October 23, representatives of the Antioch Chamber of Commerce and the City, as well as fellow downtown business owners, joined together to help Zendy Garcia cut the ribbon on her new store, Zendy’s Boutique, in Antioch’s historic downtown Rivertown.

Those in attendance were treated to a nice reception with tasty refreshments and wine from Oakridge Vineyards in Lodi.

Antioch Mayor Pro Tem Lori Ogorchock added her thanks for the opening of the new business.

I love this shop already,” she said. “It’s cute stuff. Adorable.”

We are happy to have you part of the Antioch Chamber and downtown revitalization,” Ogorchock added.

Zendy then shared her gratitude

I’m so happy to be here and thank the people who have helped me,” she said.

Frazier announces Veteran Driver’s License and Identification Cards now available for California Military Service Members

Sacramento, CA –Assembly Bill 935 (2014) by Assemblymember Frazier took effect Nov. 12, and will allow United States military service members to apply for a California driver’s license or identification card with a “Veteran” designation.

With the growing population of veterans returning to California, it is our responsibility to help make sure they are well-equipped to integrate back into civilian life,” said Assemblymember Frazier. “Assembly Bill 935 helps us fulfill that pledge to our veterans. Proof of military service is now literally at the individual’s fingertips, which will help ensure that California veterans are receiving all the benefits and services they’re rightfully entitled to.”

This designation will provide stress-free identification while also improving veteran outreach and tracking. Those who are interested in getting the specialized license must first visit their County Veteran Service Officer (CVSO) to get the application. There are a number of federal, state and local benefits and services available to veterans, such as assistance with employment, housing, health and counseling and educational opportunities. Most of these services are coordinated through CVSOs, who are primarily responsible for helping veterans, their dependents and survivors access the claims, benefits and services they are entitled to as a result of their service.

AB 935 will be instrumental in helping California identify the one million veterans who are unaccounted for and not receiving benefits,” said Pete Conaty, retired Army veteran and advocate for over 20 veterans groups. “Once these individuals are identified, this bill has the potential to bring in an estimated $750 million in direct federal benefits annually to our state’s military service members. It took four legislative bills over a two-year period to finally achieve this goal, and we want to thank Assemblyman Frazier for his tenacity on this issue.”

Those who have served in the United States military can apply for the specialized license in three easy steps:

Step one: Find your military discharge certificate (DD214). If you need assistance obtaining your military records, contact a CVSO and schedule an appointment by visiting www.calvet.ca.gov or calling 1-800-952-5626.

Step two: Take your DD214 and government identification to your CVSO to obtain your Veteran Status Verification Form. The CVSO will check for additional benefits and services that you may not have known you were eligible for.

Step three: Schedule an appointment at the DMV. You can visit www.dmv.ca.gov or call 1-800-777

0133 to set a date and time that works for you. On your scheduled date, bring your Veteran Status Verification Form to the DMV. Complete your application and pay any application fees, plus a $5.00

fee for your “Veteran” designation.

We have worked hard to cut through the red tape and make this process as easy as possible for our veterans,” said Assemblymember Frazier. “In these three simple steps, our service members will be able to proudly display their status as a veteran on their driver’s license or identification card. It’s a way for California to express gratitude for our military service members every day of the year, not just on designated holidays.”

Antioch School Board promotes Associate Superintendent Stephanie Anello as Interim

In a unanimous vote, the Antioch School Board promoted Associate Superintendent for Educational Services Stephanie Anello to the position of Interim Superintendent, at a Special Meeting, held Thursday, November 12.

She will serve in that position until a new superintendent is hired.

Ms. Anello has proudly served the District for 18 years first as a classroom teacher and, most recently, as the Associate Superintendent of Educational Services – a position she has held for the past five years. The Board is confident that Ms. Anello will maintain and build upon the momentum to make positive improvements to our District. The Board is committed to offering Ms. Anello the support she may need to serve the District in her new capacity.

The Board’s action was in response to their unanimous vote during a Closed Session during a Special Meeting on Tuesday, November 10 to place Dr. Don Gill on paid administrative leave until the date of his previously announced resignation, which is June 30, 2016.

 

Watchdog: Questions about City of Antioch’s mailer touting Measure C funding of police gains

This week I received an unexpected mailer from City Manager Steve Duran and Police Chief Allan Cantando, printed on expensive stock. It was entitled City of Antioch 2014-2015 Measure C Status Report.

The 2013 Measure C ballot measure clearly stated that Measure C revenues would go into the General Fund and could be used to fund all essential city services including increased police staffing. Revenues from Measure O, also passed by voters in November 2014 , were also deposited into the General Fund, available for any lawful purpose.

Measure C Mailer 2The Measure C Status Report lists “Facts At A Glance” and “What Has Been Done With the Money So Far” along with personal messages from both the City Manger and Police Chief. Let’s look at some of the statements:

“Collection of Measure C funds started on April 1, 2014” and “Sunsets in 2021.”

The funds are “Expected to generate $5.7 million in General Fund revenue annually” but “Collections have exceeded expectations in fiscal year 2014/15,” with the City receiving “$1.093M more than budgeted.”

The “Facts At A Glance” states 100% of the money “has been allocated by the City Council to Police and Code Enforcement.”

Back in June 2013, the police department had 87 full-time sworn officers, although they were authorized to hire 102. Mayor Wade Harper, who assumed the role of Mayor on December 6, 2012, promised voters to increase the force by 22 sworn officers.

Measure C Mailer 1That’s why I have difficulty comprehending why, with 102 authorized sworn positions, we still only have 88 positions filled with two per diem Command Staff, although several Police Academy recruits are expected to join the department soon. That’s only three more sworn officers than the City had in 1998.

According to the Police Chief, since November 2011, 28 sworn police officers have been hired but 12 officers retired, six resigned, and four were terminated, leaving a gain of only six officers.

Measure C funds have also been used to purchase equipment for Police and Code Enforcement. The city recently used General Fund reserves to amend the Police Department budget in order to purchase, install, program, maintain and train on the necessary hardware, software and radio equipment in order to participate in the East Bay Regional Communications System Authority (EBRCSA).

Regrettably, although each agency using the system can choose whether to install an encryption key, our city council chose to do so making current police scanners obsolete which has considerably irritated a number of residents.

11th Annual Local Artist Collection Exhibit at Antioch’s Lynn House Gallery in Nov. & Dec.

The Arts & Cultural Foundation of Antioch is proud to present the free 11th Annual Local Artist Collection featuring up to 35 local artists at the Lynn House Gallery from November 21st – December 12th. The Local Artist Collection exhibit is a diverse, non-themed mixed media exhibit of artworks featuring paintings, photographs and more. In its 11th year, the show is a local favorite and provides the community an opportunity to view and purchase local art during the holiday season.

The exhibit opens with a free artist reception on Saturday November 21st from 2-4 PM. The exhibit will continue through December 12th from 1-4 PM on Wednesdays and Saturdays from 1-4 PM.
