Antioch School Board places Superintendent Gill on paid administrative leave

Wednesday, November 11th, 2015

By Allen Payton

The agenda for a Special Meeting of the Antioch Unified School District Board of Trustees for Thursday, November 12, at 11 a.m. listed a Closed Session item for “Public Employee Appointment: Interim Superintendent.”

An email sent Tuesday night to Board President Claire Smith, Board Members and Superintendent Don Gill seeking answers for why the meeting was being held, resulted in an email response by Smith, that night.

That email stated the following:

Dr Gill is on paid leave.

There was no vote taken as of yet.

There will be a special board meeting at 11 am on Thursday Nov 12

I have not seen the agenda for the November 18th meeting.

We should be having a discussion and possible vote on the search firm that night.”

The Board action occurred during a Closed Session of a Special Board Meeting at 11:00 a.m. on Tuesday, with two agenda items entitled “3. I. Public Employee Performance Evaluation: Administrators” and “II. Public Employee: Discipline/Dismissal/Release.”

In phone interviews, Wednesday, Smith said the reason Gill is on paid leave was “Because the board put him on paid administrative leave and it’s a personnel matter and that’s it.”

She said it was done as of this Tuesday, that she announced it publicly, following the Closed Session, and that it was a unanimous vote of the trustees. However, no news release was sent to the media regarding the Board’s action.

She wouldn’t say why the board took the action.

The reason we can’t say is because it is a personnel matter,” Smith stated. “If it was something illegal, that would be completely different. There’s nothing illegal. If it was illegal this would be an entire different conversation.”

In a prepared statement sent via email, Wednesday night, Smith stated:

1. Don will be on a leave of absence for the remainder of the year.

2. Government Code section 54957 subdivision (b)(1) allows the board to hold closed session to consider the appointment or employment of a public employee.

3. Any action in Closed Session including a motion and vote will be reported in Open Session immediately after the Board reconvenes.”

Smith clarified that Gill is on leave until the end of the school year, next June.

His contract lasts until June, 2017 but his resignation, which Gill announced in Septemeber, will take effect June 30, 2016.

The board will be “interviewing people that we think might be able to do the job in the interim,” Smith said.

We did this the last time, too,” she added. “We interviewed a lot of senior staff. We invited maybe eight people in to meet with the board and we just asked them all the same exact questions.”

The actual appointment vote will be done in public at Thursday’s meeting following the closed session in which the interviews occur,

There is a provision in the law that allows us to take the vote in Closed Session,” she continued. “But I try to get the board to do things in public.

We have to say who voted how, if it’s not unanimous,” Smith added. “It could be three seconds or an hour” before the Closed Session is completed and the Board takes their vote to appoint an interim superintendent during the open session.

The interim appointment will last until the Board hires a new superintendent.

Efforts to reach Dr. Gill for this report were unsuccessful.

The Antioch School Board meetings are held at the School Services Building located at 510 G Street, in Antioch.

Get your home ready for El Niño

Wednesday, November 11th, 2015

Patrick McCarran column logo 2015By Patrick McCarran

Fall is here and with it cooler weather and shorter days. It’s also the perfect time to prepare your home for the winter months that lie ahead. The most common fall home improvement projects include fencing, interior and exterior painting, window maintenance, flooring, and roof repair, all of which are in preparation for El Nino and the winter weather that will soon follow. Performing regular maintenance of your home protects your home’s value and can prevent major repairs which in turn can save money and avoid stress that comes with emergency projects.

Roof and Gutters

Check for slipped tiles and debris which can impede water flow and cause leaks. Trim back all tree limbs and vegetation away from the roof and remove debris, such as leaves and sticks from your gutters and downspouts and ensure that all the drains spouts are working and directing the flow of water away from the house and into the ground or to the storm drain. Clogged gutters don’t allow water to drain away from the home which may lead to serious damage to a home’s roof, walls or foundation and overflow will cause dry rot of the eaves and fascia boards. Tree branches rub on the roof and can break loose tiles or wear shingle roofs.

Heating and Cooling System

If you have a forced warm-air heating system, first thing replace your intake filters. This helps to improve efficiency as well as prevent airborne dirt from circulating throughout your home this should be done at least quarterly. While you are doing this check the exhaust vent and air shutter openings for dirt and dust. Clean any lint and dirt from the motor and burner. Vacuum air passages and check and replace, if necessary, fan belts. Regular maintenance improves air quality and promotes better air circulation which reduces wear and tear on your furnace and saves you money.

Doors and Windows

To help control heating costs, repair or replace weather-stripping around door bottoms and jambs and window frames. Also check for cracks in the stucco or gaps in the siding and make sure that you caulk or repair them to prevent moisture or cool air from entering.

Fireplace

Before you light the logs and get ready to settle in front of a cozy fire, inspect your fireplace. Clean the chimney flue and if needed inspected and repaired. Check the seal on your flue, which is designed to keep out drafts. Replace the seal if it is loose or damaged.

In addition, before inspecting, cleaning or making any repairs refer to your owner’s manual for all equipment for proper instructions, which should be the final authority on any maintenance.

Painting

Inspect for peeling or chipped paint. Bare wood or metal should be cleaned and spot painted to protect it from any moisture penetration which leads to dry rot and mildew. Hammer in any popped nail heads and paint them. Stucco cracks should be patched with caulking and painted.

Inspect for gaps where trim boards come together end-to-end and where it meets siding or stucco. Use a good quality water resistant exterior caulk to seal all gaps to stop moisture intrusion and insects.

Landscaping

Now is a good time to trim back any overgrown shrubbery and ground cover, keeping away from the home and fences where it tends to trap moisture and promote the deterioration of the wood and exterior finish of the home.

I know what you are thinking, “Wow when do I have time for all of this?” The answer is to break it up into projects and do one each week, by starting early you should have plenty of time, and of course you can always call a service professional to have it done for you. Regular maintenance can help you keep your home in good shape and protect against major repairs maintaining value in your most valuable asset.

Contra Costa County to celebrate and honor veterans during ceremony, Tuesday

Sunday, November 8th, 2015

Veterans, families and friends invited to attend

Public is invited to a special ceremony from 11:00 a.m. until Noon on Tuesday, November 10
2015 marks 50 years since the beginning of the Vietnam War, and 40 years since the end of the conflict. Veterans from the Vietnam era as well as those who have served before and since are invited to share in the Contra Costa County Board of Supervisors annual recognition of the contributions of our veterans.
The ceremony begins at 11:00 a.m. on Tuesday, November 10, in the Board Chamber at 651 Pine Street in Martinez, and will last until noon.

Keynote speaker Steve Burchik chronicled a year in Vietnam through the lens of a camera, and his work is on display in the County Administration building this month. Now a county resident, the former Army infantryman will share his unique perspective of his tour of duty.
Gold Star father and Discovery Bay resident Kevin Graves will preview the upcoming documentary “The Longest Road,” which focuses on the plight of the two million displaced Kurds in the Middle East.

In addition, there will be special recognition for a County veteran who has contributed significantly to the annual ceremonies.

County Veterans Service Officer Nathan Johnson invites veterans who arrive early to gather in the conference room next to the Board Chamber for refreshments, and enjoy the photography display in the lobby.

Contra Costa County is home to more than 65,000 veterans, with 500 service men and women returning home to our area each year after completing their military service. The Board of Supervisors pays tribute and gives thanks each year to those who have sacrificed so much on our behalf.
