Full Freeway Closure, eastbound Highway 4, early Monday morning

As part of the construction work on Highway 4, the contractor will be performing concrete paving in the median, east of Somersville Road. In order to ensure crew and public safety during this work, the contractor will close all lanes of SR-4 in the eastbound direction between Somersville Road and Lone Tree Way on Monday morning, October 15 from 12:01 am until 5:00 am.

The detour for this work will be as follows:

o Eastbound motorists will be directed off the highway at Somersville Road, right on Somersville Road, left on Delta Fair Boulevard, left on Buchanan Road, straight on Fitzuren Road, right on G Street, left on Putnam Street, left on Lone Tree Way, and right on the eastbound on-ramp to SR-4.

Motorists are advised to expect delays and allow extra time for their commute. Please drive with caution through the detours and leave a safe traveling distance between your vehicle and the vehicle ahead of you. Contra Loma Blvd to Close for Highway 4 widening project Friday night through Monday morning

The California Department of Transportation (Caltrans) and the Contra Costa Transportation Authority (CCTA) are widening State Route 4 (SR-4) through Pittsburg and Antioch. As part of this construction work, the contractor will be installing a new drainage structure under Contra Loma Boulevard.

In order to ensure crew and public safety during this work, the contractor will close all lanes of Contra Loma Boulevard in the northbound and southbound directions between the westbound SR-4 on-ramp and the eastbound SR-4 off-ramp, beginning Friday evening October 12 at 11:59 pm until Monday morning, October 15 at 5:00 am.

The detours for this work will be as follows:

o Northbound motorists will be directed right on Fitzuren Road, left on G Street, left on 18th Street, left on L Street, right on westbound SR-4 on-ramp.

o Southbound motorists will be directed right on westbound SR-4 on-ramp, exit on Somersville Road loop off-ramp, right on Somersville Road, left on Delta Fair Boulevard, left on Buchanan Road, straight to Contra Loma Boulevard.

Motorists are advised to expect delays and allow extra time for their commute. Please drive with caution through the detours and leave a safe traveling distance between your vehicle and the vehicle ahead of you. Highway 4 roadwork in the Antioch and Brentwood areas Wednesday night

The Contra Costa Transportation Authority (CCTA) is constructing the Highway 4 (SR4) Sand Creek Road interchange and 4-lane widening through Antioch and Brentwood. As part of the SR4 Widening, the contractor will be performing work on Lone Tree Way in preparation for construction of a new SR4 bridge over Lone Tree Way. In order to ensure crew and public safety during this work, and to minimize the impacts to public traffic, the contractor will be performing traffic control and flagging operations during late evening/early morning hours.

Traffic control will take place on Lone Tree Way between Jeffery Way and Canada Valley Road during nighttime hours as follows:

– Wednesday, October 10th starting at 8:00 PM and ending Thursday, October 11th at 5:00 AM

Traffic control will consist of a single lane closure in both the eastbound and westbound directions on Lone Tree Way. Two lanes will be open for the travelling public on both the eastbound and westbound directions at all times.

Motorists are advised to expect some delays and allow extra time for their commute.

“Taxmaggedon” looms due to tax changes on January 1, 2013

You may have heard the term “Taxmageddon” but do not know what it signifies. Taxmageddon is the name given to what is currently scheduled to be the largest tax hike in our history.

If nothing is done by Congress, here are just some of the tax changes will go into effect on January 1, 2013:

The current 2% reduction in Social Security payroll contributions by the employee will end. That is a major tax increase (although the already unfunded Social Security fund needs the cash inflow.)

Medicare payroll tax is currently a flat 2.9% on all wages and self-employment profit. But beginning 2013, those with earnings or self-employment over $200,000 the rate becomes 3.8%.

Personal income tax rates will rise on January 1, 2013

The 10% bracket is expanded and increased to 15%

-The 25% bracket becomes 28%

-The 28% bracket becomes 31%

-The 33% bracket becomes 36%

-The 35% bracket becomes 39.6%

The child tax credit will be reduced to $500 from the current $1000 per child.

The standard deduction will no longer be doubled for married couples relative to the single level.

The estate tax changes drastically: Currently the estate tax is 35% with an exemption of $5 million. On January 1, the tax rate becomes 55% on amounts over a million.

Capital gains tax will rise from 15% to 23.8%.

The dividends tax will rise from 15% to 43.4% because of scheduled rate hikes plus Obamacare’s investment surtax.

Medical Device Tax. Companies making medical devices retailing for over $100 with impose a 2.3% excise tax on gross sales (not net of costs).

Flexible spending accounts will be capped at $2500 where the amount now is unlimited. For those with known expensive medical needs this will be a problem.

The deductibility of those with large medical expenses will change. Currently medical expenses that exceed 7.5% of adjusted gross income (AGI) are deductible. That 7.5% hurdle jumps to 10% of AGI. Those 65 or older will enjoy a waiver from the change for the period 2013-2016.

Businesses will have to depreciate equipment purchases over a number of years instead of enjoying a short expensing period like they have now.

The “research and experimentation tax credit” disappears.

Tax credits for education will be limited.

Teachers will no longer be able to deduct classroom expenses.

Employer-provided educational assistance is curtailed. .

Charitable Contributions from IRAs no longer allowed.

Officials Break Ground for Hillcrest “Hallelujah” eBART Station and Highway 4 widening

Officials turn the dirt to officially break ground at the ceremony for the planned Hillcrest eBART station and Highway 4 widening project on Friday, October 5, 2012.

Next Phase from Lone Tree/A Street interchange, east

Federal, state, regional and local officials joined BART, Caltrans, and the Contra Costa Transportation Authority (CCTA) Friday, Oct. 5, to celebrate the next phase of the State Route 4 Widening Project and “eBART,” BART’s new rail service to eastern Contra Costa County.

The ceremonial event marked the ground-breaking for the eBART Antioch Station Facilities at Hillcrest Avenue, which Mayor Jim Davis labeled the “Hallelujah Station” to laughter and applause from those in attendance, as well as the next phase of Highway 4 (SR-4 for State Route 4) widening, from the Lone Tree/A Street interchange, east.

It includes station parking and project maintenance facilities. Diesel multiple-unit (DMU) trains are high-speed, high-capacity trains that will transport passengers from the Antioch Station at Hillcrest Avenue and State Route 4 to a transfer station 400 feet east of the Pittsburg/Bay Point BART Station, where passengers can transfer to a BART train.

Emceed by Contra Costa Transportation Authority Executive Director Randy Iwasaki, the event included speeches from officials who represent Antioch and East County on the various transportation boards.

“I am so pleased to see the many years of cooperative work on this highway and transit project coming together for this event,” said BART Director Joel Keller.  “A groundbreaking in Antioch fulfills some of my dreams as mayor, and will bring satisfaction to East County residents who have been paying BART taxes for so many years. Also, BART’s 25 percent local hire goal for this contract will create opportunities for the East County folks to work locally.”

eBART is in construction now at the Pittsburg/Bay Point BART Station, where work on the transfer platform is underway.  At the same time, state crews are widening SR-4. In total, five construction projects will widen SR-4, its interchanges, and local roadways from west of Loveridge Road to the State Route 160 interchange. The SR-4 project will also provide the widened median and the structures for the eBART project.  The total cost to widen SR-4 is estimated at $554 million, including $72.2 million from voter approved Proposition 1B.

“Every investment in infrastructure is an investment in California’s future,” said Caltrans Region 4 Director Bijan Sartipi.  “Thanks to the people of California for their desire towards reducing congestion and improving safety, Proposition 1B is providing a real boost to transportation.”

The SR-4 widening and BART project represent a combined investment of more than $1 billion to address one of the most congested corridors in the Bay Area.  eBART, which will start service after completion of the highway widening, is funded from Contra Costa’s 2004 transportation sales tax Measure J, Proposition 1B, and other local and regional sources.

“Not only will the eBART project create hundreds of construction jobs, we expect this extension will add around 50 permanent positions as well,” BART General Manager Grace Crunican said.  “eBART will be a triple win for East Contra Costa County residents.  This project will boost the economy, relieve congestion and help make the air cleaner by taking thousands of cars off the road each day.”

BART celebrates 40th anniversary with free tickets, field trip rides and ice cream giveaways

BART is celebrating 40 years of service by giving back to the Bay Area in a variety of ways, thanks to some generous donations by corporate sponsors. The givebacks will include 1,000 free $40 BART tickets and, perhaps most exciting, free BART rides for field trips to make sure teachers and students are able to visit dozens of fun and educational spots near BART stations.

“BART may be middle aged, but we still have a soft spot in our hearts for our youngest riders,” said Board President John McPartland. “These free field trips will give thousands of kids an opportunity to learn outside the classroom that they might not otherwise have. Of course, we hope they learn about BART along the way too.”

BART is giving away rides for educational field trips to 40,000 students (up to age 18), teachers and chaperones on a first-come, first-served basis. More info is at www.bart.gov/fieldtrips.

We’re also hosting ice cream giveaways as a fun way to get to know our riders better and spread the word about our free field trip program.  The ice cream giveaways will be held at six stations – at least one in each of the four counties BART serves– featuring Dreyer’s Ice Cream and cakes from Nothing Bundt Cakes. The one at the Pittsburg/Bay Point station will be on Saturday, October 27 from 1 to 4 p.m.

Finally, BART will be distributing its popular 2012 BART art poster series “Journeys in Literature” to public libraries and schools in the Bay Area.

“We’ve carried 2.7 billion passengers since the day we opened for service four decades ago,” said BART General Manager Grace Crunican.  “This is all part of our expression of gratitude to the Bay Area for helping BART achieve 40 years of reliable service.”

  • Historical videos: Watch a sampling of construction films that give a window into the early history of BART as it was being built.

  • Anniversary video: A new video recapping the first 40 years of BART.

County Airport Commission to Discuss Free Trade Zone at October 11 Meeting

The County Airport Advisory Commission is having its October meeting at the Byron Airport on Thursday, October 11, 2012 at 10:00AM. . We only hold meetings there once or twice a year. Historically we have had no attendance by anyone from Antiochm while Brentwood, Discovery Bay, and Byron always have someone there.

County Supervisor Mary Piepho has been pushing to have the airport area changed to a free trade zone, with necessary improvements.

It would be good to have leaders and residents from Antioch in attendance and share their ideas and visions for improvement, during public comment.
