Congressmen representing Antioch offer statements on their opposition to Syrian Refugee Bill that passed House

Friday, November 20th, 2015

The Syrian Refugee Bill, HR 4038, passed the House of Representatives on Thursday, increasing the requirements for screening refugees from that country. Both Congressmen representing Antioch, Reps. Mark DeSaulnier (CA-11) and Jerry McNerney (CA-9), voted against it. President Obama has promised to veto the bill, should it pass the Senate. However, according to CNN, “The vote was 289-137, with 47 Democrats joining 242 Republicans in favor of the bill, creating a majority that could override President Barack Obama’s promised veto.”

DeSaulnier issued the following statement in response to the recent terrorist attacks in Paris and the legislation to change the existing U.S. refugee admission process:

“Ensuring the safety and security of our nation and its people is our top priority. As an American with French ancestry, two countries that were founded on the ideals of liberty, I am proud that historically we have been faithful to both.

I stand with the President to enhance our security and to reinforce our values. Today’s political maneuver would undermine these goals and immediately halt refugee admissions from Syria by making the vetting process unnecessarily duplicative and onerous. We currently have a process for admitting refugees that is extensive, selective, and demanding.

Specifically, vetting includes biometric and biographic checks, medical screenings, and interviews. Further, refugees’ applications are scrutinized with criteria specific to circumstances unique to the conflicts in their countries and the region. Multiple federal agencies work together with the United Nations on every U.S. application. With this screening, not a single one of the 2,174 Syrian refugees admitted to the United States since September 11, 2001 has been arrested or deported on terrorism-related grounds.

This bill would do nothing to keep the United States safe, and would hurt refugees who are fleeing the very terrorists we are trying to protect against. As we continue to strengthen our approach to potential threats, we must focus on efforts that do, in fact, provide greater security while standing by the ideals of freedom and compassion upon which our country was built.”

McNerney issued the following statement on his vote to oppose H.R. 4038:

“My highest priority as a member of Congress is the safety and security of the people in my district, and the protection of all Americans. The horror and tragedy of the recent terrorist attacks in Paris have echoed around the world, and serve as a stark reminder that we must do everything possible to keep our country safe. Any actions or policies that we advance in response to the brutality and hatred we’ve seen in Europe and the Middle East should bolster the security of our nation, and promote greater safety for our people. These efforts should reflect our American values, and our position as a leader in the international community.

“Currently, refugees considered for entry into the United States, no matter their country of origin, must undergo an extensive and robust screening process. These procedures include multiple layers of safeguards; screenings and background checks to ensure that an applicant meets all the requirements set forth by national security agencies, and does not pose a threat to the United States. Under the current system, those conditions must be met for an applicant to be admitted, in a process that typically takes 18 to 24 months. Our efforts should focus on continuing to improve upon and strengthen current protocols. Instead, H.R. 4038 puts roadblocks in place that would hinder the government’s ability to ensure proper implementation of the existing system that has kept Americans safe since its creation after 9/11.

“Although H.R. 4038 sounds tough, I am concerned that it will do the opposite of what its intended by bringing the current working system to a halt, thereby freezing refugees – many who are women and children – in a state of hopelessness, potentially creating more radicalized individuals and weakening our international coalition to fight ISIS. Moreover, H.R. 4038 legislates from a place of fear and does not reflect our core American values that make America the greatest nation in the world.

“For these reasons I opposed H.R. 4038. Only by standing together can we drive out the darkness, confront extremism, and hold a firm line against ISIS and all terrorism.”

The holiday spirit of giving showcased at the Marsh Creek Detention Facility

Thursday, November 19th, 2015

CLAYTON, Calif., November 19, 2015 – For the 24th straight year, a number of representatives from Contra Costa County non-profit agencies were on hand Thursday at the annual Marsh Creek Detention Facility’s Toy Show to fulfill their kids’ Christmas wish lists. The representatives were able to choose from numerous newly handcrafted toys and bicycles refurbished by the facility’s inmates. These gifts are given to the children who are being served by these agencies during the upcoming holidays.

Along with the many displayed toys and bikes, the inmates decorated the Marsh Creek Detention Facility’s workshop to look like Santa’s own. Joining the non-profit-agency representatives were Contra Costa County’s Superintendent of Schools Karen Sakata and Sheriff David Livingston, as well as numerous representatives from both agencies to celebrate this longtime agency partnership that benefits the community.

Both Superintendent Sakata and Sheriff Livingston gave their thoughts to the many attendees about the extremely successful partnership of the Contra Costa County Office of Education’s (CCCOE) accredited shop classes being taught in a Contra Costa County Jail. “We are so fortunate to have such a wonderful agency collaboration that brings such value to our county,” said Superintendent Sakata. “With this project, these adult students will certainly bring a brighter Holiday Season to many children throughout our community.”

A small group of Marsh Creek Detention Facility inmates have been working on this project since the workshop re-opened in early October. They have been extremely busy fixing up used bikes to look and ride like brand new, and crafting colorful and beautiful wooden toys, such as, ball and cup games, spinning carousels, cars, doll houses, baby cradles, toy tractors, train sets, and more. All of the toy makers and/or bike mechanics are students in the Contra Costa Adult School, an accredited school directed by the Contra Costa County Office of Education (CCCOE), located within the detention facility.
CCCOE’s woodshop teacher Paul Turner hit the ground running, directing this project, soon after being hired on September 28. “On October 7, we opened the doors to the woodshop and bike shop,” said Turner, “It was like going into someone’s garage,” he laughed. “We had a lot of work to do in a short amount of time, but luckily my small group of students had plenty of skills to produce more than 400 toys and refurbish 170 bikes by the time this event rolled around. I’m very proud of how hard they worked on this project.”

Non-profit organizations participating in this special event included: Bay Area Rescue Mission, Brighter Beginnings, Contra Costa County Independent Living Skills Program, El Cerrito Fire Department, Shelter Inc., The Salvation Army-Antioch Corps, Ujima Family Recovery Services/La Casa, and VESTIA.

ADDITIONAL NOTES:

During the 2014-15 school year, approximately 2,343 adult inmates (throughout the three Contra Costa detention facilities) were enrolled in classes ranging from academic programs, including basic literacy and GED preparation, to vocational programs, including woodshop, construction, and state-of-the-art computer training. By the end of the school year, 17 student-inmates received their GED and 23 received a high school diploma, and 34 students passed the California High School Exit Exam. In addition, there were 207 students who demonstrated learning gains in reading or math, and 122 students earned a certificate of completion in computer applications. Another course directed by the CCCOE is the DEUCE Program (Deciding, Educating, Understanding, Counseling, and Evaluation).

These three-part classes (90 days) focus on substance abuse prevention. Last year, 708 students completed at least one of the three phases, and 146 students graduated from DEUCE. The Parenting Inside/Out class teaches vital parenting skills to women and men, with 57 certificates issued last school year. Last year, the CCCOE opened a new re-entry class at the West County Detention Facility. The re-entry class offers workforce readiness, career exploration, soft skills workshops, and a nine-week cognitive-behavior-change program called Transitions. Currently, 46 inmates are enrolled in the re-entry course.

These classes help to provide education and skills needed for successful transition back into the community.

An email sent to parents of students at Holy Rosary Catholic School in Antioch from Principal Tim Hooke on Saturday, warned of a threat against the students in grafitti discovered in the boys bathroom, earlier that day. What was written and who was responsible was not shared by Hooke.

According to one parent, who wished to remain anonymous, stated via email “Someone found out the threat was to kill all the students at Holly [sic] Rosary School.”

The email received by parents read as follows:

Saturday, November 14, 2015

Dear Parents,

This morning, during the Parish CYO basketball games at the Holy Rosary Gym, threatening graffiti was discovered in the boy’s bathroom. The threat was taken seriously and the police were called. The Police Department was unable to identify any immediate and/or credible threat and is working with us to ensure the safety to our campus. They Police Department will provide extra attention to our campus this weekend, which will include a physical walk-through before the campus opens on Monday morning. The safety of all who enter our campus is of the utmost importance to us.

Thank you,

Tim Hooke

Principal

Calls to Hooke and the Antioch Police media line were not returned, as of publication time. However, according to a school staff member, the school was open, Monday morning.

8:00 P.M. UPDATE: Principal Hooke responded via phone call and email, Monday afternoon providing a statement from the Vicar General of the Oakland Diocese.

From the Office of the Vicar General

On Saturday Morning, graffiti was found in the boys restroom of the gymnasium at Holy Rosary School. The narrative stated a threat to the school campus. The Police Department was called and they investigated. The Principal, Mr. Tim Hooke was present and cooperated with the Police department. On Saturday, an email was sent out to the parent community informing them of the situation. Mr. Hooke met with the police department on Monday morning, to complete a thorough-walk through of the school buildings before school opened. All was found in order. The parents were updated via Constant Contact on Monday. Mr. Hooke collaborated with the Police and was in communication with the Department of Catholic Schools, Diocese of Oakland throughout the weekend. In keeping with the procedures and policies, the administration of Holy Rosary School throughout the weekend, took actions and communication to ensure the safety of all the students.

Very Reverend George Mockel

In addition, Hooke provided a copy of the email he sent to parents on Monday:

Monday, November 16, 2015

Dear Parents,

I want to update you on what has been done to ensure the safety of our students today. The Antioch Police Department had officers monitor the campus throughout the weekend. Monday morning at 5:30 am, I met with officers and did a thorough walk-through of the school buildings and school grounds. Everything appeared to be in order and so our normal Monday school day went on as planned as will the remainder of the week. I understand in light of the events in our country and the world that an incident like this can instill concern and fear. Let us join together to pray for peace, safety and ongoing respect for each other that our Faith calls us to.

Thank you for your patience and understanding as we work with the authorities in this matter. Please contact me if you have any questions.

Tim Hooke

Principal

In a phone message from Acting Sergeant Tom Fuhrmann of the Antioch Police Department, Monday at 4:00 p.m., he stated the graffiti was “of a bomb threat giving a date of Monday it would go off and there was also some other satanic type stuff written on the walls. A report was taken and the investigation is still ongoing. There’s no suspect at this time. The school was checked. There was nothing suspicious found.”

The man was alert and functioning and said that he rode his bike for several miles after being shot. He would not provide a clear statement and only tell officers that he couldn’t recall what exactly happened. He was adamant that he was shot with a BB gun. She did go into the garage today while the homeowners were gone and discovered what appeared to be several homemade explosive devices. Responding officers were able to see the devices in the garage through a side window and they were consistent with homemade explosives. The rest of the residence was cleared and secured so that a search warrant could be obtained by investigators. Two locked bedroom doors were kicked open while clearing the residence. The Walnut Creek PD bomb squad was notified and responded. In the mean time, the owner was contacted via cell phone and advised of the investigation at her home. She denied any knowledge of what was in the garage, but gave police consent to search the residence. While the bomb squad was preparing to safely examine the devices, the owners showed up. They advised that the devices were homemade Halloween decorations created to look like dynamite. They were PVC pipes filled with sand, and “sparklers” used to look like a fuse. This was eventually confirmed by the bomb squad and the devices were found to be harmless.

Frazier announces Veteran Driver’s License and Identification Cards now available for California Military Service Members

Friday, November 13th, 2015

Sacramento, CA –Assembly Bill 935 (2014) by Assemblymember Frazier took effect Nov. 12, and will allow United States military service members to apply for a California driver’s license or identification card with a “Veteran” designation.

“With the growing population of veterans returning to California, it is our responsibility to help make sure they are well-equipped to integrate back into civilian life,” said Assemblymember Frazier. “Assembly Bill 935 helps us fulfill that pledge to our veterans. Proof of military service is now literally at the individual’s fingertips, which will help ensure that California veterans are receiving all the benefits and services they’re rightfully entitled to.”

This designation will provide stress-free identification while also improving veteran outreach and tracking. Those who are interested in getting the specialized license must first visit their County Veteran Service Officer (CVSO) to get the application. There are a number of federal, state and local benefits and services available to veterans, such as assistance with employment, housing, health and counseling and educational opportunities. Most of these services are coordinated through CVSOs, who are primarily responsible for helping veterans, their dependents and survivors access the claims, benefits and services they are entitled to as a result of their service.

“AB 935 will be instrumental in helping California identify the one million veterans who are unaccounted for and not receiving benefits,” said Pete Conaty, retired Army veteran and advocate for over 20 veterans groups. “Once these individuals are identified, this bill has the potential to bring in an estimated $750 million in direct federal benefits annually to our state’s military service members. It took four legislative bills over a two-year period to finally achieve this goal, and we want to thank Assemblyman Frazier for his tenacity on this issue.”

Those who have served in the United States military can apply for the specialized license in three easy steps:

Step one: Find your military discharge certificate (DD214). If you need assistance obtaining your military records, contact a CVSO and schedule an appointment by visiting www.calvet.ca.gov or calling 1-800-952-5626.

Step two: Take your DD214 and government identification to your CVSO to obtain your Veteran Status Verification Form. The CVSO will check for additional benefits and services that you may not have known you were eligible for.

Step three: Schedule an appointment at the DMV. You can visit www.dmv.ca.gov or call 1-800-777

0133 to set a date and time that works for you. On your scheduled date, bring your Veteran Status Verification Form to the DMV. Complete your application and pay any application fees, plus a $5.00

fee for your “Veteran” designation.

“We have worked hard to cut through the red tape and make this process as easy as possible for our veterans,” said Assemblymember Frazier. “In these three simple steps, our service members will be able to proudly display their status as a veteran on their driver’s license or identification card. It’s a way for California to express gratitude for our military service members every day of the year, not just on designated holidays.”

To contact Assemblymember Jim Frazier please visit his website at www.asmdc.org/frazier or call his District Offices at 707-399-3011 or 925-513-0411.

Follow Assemblymember Jim Frazier on Facebook and “Like” him for updates on events and happenings in the 11th AD.

Contra Costa County to celebrate and honor veterans during ceremony, Tuesday

Sunday, November 8th, 2015

Veterans, families and friends invited to attend

Public is invited to a special ceremony from 11:00 a.m. until Noon on Tuesday, November 10
2015 marks 50 years since the beginning of the Vietnam War, and 40 years since the end of the conflict. Veterans from the Vietnam era as well as those who have served before and since are invited to share in the Contra Costa County Board of Supervisors annual recognition of the contributions of our veterans.
The ceremony begins at 11:00 a.m. on Tuesday, November 10, in the Board Chamber at 651 Pine Street in Martinez, and will last until noon.

Keynote speaker Steve Burchik chronicled a year in Vietnam through the lens of a camera, and his work is on display in the County Administration building this month. Now a county resident, the former Army infantryman will share his unique perspective of his tour of duty.
Gold Star father and Discovery Bay resident Kevin Graves will preview the upcoming documentary “The Longest Road,” which focuses on the plight of the two million displaced Kurds in the Middle East.

In addition, there will be special recognition for a County veteran who has contributed significantly to the annual ceremonies.

County Veterans Service Officer Nathan Johnson invites veterans who arrive early to gather in the conference room next to the Board Chamber for refreshments, and enjoy the photography display in the lobby.

Contra Costa County is home to more than 65,000 veterans, with 500 service men and women returning home to our area each year after completing their military service. The Board of Supervisors pays tribute and gives thanks each year to those who have sacrificed so much on our behalf.
