• 2/9/17 at 4:35 am, San Ramon PD SWAT served a search warrant on Crestpark Cir. They requested an Antioch PD marked unit for traffic control during the warrant service. Antioch PD officers stood by while the warrant was served. Antioch PD had no further involvement in the case.
• 2/9/17 at 1:30 am, officers were dispatched to a home in the 100 block of W. 7th St. for a report of several shots fired. Officers arrived and made contact with the residents, 26 year old Vicente Ortiz and 23 year old Carmela Guarneri. It was ultimately learned that Ortiz fired several shots from a pistol in the backyard of the residence, and the gun was still in the house. Officers found the revolver that was fired along with another handgun inside the home. The revolver was discovered to be stolen from a 2009 Antioch residential burglary. Ortiz was arrested for the weapons violations and possession of stolen property and sent to County Jail.
• 2/8/17 at 11:42 pm, officers were dispatched to W. 7th St. for a report of shots fired. Upon officers’ arrival, no suspects or victims were located; however, one of the reporting parties described hearing an argument and fight at Lou’s Bar in the parking lot where a shot may have been fired. Officers located a small black pouch with a cell phone and a small amount of marijuana inside. Officers notified area hospitals but no victims were reported.
• 2/8/17 at 11:10 pm, an officer was driving eastbound on E. 18th St. when he saw a motorcycle with no license plate being towed by vehicle. The motorcycle rider was holding onto the passenger side mirror of the vehicle. A traffic stop was conducted, and a records check was done on the driver, 22 year old Danny Walton. Walton had a warrant for his arrest. When the officer checked the vehicle identification number of the motorcycle, it returned as a stolen vehicle out of Walnut Creek. Walton was arrested without incident and sent to County Jail for his warrant and the stolen motorcycle.
• 2/8/17 at 1:06 pm, officers were dispatched to the area of Sycamore Dr. for a reported stolen vehicle. They located the vehicle turning northbound onto Auto Center Dr. A high risk traffic stop was conducted in the parking lot of the Days Inn Hotel. The driver, 27 year old Shawn Ham, was taken into custody without incident. Ham was later booked into County Jail for the stolen vehicle.
• 2/7/17 at 10:37 am, Chief Cantando observed several subjects run out of Macy’s with what appeared to be fragrances and get into a Nissan Altima and flee the scene. Chief Cantando followed the suspects away and made an enforcement stop. Chief Cantando and assisting officers contacted 30 year old Keith Tucker, 23 year old Lavaughna Manuel, 23 year old Dellvina Richard, 18 year old Ryan Arnold and a 16 year old female juvenile in the vehicle. Officers located approximately $3,800 in stolen fragrances within the vehicle. Officers made contact with Macy’s loss prevention agents, who confirmed they just had a “grab and run” grand theft. The four adults were booked at Antioch PD and later transported to County Jail on charges of grand theft and conspiracy. The female juvenile was booked at Antioch PD and later released to her parent with a citation.
• 2/7/17 at 3:00 am, officers responded to an alarm at Buchanan Dental located on Buchanan Rd. Upon arrival, officers found an unlocked sliding door. 35 year old Michael Kyle fled on foot from the interior of the business and was taken into custody after a foot pursuit. Kyle also had a warrant for burglary and for evading the police during a vehicle pursuit. Kyle was sent to County Jail on his warrants as well as the burglary of the dental office.
• 2/6/17 at 9:24 pm, officers were dispatched to a residence on Morning Vale Ct. A 20 year old Mountain Mike’s Pizza delivery driver was robbed by five suspects while delivering pizzas to the residence. The suspects physically assaulted and threatened to shoot him. The suspects ran off with two pizza warmer bags containing five pizzas. The suspects were seen running into a residence on Sandrose Ct. The residents were contacted and five juveniles were detained. All five suspects were positively identified and physical evidence was located at the scene. A Domino’s Pizza delivery driver was also robbed the night before. The Domino’s driver responded and positively identified three of the five suspects for that robbery. All five juvenile suspects were arrested and sent to Juvenile Hall for robbery.
• 2/5/17 at 12:47 am, an officer conducted a pedestrian contact with 46 year old Rhonda Wilkins at D St. at Lawton St. Dispatch confirmed a warrant for Wilkins’ arrest for DUI. Wilkins was arrested without incident, and she was sent to County Jail.
• 2/4/17 at 10:07 pm, an officer on patrol saw 34 year old Ronald Phelps removing his dog from the bed of a Toyota pick-up in the 7-11 parking lot on E. 18th St. The officer made contact with Phelps, and the truck turned out to be stolen. Phelps was searched and was found to be in possession of a flare gun that had been painted black, as well as shaved keys that operated the ignition in the truck. Other personal items belonging to Phelps were located inside the cab of the stolen vehicle, as well. Phelps was arrested for being a felon in possession of a firearm, auto theft, possession of stolen property and possession of burglary tools. Phelps was sent to County Jail.
• 2/4/17 at 7:52 pm, officers were dispatched to W. 4th St. on the report of a male and female fighting in the street. Upon arrival, officers located 26 year old Clarence Couisan and confirmed he was the male. Couisan resisted officers and was arrested. Officers were unable to locate the female in the fight as she had left prior to officers’ arrival. Couisan remained combative and was transported to County Jail for resisting officers and violating his probation.
• 2/4/17 at 1:15 pm, an officer was on routine patrol in the area of A St. and E. 18th St. when he observed a white Nissan Versa matching the suspect vehicle description to a strong armed robbery that occurred on 1/31/17 in the parking lot of Juarez Mexican Restaurant. The officer was able to obtain suspect information and had the vehicle towed/stored. A witness was able to positively identify a 15 year old female juvenile as the responsible. The responsible was already in custody at Juvenile Hall for another strong armed robbery in Antioch. Additional robbery charges will be filed on the juvenile.
• 2/3/17 at 1:24 pm, the 38 year old victim came to the police department lobby to report an armed robbery. Officers learned the victim arrived home in the 400 block of Grangnelli Ave. the night before at approximately 8:30 pm. He was approached from behind by the suspect who pointed a handgun at him. The suspect demanded the victim’s wallet. The victim turned over his wallet containing cash. The suspect fled the area on foot.
• 2/3/17 at 9:42 am, the 43 year old female victim called Antioch PD to report she was just involved in an accident, and the responsible party had fled the scene but also struck her in the process. Officers met with the victim at a nearby school where she reported the suspect intentionally backed into her car on Texas St. When victim attempted to get the suspect’s personal information, the female suspect pushed her in an attempt to block her from taking photographs. The victim then tried to get a photograph of the responsible vehicle license plate. The suspect put her car in drive and intentionally hit the victim causing her to land on the hood of the vehicle. The suspect fled the scene and was not located. The victim had a complaint of pain to her legs and was transported by to an area hospital.
• 2/3/17 at 9:41 am, officers were dispatched to Starbucks in the Blue Rock Center for a subject who stole the tip jar and was fighting with people who were attempting to make a detention. Officers arrived and located the 15 year old female suspect. She was then detained by officers. It was learned the juvenile attempted to steal approximately $20 in tip money from the store. A Starbucks employee attempted to stop the juvenile who in turn punched the employee. Witnesses assisted the employee in detaining the juvenile until officers arrived. The juvenile was arrested and booked into Juvenile Hall.
• 2/2/17 at 9:30 pm, 43 year old Carl Day was contacted at Sutter Delta Hospital after receiving treatment. Day was found to have a warrant for vehicle theft. He was arrested and later booked into County Jail. During the investigation into Day’s injury, 33 year-old Destinie Schumacker was contacted on W 15th St. and found to have a warrant for burglary. She was also arrested and later booked into County Jail.
• 2/2/17 at 3:31 pm, officers were dispatched to a residence in the 900 block of C St. for a homeowner detaining a subject he had caught burglarizing his shed. Officers arrived and contacted the victim along with 23 year old Jared Coombs. The victim reported he caught Coombs inside his shed. Coombs was arrested without incident and booked into County Jail for burglary.
• 2/2/17 at 7:57 am, officers were dispatched to a suspicious vehicle in the Vista Diablo Mobile Home Park on Somersville Rd. While checking the area of the vehicle, officers located 31 year old Salvador Quintero. When Quintero saw officers, he threw suspected drugs on the ground. Quintero was a suspect from a stalking and burglary case on 2/1/17. He was arrested without incident for the previous case as well as an additional restraining order violation and drug possession charges. Quintero was booked into County Jail.

There’s no word on what Cantando was shopping for at Macy’s, although it was assumed to be a Valentine’s Day gift for his wife.

On Tuesday February 14th, 2017, Jason Judkins was convicted of possession of child pornography. He was sentenced to four years in state prison.

The conviction stems from an investigation by the Contra Costa County Internet Crimes Against Children Task Force and the Antioch Police Department. On January 6th, 2016, Judkins created an internet posting that he was willing to trade his son for sex.  The posting was reported to law enforcement and an immediate search for Judkins was started.  He was arrested later that day in Antioch, and it was determined he did not have a child, nor did he have access to children.  A search of his cell revealed images of child pornography, as well as e-mails in which Judkins distributed the images to others. The evidence indicated Judkins made the online posting to reach others who would exchange child pornography with him.

Prior to this offense Judkins had sustained two prior convictions for possession and distribution of child pornography. Judkins has been a registered sex offender since 2012 and was living as a transient in Antioch at the time of his arrest. The sentence was handed down by the Honorable John T. Laettner, after Judkins entered into a plea agreement with the District Attorney’s Office. Judkins will begin serving his sentence immediately.

“This office will hold accountable those individuals who possess and distribute these types of images over the internet,” said District Attorney Mark Peterson. “With National Victims’ Rights Week coming up in April, it is important to remember that when images of a child being sexually assaulted are distributed across the internet, the child is re-victimized each time.”

The prosecution is a result of an investigation by a multi-agency Internet Crimes Against Children Task Force, which is managed by the San Jose Police Department.  In Contra Costa County, detectives and investigators from the Walnut Creek, Antioch, Martinez, San Ramon, Concord and Moraga Police Departments, the Sheriff’s Office, Probation Department and District Attorney’s Office participate in the task force. 

In a move that would take a major step forward in addressing accountability for cases of election fraud perpetrated by candidates, Assemblymember Jim Frazier (D – Discovery Bay) announced on Thursday the introduction of AB 894, which will increase penalties in cases that determine a willful misrepresentation was made on a candidate statement.

“I introduced AB 894 in an effort to make sure voters are not deceived by candidates fabricating their accomplishments and misleading the public,” said Frazier. “We saw this occur in Contra Costa County. It is not fair and I will do everything in my power to make sure the residents I represent are protected from this injustice in the future.”

Frazier is referring to the case of Contra Costa County School Board Member Jeff Belle, who was prosecuted by the Contra Costa District Attorney’s Office for lying on his ballot statement during his 2014 campaign, about earning a college degree. The DA settled the case in December, with Belle agreeing to perform community service, in order to avoid facing trial and a maximum penalty of $1,000. (See related article, here).

Currently, the penalty for a candidate lying on his or her nomination papers, which are not public documents and remain within a county’s elections office, are much greater at a maximum of $1,000 and three years in prison. Frazier became aware of that fact last year, didn’t think it made sense and decided to do something about it.

AB 894 will strengthen penalties for candidates who misrepresent facts on a ballot statement, which is public and is sent out to all the voters in a district. Specifically, this bill raises penalties to include forfeiture of office and reimbursement of all costs for the election.

“Misleading the voters about a candidate’s background on ballot statements has been a problem in our county in recent years,” said Joe Canciamilla, Contra Costa County Clerk-Recorder-Registrar. “Assemblymember Frazier’s bill is a good start in helping to ensure transparency and accountability to the voters.”

This bill is currently awaiting assignment to policy committee in the California State Assembly.

Frazier represents the 11th Assembly District, which includes the communities of Antioch, Bethel Island, Brentwood, Byron, Discovery Bay, Knightsen,, Oakley and portions of Pittsburg in Contra Costa County, as well as Birds Landing, Collinsville, Fairfield, Isleton, Locke, Rio Vista, Suisun City, Travis AFB, Vacaville and Walnut Grove in Solano County.

On Tuesday, Feb. 7, 2017 at 10:00 pm, Antioch Police officers on an unrelated call heard numerous gunshots nearby. They responded and located a 27-year-old Richmond man suffering from multiple gunshot wounds lying in the street in the 1200 block of W. 8th Street. Officers rendered first aid until medical personnel arrived and transported him to an area hospital. The victim is currently listed in critical, but stable condition.

There were numerous bullet casings located, along with several parked vehicles struck by gunfire. Witnesses at the scene were not cooperative with the investigation.

• ·2/1/17 at 9:33 pm, an officer conducted a traffic enforcement stop on a newer model Toyota Camry with paper plates. The vehicle was heading westbound on Rossi Ave. and rolled through the stop sign at the intersection of Lindberg St. The officer contacted the driver, 28 year old Gregory Banks, who was the sole occupant of the vehicle. The officer conducted a VIN check on the vehicle and found it to be reported stolen out of San Rafael. Banks denied knowing the vehicle was stolen and provided officers with a false name. After Banks was taken to County Jail, his true name was learned. Banks was booked into County Jail for vehicle theft, possession of stolen property and giving false information to a peace officer.
• ·2/1/17 at 7:57 pm, an officer was driving eastbound on W. 18^th St. approaching the four-way stop at D St. He observed a black colored Isuzu Amigo driving northbound in reverse on D St. The vehicle continued driving in reverse and turned westbound onto W. 18th St. without signaling. The officer made a u-turn in the intersection and got behind the vehicle, which was still facing the wrong way. An enforcement stop was conducted and the driver, 30 year old Vernon Smith, was contacted. Smith advised the vehicle was having mechanical problems and could only drive in reverse. Smith verbally advised his license was suspended and that he was on searchable probation. The only other occupant in the vehicle was 38 year old Kimberly Saunders. Saunders verbally advised she was on searchable, felony probation. A search was conducted of the vehicle and both occupants. Saunders advised the officer she had 2 “large” knives on each side of her hips. Upon searching Saunders, officers located two daggers, both with approximately 8 inch blades. Both daggers were in sheathes and were fully concealed under her shirt and two jackets. The daggers were located on the inside portion of her waistband. She was arrested and sent to County Jail for the weapons violations. Smith was issued citations for the vehicle code violations and released at the scene.
• ·2/1/17 at 6:46 pm, officers were dispatched to a report of a person lying in the roadway at Black Diamond Dr. and Crater Peak Wy. Passersby were concerned he may have been struck by a vehicle. Upon arrival, officers found 40 year old Felipe Ramirez-Estrella lying in the roadway with only his feet on the sidewalk. There were several empty bottles of alcohol next to him. While speaking with Felipe, he displayed symptoms of being under the influence of alcohol. According to Ramirez-Estrella, he had been released by County Jail and driven to Antioch. His first stop was to purchase alcohol, and he ended up in the street where officers contacted him. He was arrested and sent back to County Jail for being drunk in public.
• ·2/1/17 at 4:48 pm, an officer was flagged down by a citizen who pointed out a subject in the area that had possibly stolen the citizen’s car keys. The officer made contact with 23 year old Richard Bridges and 24 year old Marshawn Roland near 10^th St. and I St. During a search of Bridges, he was found to be in possession of a loaded .22 caliber revolver and a small amount of heroin. Bridges also had a warrant for his arrest. Bridges was arrested without incident and later booked into County Jail.
• ·1/31/17 at 8:37 pm, an officer recognized 36 year old Jason Sanborn standing in front of a residence on Rossi Ave. The officer knew Sanborn had an outstanding warrant and placed him under arrest without incident. Sanborn was issued a Promise to Appear with a new court date and released at the scene.
• ·1/31/17 at 3:38 pm, officers were dispatched to a residence on W. 8^th St. for a civil matter. Officers contacted 57 year old Raymond Fregosi who had an outstanding warrant. He was placed under arrest, issued a Promise to Appear with a new court date and released at the scene.
• ·1/31/17 at 1:06 pm, a 56 year old female victim called to report she had been robbed in the parking lot of 1806 A St. Upon the officer’s arrival, it was discovered an unknown female grabbed the victim’s purse from her shoulder. In the process, the victim fell to the ground and the responsible stole the purse, which contained the victim’s credit cards and cash. The female responsible fled in an awaiting white sedan with paper plates westbound on W. 18^th Street. The victim declined medical attention. The suspect was not located.
• ·1/31/17 at 12:53 pm, officers investigated an injury accident on Cavallo Rd. near Kean Ave. During the investigation, it was discovered one of the involved drivers, 41 year old Aaron Libbey, had an outstanding felony warrant for grand theft. Libbey was taken into custody without incident and was later booked into County Jail.
• ·1/31/17 at 10:35 am, an officer was on routine patrol and made consensual contact with 33 year old Randy Belmont on Fitzuren Rd. near Contra Loma Blvd. During a routine name check, it was discovered Belmont had an outstanding misdemeanor warrant for his arrest related to his work alternative program. Belmont was taken into custody and later booked into County Jail.
• ·1/30/17 at 10:30 pm, officers were dispatched to a domestic dispute. Upon arrival they met with 35 year old Shayna Ramirez. Ramirez was intoxicated and uncooperative. Ramirez tried to push past an officer several times and was eventually placed under arrest for obstructing the officers. Ramirez was sent to County Jail.
• ·1/30/17 at 7:00 pm, Kmart loss prevention on E. 18^th St. detained a shoplifting suspect without identification. An officer responded and determined the suspect was 33 year old Layla Luschen. The stolen merchandise was returned and she was placed under citizen’s arrest. She was issued a citation and released at the scene.
• ·1/30/17 at 5:26 pm, an officer saw 29 year old Elver Deleonovalle attempting to climb over the sound wall into a residential backyard on Lone Tree Way. When contacted, Deleonovalle admitted to shoplifting merchandise from Rite Aid across the street and was attempting to flee from loss prevention. A manager from Rite Aid responded and confirmed the theft, placing Deleonovalle under citizen’s arrest. The merchandise was returned and Deleonovalle was released on a citation.
• ·1/30/17 at 3:30 pm, the bank manager at Wells Fargo Bank on A St. advised 57 year old Harold Smith and 20 year old Johnetta Williams were attempting to cash fraudulent checks. Officers arrived and detained the two suspects. Bank employees confirmed with the businesses listed on the checks that they were indeed fraudulent. Smith and Williams were arrested and sent to County Jail on fraud charges.
• ·1/30/17 at 12:45 pm, several citizens reported a male acting erratic and yelling in the parking lot of Taco Bell on Deer Valley Rd. Upon the officers’ arrival, they contacted 30 year old Christopher Wilson. Wilson displayed objective symptoms of being under the influence of a controlled substance. Wilson was also on felony probation for possession of a stolen vehicle. Wilson was taken into custody without incident for being under the influence. Wilson was later transported to County Jail on the charges of probation violation and for being under the influence of a controlled substance.
• ·1/30/17 at 12:09 pm, officers were dispatched to the US Post Office on a report of a female harassing customers in the parking lot. Upon the officers’ arrival, they contacted 52 year old Kari Foster in the parking lot. Foster displayed objective symptoms of being under the influence of an alcoholic beverage. Foster was taken into custody without incident. She was transported to County Jail for public intoxication.
• ·1/30/17 at 9:48 am, Dallas Ranch Middle School staff reported a 14 year old male student was detained in the school office for possession of a BB gun on school grounds. The officer arrived on scene and contacted the student who admitted to possessing the gun. The student was arrested for being in possession of a weapon on school grounds and later released to his parents with a juvenile citation.
• ·1/30/17 at 12:41 am, an officer was on patrol when he located a stolen car parked in front of a residence in the 2100 block of Banyan Way, blocking the driveway. The officer went to the home and spoke to the resident, who advised that 21 year old Sydney Frachon had driven the vehicle to the residence and was currently in the garage. Frachon was arrested without incident and sent to County Jail for the stolen vehicle.
• ·1/29/17 at 11:43 pm, an officer observed 29 year old Daryl Robinson walking on Plymouth Lane. The officer conducted a records check on Robinson, which showed an outstanding warrant. Robinson was arrested without incident. He was issued a Promise to Appear with a new court date and released at the scene.
• ·1/29/17 at 11:29 pm, an officer was on patrol when he located a stolen car parked across the street from a home on Eaker Way. When the officer approached the car, he saw 30 year old Antione Rice lying on the ground by the rear tire working on the car. Rice was arrested without incident and sent to County Jail for the stolen vehicle.
• ·1/29/17 at 11:20 pm, officers were dispatched to an apartment complex on Fitzuren Rd. Citizens reported a vehicle collided into two parked cars in front of the complex, and the suspect was attempting to leave the scene. Officers arrived and contacted 42 year old Dennis Geurts.Geurts stated he swerved into the parked cars to avoid hitting a kitten in the roadway. Officers immediately noticed that Geurts displayed objective symptoms of being intoxicated. Field sobriety tests were administered, and he was determined to be under the influence while driving. He was transported to an area hospital with complaints of pain from the collision. Geurts was issued a citation for DUI and released at the hospital.
• ·1/29/17 at 11:08 pm, officers were dispatched to a suspicious circumstance at the Goodwill located on W. 10^th St. Officers located 44 year old Nicole Costa and dispatch advised she had a warrant for her arrest. Costa was issued a Promise to Appear with a new court date and released at the scene.
• ·1/29/17 at 10:52 pm, a car was doing donuts at the entrance to Black Diamond Mines. The driver of the car, 35 year old Jessika Green, lost control of the car. The car flipped and landed on its roof. Green was transported to an area hospital for a complaint of pain. Green was found to be driving under the influence and arrested for DUI. She was later released from the hospital per PC 849(b).
• ·1/29/17 at 9:46 pm, an officer conducted a traffic enforcement stop on Hwy 4 and L St. and was advised by dispatch that the 28 year old driver of the car, Justin Claussen, had a warrant for his arrest. Claussen was arrested without incident and sent to County Jail.
• ·1/29/17 at 9:11 pm, an officer saw 36 year old Melody Brown loitering at the Somersville Carwash. There is a trespass letter on file and there are no trespassing signs attached to the business. Brown was arrested and released on a citation for trespassing.
• ·1/29/17 at 6:15 pm, 32 year old Charles Kemokai was parked on the elevated handicap ramp in front of the Bonfare Market on W. 10^th St. An officer pulled in behind Kemokai and initiated an enforcement stop as he attempted to back out. Kemokai had a suspended license and displayed objective symptoms of intoxication. Kemokai performed a series of field sobriety tests, and officers determined Kemokai was under the influence while driving. He was arrested and sent to County Jail for DUI.
• ·1/29/17 at 5:24 pm, an officer observed 35 year old Michael Kyle standing next to an occupied parked car on W. 10^th St. When Kyle saw the officer, he immediately ran around the block onto W. 9^th St. The officer contacted the occupants of the vehicle who stated they did not know Kyle or why he ran. While officers were still in the area, several citizens advised Kyle was running through their backyards. Several citizens chased Kyle out onto the street. Kyle was placed under arrest and found to be in possession of drug paraphernalia and burglary tools. He was issued a citation and released at the scene.
• ·1/29/17 at 3:48 pm, a repossession truck driver attempted to recover a 2011 Infiniti G37, parked in front of a home in the 400 block of W. Tregallas Road. Once the vehicle was up on the tow truck, 25 year old Daniel Esquibell exited the residence armed with a shotgun. The victim started to unload the vehicle in fear of getting shot. Esquibell then struck the victim in the back of the head two times with the butt stock of the shotgun. The victim had complaint of pain to the back of his head and refused medical attention. Upon the officers’ arrival, Esquibell had already fled the area. Esquibell later returned to the scene where he was taken into custody without incident. Esquibell stated the shotgun and vehicle were left at his father’s house in Oakley at an unknown address. Esquibell was transported to County Jail where he was booked on the charge of assault with a deadly weapon.
• ·1/28/17 at 3:43 pm, 33 year old Jacob Jacobsen was driving eastbound in the 3500 block of Wilbur Ave. when he drove off the roadway. Jacobsen hit a wooden telephone pole and metal fence causing major damage to both. He fled on foot and was apprehended at the Antioch Pier. Jacobsen was determined to be under the influence of a controlled substance. He was arrested for driving under the influence and hit and run. Jacobsen was treated at a local hospital for minor injuries and was issued a citation and released.
• ·1/28/17 at 11:06 am, officers responded to a theft call at JC Penney’s on Slatten Ranch Rd. During the theft, two men entered the store and took almost $2,000 in team apparel. Officers followed up on leads, which led them to the home of 49 year old Paul Nofrey. He was arrested for the theft at JC Penny’s. Officers followed up on more leads and located 43 year old Robert Morton at the County Fair Ground Flea Market. Morton was in the process of selling the stolen apparel. Morton was also arrested and found to have several warrants for his arrest. Both men were booked in the County Jail. Morton also had probable cause for his arrest in a burglary case from 1/26/17.
• ·1/28/17 at 9:11 am, an officer observed a vehicle on Hwy 4 travelling at a high speed. The officer made a traffic stop on the vehicle and contacted 20 year old Jessi Arellano. Arellano was found to have a suspended driver’s license. During a search of the car, officers located a loaded .357 handgun in the glove box. During the officer’s investigation, he found the firearm to be stolen. Arellano was arrested and booked in the County Jail for weapons charges.
• ·1/27/17 at 5:27 pm, 28 year old male Alfredo Martinez was contacted at a home on Rossi Ave. during a trespassing complaint. He was found to have a warrant for his arrest. Martinez was arrested and booked into County Jail.
• ·1/27/17 at 10:22 am, 32 year old Nathan Hendrickson had been causing problems at the Shell Gas Station on Auto Center Dr. and had been admonished several times that he was no longer allowed on the property. He was contacted by officers on two occasions while on the property. During the second contact, he was arrested and sent to County Jail as his behavior was likely to continue.
• ·1/27/17 at 7:53 am, 40 year old Raheem Coe was contacted by officers at the Shell Gas Station for trespassing. Coe had been arrested numerous times for trespassing at this location and refused to stay off the property. He was arrested and sent to County Jail.
• ·1/26/17 at 11:55 pm, 47 year old Anita Mendez was contacted during a vehicle enforcement stop. She was found to have a warrant for her arrest out of San Francisco. She was taken into custody without incident and booked into County Jail.
• ·1/26/17 at 11:03 pm, officers contacted 55 year old Kevin Hollins on W. 10^th St. and Crestview Dr.Officers discovered he had two outstanding warrants for his arrest. He was taken into custody without incident and sent to County Jail.
• ·1/26/17 at 10:54 pm, officers conducted a traffic stop on 62 year old Jess Quesada for traffic violations. Quesada was the sole occupant and driver of the vehicle. Upon contact with Quesada, he displayed symptoms of being under the influence. Quesada refused to provide a breath sample for the preliminary alcohol screening test, so a search warrant was sought and approved. Quesada was sent to County Jail where he was later given a citation for DUI and released after a sobering period.
• ·1/26/17 at 3:02 pm, officers were dispatched to a theft that had occurred at the Smart and Final located in the Somersville Town Center. The officers learned 35 year old Melvin Russell was seen in the early morning hours stealing a forklift from behind the business. Mall security was able to recover the forklift, but Russell fled the scene. Russell returned to the scene, and security was able to detain him until officers arrived. Russell was arrested for grand theft and booked in County Jail.
• ·1/26/17 at 11:33 am, an officer made a traffic stop on a vehicle driven by 55 year old Donald Anderson in the area of Blue Rock Drive and Lone Tree Way. A records check revealed Anderson had a warrant for his arrest. Anderson was arrested and booked into County Jail.
• ·1/26/17 at 10:16 am, officers were dispatched to Starbucks on A St. for a subject possibly smoking drugs in the bathroom. Officers made contact with 25 year old Rashida Hardy who was found to be under the influence of drugs and in possession of drug paraphernalia. Hardy was arrested and booked in the County Jail for being under the influence of a controlled substance.

Juvenile Hall makes determination based on overcrowding, prior arrest history

According to Antioch Police, on Friday, Jan. 20, 2017 at 10:58 am, a 13 year old male was arrested after assaulting a classmate at Antioch Middle School. The juvenile suspect was sent to Juvenile Hall for felony assault.

Then on Tuesday, Jan. 24th at 1:46 pm, Antioch Middle School staff called to report a 13 year old female student was detained in the office for assaulting her teacher. Upon the officers’ arrival, they determined the student had punched her substitute teacher in the face several times causing her to fall to the ground. While on the ground, the student continued to hit the victim several more times. School staff attempted to intervene and the student assaulted one of them. The victim suffered minor injuries from the assault. Several students filmed the assault with their cellular phones and the videos were collected as evidence. The student was issued a juvenile citation and was released to the custody of her mother.

When asked why the girl wasn’t taken to Juvenile Hall, Antioch Police Captain Tammany Brooks said it was up to Juvenile Hall to decide due to overcrowding and other details.

“When a juvenile is taken into custody for a felony, officers call over to Juvenile Hall, explain the charges, and Juvenile Hall staff determines whether or not they are willing to accept him/her,” he said. “When Juvenile Hall refuses to take an arrestee, we issue a citation and release to a parent.

“Juvenile Hall is extremely overcrowded and typically take kids arrested for very violent felonies, and who are a threat to the public,” Brooks explained. “They also are mandated to take kids who have outstanding warrants. Therefore, they screen all potential incoming kids and turn away ones who don’t fit that criteria.”

When asked why the boy was treated differently and what message that was sending to the other students, Brooks explained further.

“Each case is different,” he stated. “Boy or girl, prior arrest history, availability on the module, etc. that’s why we call first to get a yay or nay.”

“We’d prefer to send them all (to Juvenile Hall), but we’re at their mercy,” Brooks added.

When asked about the two incidents and if the school or district had taken any disciplinary action against the students, Antioch Superintendent Stephanie Anello responded.

“Our disciplining students is separate from any action law enforcement might take so I really can’t speak to the decision to send one student to Juvenile Hall versus the other,” she said. “The school discipline is based on the California Education Code and our discipline matrix and is in addition to any action law enforcement might take.”

However, she did not say if either of the students had been or would face any discipline, such as suspension or expulsion.

• • 1/26/17 at approximately 12:09 am, officers contacted the adult male victim in the Wal-Mart parking lot on Lone Tree Way. The victim reported that he was walking to his car when an unknown adult male struck him on the back of the head with a metal object. He was knocked to the ground and the suspect took his wallet and other items he had just purchased. The victim did not see where the suspect went and sustained a minor injury to his head. He refused any medical treatment. The suspect was not located.
• • 1/25/17 at 7:00 pm, officers responded to a strong-armed robbery that occurred in the Food Maxx parking lot on Lone Tree Way. Officers contacted the adult female victim at her residence. She reported she was walking to her car about an hour prior to calling the police when an unknown adult male ran up from behind her and grabbed her purse off her shoulder. She attempted to retain the purse, but the suspect managed to pull it off and ran to a waiting dark colored, 4-door vehicle driven by another male suspect. The suspects then fled the parking lot. The victim stated she did not suffer any injuries from the incident. No suspects were located.
• • 1/25/17 at 5:03 pm, an officer was dispatched to assist the Fire Inspector with an investigation where a male juvenile was caught lighting a bathroom paper towel dispenser on fire at Antioch High School. The 16 year old male admitted to lighting the fire and also admitted to starting ten other fires in the past. The juvenile was arrested and transported to Juvenile Hall for arson.
• • 1/25/17 at 4:15 pm, officers were dispatched to the Somersville Town Center for four juveniles who were asked to leave the property and threatened to assault a mall security guard. Officers arrived and contacted the four juveniles who were refusing to leave. The security guard gave a statement that one of the juveniles (a 16 year old male) threatened to kill him. Officers arrested the juvenile who made the threats and told the other three juveniles that they needed to leave the property. One juvenile (a 15 year old male) refused to leave the property and started telling the officers that he did not need to leave. The juvenile started to walk back towards the mall, and an officer moved in to arrest him. The juvenile started to flee on foot, and the officer took the juvenile into custody after a brief struggle. While they were taking that juvenile into custody, his two friends (both 15 year old males) tried to interfere with the arrest and were arrested for obstruction. One of the juveniles was sent to Juvenile Hall for obstructing police. The other three juveniles were booked at the Antioch PD jail and later released to their parents with a citation.
• • 1/25/2017 at 12:35 pm, an officer went to a residence in the 600 block of Doolittle Way to look for 35 year old Michael Martinez who had a warrant for his arrest. Martinez was found hiding in the attic of the residence after being challenged by an Antioch PD K9 officer. Martinez was arrested without incident and booked into County Jail.
• • 1/25/2017 at 10:51 am, an officer contacted 22 year old Adrian Orduno near G St. and 10th St. A records check revealed Orduno had a warrant for his arrest. Orduno was arrested without incident and booked into County Jail.
• • 1/25/17 at 02:21 am, officers were dispatched to a solo vehicle collision into a parked car on Evergreen Ave. Upon arrival, officers located the driver, 25 year old Lorreyna Ruiz. Ruiz was found to be intoxicated. She was arrested without incident and transported to County Jail for DUI.
• • 1/24/17 at 5:00 pm, the reporting party called police to report 22 year old Travis White had a warrant and was currently at his residence on Aster Dr. Officers responded and located White on the front porch. He was arrested on his warrant and sent to County Jail.

• • 1/24/17 at 10:22 am, officers responded to Antioch High School on a report of 33 year old Cheryl Smith urinating in public and refusing to leave the school. Upon the officers’ arrival, they determined Smith to be heavily intoxicated. Smith was arrested for being drunk in public, and she was sent to County Jail for a sobering period.
• • 1/24/17 at 9:44 am, dispatch received a call from an anonymous male stating there were two vehicles shooting at each other. Upon arrival, officers located a witness who saw an unknown male in a white, older model sedan shoot a gun from the vehicle and take off westbound on E. 18th St. at a high rate of speed. Officers were unable to locate any expended shell casings in the area and no victims came forward.
• • 1/23/17 at 9:54 pm, an officer was on patrol when he saw 40 year old Charles Livous sitting on a bench in front of a business located at 3103 Delta Fair Blvd. There are signs attached to the business that clearly state that it is private property and there is to be no trespassing. The officer asked Livous why he was in front of the business and Livous stated that he was hanging out in front of the business to use the stores WIFI connection. Livous was given a citation for trespassing and released at the scene.
• • 1/23/17 at 6:26 pm, 21 year old Matthew Beck was driving west on W. 18th St. Beck ran a red light and collided with a vehicle traveling north on G St., driven by a 30 year old female who was eight months pregnant. The pregnant female was trapped in her vehicle and had to be extricated by the fire department. She was transported to an area hospital for complaints of pain. Beck was determined to be driving while under the influence of alcohol. He was arrested and sent to County Jail for DUI.
• • 1/23/17 at 2:12 pm, the victim reported 58 year old Tony Cotton had robbed her and took her cellular phone and purse on Lemontree Way. Upon the officers’ arrival, they learned that Cotton had grabbed the victim’s arm and forced her cellular phone from her hand and stole her purse. Cotton fled the scene and was later located at his residence. Cotton was in possession of the victim’s phone and was taken into custody without incident. Cotton was on felony probation for firearms violations. Cotton was booked at Antioch PD and later transported to County Jail on the charges of robbery and probation violation.
• • 1/23/17 at 1:21 pm, officers responded to a home in the 400 block of H St. to assist the Fire Department with a structure fire. Upon the officers’ arrival, the home was found to be fully engulfed. The occupants of the home were not home at the time and later arrived on scene. Fire investigators responded to the scene and found no signs of arson. The victims declined the assistance of Red Cross. Code Enforcement responded and tagged the home as unsafe.
• • 1/23/17 at 11:35 am, an officer was providing extra patrol to the CVS building on Somersville Rd. The officer made contact with 57 year old Tamara Williams going through the trash can to the rear of the business. The business is closed and it was posted with no trespassing signs. The owner of the business requested Williams be arrested for trespassing. Williams was placed under arrest and released on scene with a citation.
• • 1/23/17 at 10:47 am, the victim’s daughter reported her mother’s residence on Birch Ave. was found to have been burglarized. The victim had recently been placed in a care home. The victim’s daughter had been packing and cleaning the house in preparation to list the house for sale. All valuables, to include tools, antiques, jewelry, etc. had been placed in boxes inside the garage. When the victim’s daughter arrived on scene to check on the house she discovered the property missing with signs of forced entry. No suspects were located.
• • 1/22/17 at 11:58 pm, 47 year old Samuel Odei was driving his vehicle westbound on Buchanan Rd. just west of Somersville Rd. when he jumped the median and hit a city owned pole. Odei was determined to be driving under the influence. Odei was arrested without incident and transported to Antioch PD for a blood draw. Odei was then transported to County Jail for DUI.
• • 1/22/17 at 10:29 pm, an officer was inside of the Starbucks Coffee Shop on Lone Tree Way when he was contacted by the store manager. The manager advised that 25 year old Jackson Githua had locked himself inside of the Starbucks women’s bathroom for the past 30 minutes and would not leave the bathroom. The manager also advised that Githua had been in the store earlier harassing customers, and officers had given him a trespass warning at that time. Officers made contact with Githua, placed him under arrest without incident, and sent him to County Jail since the crime was likely to continue.
• • 1/22/17 at 9:20 pm, an officer contacted 49 year old Paul Lomeli riding a bicycle in front of the Dairy Queen on E. 18th St. The officer recognized Lomeli and knew he had an outstanding warrant. The officer arrested Lomeli without incident. Lomeli was issued a Promise to Appear with a new court date and released at the scene.
• • 1/22/17 at 5:00 pm, two unknown males entered the East County Veterans Thrift Store on W. 2nd St. The owner observed one of the males conceal a red and black Marine Corps hat under his jacket. When the owner confronted the suspect, he denied concealing a hat and emptied his pockets to show her. In doing so, he exposed the concealed hat under his sweater. When the owner pointed out the hat, the suspect slapped her hand away. He then knocked over a display and left the store. The other male was not directly involved but walked out with the suspect. The suspect was not located. The owner was not injured.
• • 1/22/2017 at 10:54 am, an officer was dispatched to the 2200 block of Mandarin Way for a report of mercury in the roadway. Upon the officer’s arrival, he located a large amount of liquid mercury in the roadway. The Fire Department responded to the scene who ultimately contacted the County Hazardous Materials team. The Hazardous Materials team responded and collected the mercury. Officers were unable to determine where the mercury came from.
• • 1/22/2017 at 9:14 am, an officer made a traffic enforcement stop in the area of Lone Tree Way and Davison Dr. The officer contacted 26 year old Jose Ortiz in the front passenger seat. During a routine warrants check it was discovered Ortiz had an outstanding felony warrant for his arrest out of Alameda County. Ortiz was taken into custody without incident and later booked into County Jail.
• • 1/22/17 at approximately 7:48 am, officers made contact with 38 year old William Escobar at his residence on Carpinteria Dr. The officers were familiar with Escobar and knew he was past his annual sex offender registration by six weeks. Escobar was taken into custody without incident. Escobar is on two counts of probation and was transported to County Jail for a probation violation and for failing to register.
• • 1/22/17 at 4:34 am, an officer observed a vehicle that appeared to have driven off the roadway into the open field near Hillcrest Ave. and Sunset Dr. The driver, 33 year old Victor Yantas, was contacted asleep behind the wheel. Yantas displayed objective symptoms of being under the influence of an alcoholic beverage. He refused field sobriety tests and was determined to be DUI. Yantas was arrested without incident and transported to County Jail.
• • 1/21/17 at 10:17 pm, an officer patrolling the area of Peppertree Way located a previously reported stolen vehicle with 34 year old Lawrence Wiley getting out of it and walking away. The officer took Wiley into custody without incident. Wiley was found to be in possession of keys that operated the ignition of the stolen vehicle. Wiley was booked into County Jail for auto theft, possession of stolen property and possession of burglary tools. He was also booked on an unrelated outstanding arrest warrant.
• • 1/21/17 at 8:57 pm, an officer contacted 35 year old Dawanna Hall and 22 year old Jason Perez loitering on the property of the closed CVS pharmacy located on Somersville Rd. Both subjects have been warned in the past regarding trespassing on the property. Antioch PD had a trespass letter on file from the property owner. Both subjects were issued citations and released.
• • 1/21/17 at 10:42 am, a fire broke out in the Antioch City Animal Services laundry room at 300 L St. A dryer was on fire and employees evacuated the building with several animals. The fire alarm activated throughout Animal Services and the Police Department. At one point, the dryer was fully engulfed and heavy smoke filled the hallways. Fire responded and extinguished the flames. One employee was transported to the hospital for smoke inhalation.
• • 1/21/17 at 4:28 am, the reporting party called Antioch PD while watching 32 year old Robert Rominger and 44 year old Michael Thomas looking into cars parked in the AutoZone Parking lot on A St. Officers arrived and contacted Rominger and Thomas walking away from a Honda with a freshly smashed window. Both were detained and Rominger was found to have the vehicle owner’s property in his possession. Both were taken into custody and it was determined Thomas was just present and had no involvement in the theft. Rominger gave a full confession when interviewed. Thomas was released per PC 849(b), and Rominger was later transported to County Jail for auto burglary.
• • 1/21/17 at 2:19 am, officers responded to the 3200 block of Tabora Dr. for the report of a vehicle that had struck several vehicles and crossed the sidewalk into the bushes. On arrival, 39 year old David Holland was contacted nearby and found to be heavily intoxicated. Holland was not injured, but his car was totaled. He failed field sobriety tests and was taken into custody. Due to being involved in a collision, he was transported to an area hospital. Holland provided a blood sample and, due to his level of intoxication, was held at the hospital for a sobering period and released per PC 849(b).
• • 1/20/17 at 10:31 pm, officers noticed 25 year old Thomas Costa sitting on the front porch of 39 E. 6th St. They were aware Costa had several warrants for his arrest. He was taken into custody for two warrants for drugs and alcohol violations. He was sent to County Jail.
• • 1/20/17 at 8:29 pm, the victim had just arrived home on Rossi Ave. and was walking to her front door from her car, when she was pushed from behind and then pulled to the ground. The suspects, later identified as 18 year old Chris Revuelta, a 16 year old female; and a 14 year old male began kicking and hitting her while taking her purse and car keys. All suspects got into her vehicle parked nearby in the driveway and fled the area. An area check was done with negative results, and a County Wide BOLO was sent out. Later in the shift, officers received information that Pittsburg PD had located the victim’s vehicle in the 600 block of Carpino Ave. Pittsburg officers were able to detain Revuelta and the 16 year old, but the 14 year old managed to flee on foot. Antioch PD officers responded and took over the investigation. The victim responded and was able to identify both Revuelta and the 16 year old. Both were later transported to County Jail and Juvenile Hall. An area check for the 14 year old met with negative results. The vehicle and most of the contents of the victim’s purse were returned to her. She suffered minor injuries from this incident, but declined any medical treatment. The 14 year old is currently being sought for his involvement.
• • 1/20/17 at 3:06 pm, officers were called to a parking lot in the 2700 block of Hillcrest Ave. for a suspicious vehicle with people possibly selling drugs. Officers contacted 27 year old Stephen Toungett in the driver’s seat and 26 year old Brent Ferguson in the passenger seat. Officers observed cash, a scale and marijuana in plain view on the center console. During a search of the car, officers located over four pounds of processed marijuana, over $1,600 in cash and two electronic scales. During the investigation, Ferguson lied about his name. His identity was eventually discovered and he was issued a citation for providing a false name to police. Toungett was arrested for possession of marijuana for sales and booked in County Jail.
• • 1/20/17 at 10:58 am, a 13 year old male was arrested after assaulting a classmate at Antioch Middle School. The juvenile suspect was sent to Juvenile Hall for felony assault.
• • 1/20/17 at 10:00 am, officers went to an address on Magnolia Way to follow-up on a petty theft that occurred at O’Reilly’s Auto Parts on A St. Officers found the responsible vehicle and made contact with 27 year old Lewis Butler in the passenger seat. Butler was evasive with officers and refused to give his identification. Butler got out of the van and tried to flee towards the residence. Officers caught Butler before he could make it into the home and were able to get him into handcuffs after a brief struggle. Butler was found to have a probation violation warrant. He was sent to County Jail on his warrant. Officers were able to recover the stolen property from O’Reilly’s and arrested the responsible, 26 year old Darrin Hughes at the location, as well. He was also sent to County Jail on a probation violation.
• • 1/19/17 at 11:56 pm, officers responded to a silent alarm at the Brown Cow Dairy on Delta Fair Blvd. The building was secure, but 35 year old Michael Kyle was contacted on the side of the business. He was found to have a warrant for his arrest. He was taken into custody without incident and booked into County Jail.
• • 1/19/17 at 9:39 pm, 18 year old Genisis Barrera was contacted at her residence on San Jose Dr. Officers were aware there was probable cause to arrest her for assaulting and robbing her mother a few days prior. She was taken into custody without incident and booked into County Jail.
• • 1/19/17 at 1:50 pm, the victim was walking down the street on Ridgeline Dr. when a group of subjects walked up from behind her and ripped her purse from her shoulder. The victim never saw the suspects’ faces but gave a good description of their clothing. An officer was conducting an area check and saw a vehicle leaving the area occupied by several subjects. One of the subjects was wearing a shirt described by the victim. The officer conducted a traffic stop and contacted the four teenage occupants. They all admitted some involvement in the theft and took the officer back to a house where they dumped the victim’s purse. One of the subjects, a 15 year old male, was a suspect the officer had been looking for regarding a robbery that occurred on the 17th at Deer Valley High School. This suspect was the primary responsible in that case, as well. He was sent to Juvenile Hall and the others were issued citations and released. The victim’s property was returned to her.
• • 1/19/17 at 8:09 am, officers were dispatched to a home on Reimche Dr. for the report of a trespasser at the location. This location was a Red Tagged house by Code Enforcement and Antioch PD had been dispatched there numerous times for trespassing issues. Upon arrival, 39 year old Crystal Garner was contacted and was confrontational with officers refusing to listen to orders being given to her. She was taken into custody after a brief struggle. She was issued a citation and released.
