Contra Costa reaches 80% vaccinated, lifts mandates for restaurants, gyms, theaters

Retiring Health Officer, staff never showed percentage of COVID cases that originated at those businesses, but still issued order in September

Average daily number of new cases have likely peaked, countywide hospitalizations due to COVID-19 have also in decline

With 80% of all county residents now fully vaccinated, Contra Costa Health Services (CCHS) on Friday, Feb. 4, 2022, lifted its health order requiring certain businesses, including restaurants, gyms, bars and theaters, to verify the vaccination status or recent negative test results of customers. So, there is no longer a need to show your papers at those businesses. (For details see the Rescinding Order)

Although neither former county Health Officer Dr. Chris Farnitano nor county health staff could ever provide documentation showing the percentage of COVID cases in the county from patrons of restaurants, bars, gyms or theaters, he issued an order as of Sept.  22, 2021 requiring those businesses to verify that indoor customers were fully vaccinated, or had tested negative for COVID-19 within the previous three days. His order also included a requirement for workers in indoor areas of those businesses to show proof of full vaccination or test weekly. (See related article)

Farnitano is retiring from his position, next month and Contra Costa County Director of Public Health Dr. Ori Tzvieli is now serving as acting county health officer, as part of the transition.

Testing data show COVID-19 transmission, fueled by the highly contagious omicron variant, remains high in Contra Costa, but that the average daily number of new cases have likely peaked, and countywide hospitalizations due to COVID-19 have also begun to decline.

“We believe now is the right time to loosen a requirement that made a lot of sense last summer, when a different variant of COVID-19 was dominant and there was less community immunity,” said Dr. Ori Tzvieli, acting Contra Costa County Health Officer. “But by no means are we back to normal. There are still many more cases of COVID-19 in our community now than there were in mid-December, so we need to continue to take precautions when we go out.”

The best protection against COVID-19 infections, and serious illness from infections, is to be fully vaccinated and up to date with a booster dose whenever eligible.

“We deeply appreciate everyone who has chosen to vaccinate. You have made yourselves, your loved ones, and the entire community safer,” Contra Costa Health Director Anna Roth said. “If you are eligible and you have not gotten your booster, it is really important that you get one. People who get boosted are significantly safer from serious COVID-19.”

County data show that the daily COVID-19 case rate for Contra Costa residents who received booster doses is more than three times lower than that of unvaccinated people, and about nine times more effective at preventing hospitalization due to the virus.

On Thursday, Contra Costa reached a new milestone, with 80% of all county residents now fully vaccinated. So far, 48.4% of eligible residents have received booster doses.

The verification order, which took effect last September, applied to businesses where people remove face coverings to eat or drink indoors, such as restaurants, bars and entertainment venues, and to gyms and other indoor fitness facilities, including yoga and dance studios, where patrons breathe more heavily due to exercise.

The order required these businesses to verify that indoor customers were fully vaccinated, or had tested negative for COVID-19 within the past three days. It also included a requirement for workers in indoor areas of these businesses to show proof of full vaccination or test weekly.

Though the county requirement may be lifted, private businesses may choose to implement their own verification requirements to better protect customers and staff, and CCHS encourages them to consider doing so as a safest practice during the pandemic.

Other state and countywide health orders remain in effect, including workplace vaccine verification requirements for healthcare workers, first responders and congregate care workers, and a requirement for most people to wear face coverings in most indoor public spaces.

Current state health orders still require proof of vaccination or a recent, negative test result in certain situations, including when visiting hospitals or long-term care facilities, or attending indoor “mega events” of 500 or more people.

Contra Costa Supervisors to act on affordable housing, election campaign funding ordinances Tuesday

Will celebrate Inaugural Asian and Pacific Islander Lunar New Year, honor City of Antioch’s Sesquicentennial

An ordinance concerning Contra Costa County’s affordable housing status and other proposed ordinances designed to boost election campaign funding for Supervisors and Non-supervisor candidates along with an Inaugural celebration recognizing the Asian and Pacific Islander New Year will be some of the Agenda Items the Contra Costa County Board of Supervisors will either take action on or pay tribute to at a meeting on Tuesday, February 1.

The Supervisors will meet remotely, starting at 9:00 a.m.  Proceedings will be televised on Comcast Cable twenty-seven, ATT/U-Verse Channel 99 and WAVE Channel 32 and can be seen live online at www.contracosta.ca.gov.

Public Hearing on Inclusionary Housing Ordinance

Supervisors will hold a hearing to determine if the county’s Inclusionary Housing Ordinance is “Consistent with the State’s definition of low-income household and qualifying income units and exempt community care facilities from the County’s Affordable Housing Requirements,” according to the report from the Contra Costa County Conservation and Development.

In effect since 2006, the proposed ordinance would align the County’s Ordinance with changes in the state’s definition of extended low, very low-, low- and moderate-income households and their respective qualifying income limits.

The proposed ordinance would exempt Community Care Facilities from the County’s Affordable Housing Requirements.

Election Campaign Ordinance

Supervisors will consider an Election Campaign Ordinance for Supervisorial and Non-supervisoral candidates increasing individual donations from $1,675 to $2,500.  The County’s Election Campaign Ordinance was first adopted in 1984 and was last revised in 2005.

The Election Campaign Ordinance also applies to other County Elected Positions such as Recorder-elections, Treasurer, Assessor, District Attorney, and Sheriff-Coroner.

A few weeks ago, when Supervisors first reviewed this ordinance, they had briefly studied the idea of raising donations to $5,000, the state limit, but decided to not go that route.

Inaugural Asian and Pacific Islander New Year Celebration

The Board of Supervisors will conduct their inaugural Asian and Pacific Islander New Year Celebration with Susan Kim, executive director of the Contra Costa Family Justice Center, and Professor Kent Wong, Director of the University of California Los Angeles Labor Center, as speakers.   The multi-cultural ceremony will feature dance, music, food, and unique customs of many of the Asian and Pacific Islander communities represented in Contra Costa County including Nepalese, Filipino, Chinese, Vietnamese, Cambodian, Laotian, Tai, and Indian communities.

“We want to recognize one of the most important celebrations for our Asian and Pacific Islander communities and dismiss monolithic stereotypes by featuring the diversity in our Asian communities,” said Board Chair, Supervisor Karen Mitchoff. “Contra Costa County will make history on the first day of this year’s Lunar New Year, February 1st, with the inaugural event as we honor and celebrate the many different Asian and Pacific Islander cultures and traditions. As an important and integral part of our County family, we celebrate the new year with you, and wish everyone a happy and prosperous new year!”

The Asian and Pacific Islander New Year Celebration will be shown at www.contracostaca.gov/6068 or www.contracostatv.org. The community can watch on Contra Costa Television (CCTV) Channels; COMCAST Cable 27.

Rodeo Senior Housing Project  

Supervisors will hold a hearing on a proposal to permit Conservation and Development Director John Kopchick to sign a Development and Loan Agreement between the County and La Loma Rodeo EAU LLC for the sale of county owned property at 710 Willow Ave. in Rodeo.

The Rodeo development calls for the construction of a PA 67-unit affordable unit senior housing project with community space. The developers will receive from the county a $4,450,000 loan from the Housing Succession Low Moderate-Income Funds for construction of the building. The County would sell the County-owned property to La Loma Rodeo for $980,000.

Will honor City of Antioch’s Sesquicentennial – 150th Anniversary

District 3 Supervisor Dianne Burgis who represents portions of Antioch, will present her resolution for adoption that recognizes the City of Antioch’s Sesquicentennial or 150th Anniversary of Incorporation. Antioch was founded as Smith’s Landing in 1849 when the twin Smith brothers purchased land from John Marsh, owner of Rancho Los Medano, who had constructed a landing on the San Joaquin River. Following the death of Reverend Joseph Horton Smith in 1850, the residents, under the leadership of Rev. William Wiggins Smith, gathered during the July 4, 1851 picnic and renamed the town Antioch after the biblical city in Syria where the followers of Christ were first called Christians.  The City of Antioch was incorporated on February 6, 1872, becoming Contra Costa County’s original city. Housing construction is key to Contra Costa’s economic rebound in “Post-COVID New World Order” Supervisors told

A housing boom in the single family and multi-family residential construction sectors will jump start Contra Costa County’s economy in the post-COVID 19 era, economist Dr. Christopher Thornberg told the Contra Costa County Board of Supervisors during their retreat on Tuesday.

“Housing, housing, housing is the wave of the future for Contra Costa County,” Dr. Thornberg of Beacon Economics said during a two-hour remote presentation entitled “The Post-Covid New World Order: It’s a seller’s market for now.”

In 2021, Contra Costa County outpaced other Bay Area counties especially San Francisco and Alameda counties in issuing single family and multi-family residential permits, the economist said.  Housing construction serves as an economic sparkplug for the local economy – stores and services, especially public schools.

From this increased economic activity, the county will draw increased sales tax revenue particularly from the newly voter approved Measure X sales tax measure.  County officials estimate Measure X will pump in $170 million of additional revenue for county health and social programs for the 2022-23 fiscal year.

Contra Costa County had issued 1,687 permits in 2021 for single family residential units, an increase of 466 permits from 2019 and 1,336 permits for multi-family residential units, an increase of 580 units from 2019, based on statistics that Dr. Thornberg showed.

In the meantime, San Francisco City and County issued only 86 single-family housing permits in 2021, an increase of only nine permits from 2020, and 2,075 multi-family residential unit permits in 2021, a decrease of 552 permits, from 2020.

Residential construction in Alameda County was down in both categories. Single family was declined 41 permits with 1,241 permits issued overall in 2021.  Multi-family residential construction was also down 126 units to 2,953 units multi-family residential unit permits overall.

“Offices are going to take a beating in the suburbs,” the economist forecast. More people are working from home, and it appears this remote trend is here to stay for a while, he said.

In San Francisco’s Financial District, where it is nearly deserted because of the pandemic, there are office buildings that are practically empty of workers, Thornberg said.  He said it would be very costly to convert unused office buildings into residential buildings in the city.

79.8 Percent Fully Vaccinated 

Meanwhile, Contra Costa County Health Services Director Anna Roth reported that 79.8 percent of the county’s population is fully vaccinated.

“Mask-wearing has become a priority and wearing cloth masks are not that protective,” said Roth

Even then there has been a surge in the number of COVID-19 cases in the county Deputy Health Officer Dr. Ori Tzvieli said with 281 patients hospitalized with COVID-19 or the Omicron variant.

Supervisors also learned the county on average administers 12,000 COVID-19 tests daily.

Nino Recommends Postponing $59 Million of American Rescue Plan Funds

Supervisors also, on the recommendation of County Administrator Monica Nino, voted 5-0 to postpone the acceptance of $59 million of the second-year allocation of American Rescue Plan funds “until the status of the COVID-19 pandemic and related impacts on Contra Costa County is better understood in January 2023,” she stated.

In the meantime, some $53 million in year two American Rescue Plan funds be accept by the county.

Nino had cited bureaucratic red-tape issues both at the state and federal levels for temporarily halting portions of the federal funds used for rental assistance, employment assistance and other federal government subsidy programs developed during the COVID-19 pandemic.

 

 

Measure X Sales Tax – meeting the needs of our community?

Measure X, a new county-wide sales tax to support health and human services for our local neighbors and families, was passed by voters in November 2020. The tax money is being collected and decisions are being made on how to allocate the money in support of the values we hold as residents of Contra Costa.

The Measure X Advisory Committee was established by the Contra Costa Board of Supervisors to help prioritize spending of Measure X dollars to support health and human services in our county. The Committee has met over many weeks, days and hours, and has produced its report. The people of Contra Costa County have unmet human service needs, and they are growing fast, as documented by the Measure X Advisory Committee. The Board has weighed these growing needs with the limited dollars available to allocate this first year.

Join us Thursday, February 17 at 4:00 p.m. for a Zoom webinar to hear about the first year of allocations. What was recommended by the Advisory Committee, what was funded, and what are the gaps still remaining? Do these allocations support our values? What can we learn from this first year of sales tax allocations?  What does this mean for the future?

This expert panel will be moderated by Shanelle Scales-Preston, Vice Mayor and Pittsburg City Council member. Contra Costa Supervisors to consider COVID-related budget issues, Measure X fund allocations during Tuesday retreat

Administrator to recommend delaying allocation of $59 million in federal American Rescue Plan funds; projects 6% increase in property tax revenues

Citing bureaucratic red tape, Contra Costa County Administrator Monica Nino will propose the Contra Costa County Board of Supervisors postpone spending $59 million in federal American Rescue Plan funds until at least January 2023 in her presentation during their retreat focused on COVID-19 era budget issues, Tuesday.

The retreat will be televised live starting at 9 a.m. on Comcast Cable 27 and WAVE Channel 32 and online.

“The challenge in lining up funds to maximize cost recovery requires constant monitoring (coordination) between departments,” County Administrator Nino stated in documents recommending the partial funding postponement.

At the same time, Nino will also recommend $53 million in American Rescue Plan funds be allocated to the Contra Costa Health Services Department to improve response to the COVID-19 pandemic during the upcoming 2022/2023 fiscal year.

Supervisors are also expected to learn that for the upcoming fiscal year, $107 million of Measure X sales tax revenues will be allocated for the budget and 15 percent of the county’s labor contracts, including the California Nurses Association contract, which will be up for renewal on June 30. The 2022/2023 fiscal year budget will mark the first time Measure X funds will be spent.

County Administrator Nino is also expected to announce property taxes are to increase six percent for fiscal year 2022/2023, 3.44 per cent for the county and 3.82 percent for the Contra Costa County Fire Protection District.

“County property taxes declined over 11 percent between 2009 and 2012 and then grew significantly between 2014 and 2019. Projecting an increase of 6 percent for fiscal year 2022/23,” Nino’s report states.

“The budget will be built on assumption of a 6 percent increase in assessed valuation. Fiscal year 2022/23 is projected to be significantly higher than normal,’ she wrote in the background document.

At the retreat, Dan Geiger will offer a presentation by the Contra Costa Budget Justice Coalition, consisting of 34 non-profit organizations focused on county fiscal accountability issues, that will showcase how the organization will monitor the supervisors’ budgetary process especially when in the 2022/2023 fiscal year $110 million of Measure X sales funds will be added to the general fund for the first time.

During their budget discussion, Supervisors will also receive departmental presentations from the Sheriff-Coroner, District Attorney, Public Defender, Health Services Director, Employment and Human Services Director and Animal Services Director.

Contra Costa County voters passed the Measure X countywide, half-cent sales tax increase on the November 2020 ballot.

The supervisors will also receive a report on Capital Projects, the Facilities Condition Assessment and the Facilities Master Plan.

The Post COVID New World Order presentation

Supervisors will also hear a report entitled, “The Post COVID New World Order – It’s a seller’s market for now,” delivered by Dr. Christopher Thornberg of independent economic research and consulting firm Beacon Economics. Thornberg predicts unemployment in the county should be 3.4 percent by the end of 2022, which is currently pegged at 4.6 percent.

“Labor tightness sets off an investment boom,” he will predict, but the economist will also warn, “Expect a sugar crash to come, combination of a tight federal budget and inflation.”

Contra Costa Supervisors honor Humanitarians of the Year during 44th annual MLK Celebration

During Contra Costa County’s virtual, community 44th Annual Dr. Martin Luther King, Jr. Celebration and Humanitarian Awards, on Tuesday, January 18, 2022, Humanitarians of the Year, Gigi Crowder and Kaia Morgan were honored. The theme of this year’s celebration was “One People, One Nation, One Dream.” (See video) (See related article)

The event featured keynote speaker, former San Ramon Mayor H. Abram Wilson, who was the City of San Ramon’s first elected African American mayor. This year’s program also featured special guest California State Superintendent of Public Instruction Tony Thurmond, a Richmond resident.

Entertainment was provided by Grown Women Dance Collective and Contra Costa School of Performing Arts with a Spoken Word performance by Samara Desmond, Seon Lettsome and Anthony Josa of “The Artist Dreams”, written by Desmond.

2022 MLK Adult Humanitarian Gigi Crowder

Congratulations to our 2022 Contra Costa County Humanitarian, Gigi Crowder, an Antioch resident. Crowder is the mother of two biological children, 30 years old twin sons, and has served as a foster mom and mentor to many more through divine interventions. Crowder served for over nine years as the Ethnic Services Manager for Alameda County Behavioral Health Care Services and has worked in the Behavioral Health Care field for more than 32 years, after completing her studies at the University of California, Berkeley.

As a family member of several loved ones who have received private and public mental health services, she strongly advocates promoting culturally responsive behavioral health services for all peers and family members. She is unapologetic about addressing the needs of African Americans. Crowder became the Executive Director for NAMI Contra Costa in 2018. She is also the FaithNet Coordinator and has advanced efforts statewide to reduce mental health stigma by training Faith Leaders using the Mental Health Friendly Communities training curriculum she co-designed.

Her current focus is addressing the needs of those living with mental illness who are often criminalized for living with a medical condition. Highlights of her career include being inducted into the Alameda County Women Hall of Fame; developing programs to enhance employment opportunities for individuals with psychiatric challenges; and receiving the 2013 MHAAC Mental Health Achievement Award. She also received the 2016 Multi-Cultural Outreach Award from NAMI California and the 2020 “Making a Difference Award” from the Interfaith Council of Contra Costa County. Crowder is also credited for positioning NAMI Contra Costa to win the NAMI 2021 Multicultural Outreach Award.

Crowder is being recognized for her impact and work to improve the mental health and wellbeing of Contra Costa residents.

2022 MLK Student Humanitarian Kaia Morgan

Congratulations to our 2022 Contra Costa County Student Humanitarian Kaia Morgan of Pittsburg, a senior at Ygnacio Valley High School. After gaining awareness of them online, Morgan became interested in confronting social issues and quickly became passionate about addressing injustices against minorities.

In February of 2020, Morgan was inspired by a class lesson on the harm of Native mascots to use her voice to speak out against racism on a more local level, starting with the Native mascot at her high school. She started the Change the Mascot Committee at Ygnacio Valley High School that month, and as of December 2021, their mascot is now the Wolves.

She made a change.org petition and got that circulating widely in her community. Morgan spoke to the school board and she helped to organizer her peers and met with me regularly to strategize. Morgan’s efforts and those of the students and teachers she inspired along the way resulted in a new measure, passed at the School Board level, where not only did her own school’s mascot and racist imagery get the approval for the change, but a district-wide approval was granted wherein all racist and disturbing imagery and mascots throughout the entire district will now be removed and replaced with those which truly honor our students and their heritages by no longer using the oppressed as mascots or their oppressors as mascots or inspirations.

Morgan is being honored for demonstrating the determination, perseverance, and strength to create change in the spirit of Dr. Martin Luther King, Jr. She lives with her parents and two siblings. Morgan plans to attend college in the fall and study psychology.

Abram Wilson is married to Dr. Karen B. Wilson. They have been residents of the City of San Ramon for over thirty years. The Wilsons’ have two children, Natasha A. Wilson-Cruz, Esq., and P. Nathan Wilson, and are blessed with three grandchildren.

Wilson was instrumental in setting forth a framework to develop a disaster preparedness plan for the City of San Ramon and businesses, schools, and cities in the Tri-Valley and San Ramon Valley areas. Wilson is the 2005 recipient of the National Music Educator Association, State Legislator of the Year award for his support of music education.

Wilson is a member of the Board for the Sentinels of Freedom Organization that has helped provide services to men and women who have been disabled in Iraq with housing, employment, and transportation. Wilson is a veteran of the U.S. Army.

Wilson worked as a federal funds trader at Wells Fargo when he returned to civilian life. He was elected to the San Ramon City Council in November 1999, appointed mayor in 2002, and became the City of San Ramon’s first elected and first African American mayor in 2003. He was re-elected in 2005. Wilson was the 2005 recipient of the National Music Educator Association, State Legislator of the Year award “for his support of music education in the schools.”

Wilson is a 2007 honoree from the California Congress of Parents, Teachers, and Students for his outstanding service to children and youth. His contribution to the Honorary Service Award Program Fund provides scholarships for students and individuals to further their education.

He also received a Certificate of Support from the East Bay Leadership Foundation for “Making a difference in the lives of Bay Area Students.”

About The Honorable Tony Thurmond

Tony Thurmond was sworn in as the 28th California State Superintendent of Public Instruction on January 7, 2019.

Superintendent Thurmond is an educator, social worker, and public school parent who has served the people of California for more than ten years in elected office. Previously, he served on the Richmond City Council, West Contra Costa Unified School Board, and in the California State Assembly representing District 15.

Like many of California’s public school students, Superintendent Thurmond came from humble beginnings. His mother was an immigrant from Panama who came to San Jose, California, to be a teacher. His father was a soldier who didn’t return to his family after the Vietnam War. Thurmond met his father for the first time when he was an adult. After his mother died when he was six, Thurmond and his brother were raised by a cousin who they had never met.

Superintendent Thurmond’s family relied on public assistance programs and great public schools to get out of poverty, and public school education allowed him to attend Temple University, where he became student body president. He went on to earn dual master’s degrees in Law and Social Policy and Social Work (MSW) from Bryn Mawr College and began a career dedicated to service.

Much of Superintendent Thurmond’s social service work has focused on improving the services provided to foster youth and directing programs that provide job training to at-risk youth. He also led programs to provide help for individuals with developmental disabilities. He has 12 years of direct experience in education, teaching life skills classes, after-school programs, and career training.

Over the course of Thurmond’s tenure since being sworn in as State Superintendent, he has championed and created many historic initiatives on behalf of California’s students.

Superintendent Thurmond lives in Richmond with his two daughters, who attend local public schools. They are his inspiration and a constant reminder about the promise of our neighborhood schools and the strong future that every child deserves.

Contra Costa College Board votes for gerrymandered redistricting map protecting incumbents, splitting more cities

4-0-1 vote approves staff drawn map keeping boundaries significantly the same as current, politically drawn wards map from 2011; leaves portions of Antioch in same ward with most of the San Ramon Valley

The Contra Costa Community College board, on a 4-0-1 vote, approved a final redistricting, staff-drawn map that keeps the ward boundaries significantly gerrymandered, protecting each of the incumbents for re-election. Ward 5 Trustee Fernando Sandoval voted to abstain. During a public hearing on Ward Equalization Based on the 2020 Census at their regular meeting Wednesday night, the trustees reviewed three maps drawn by district staff, and only one member of the public, a former trustee, spoke. The new wards will go into effect for this year’s November elections, in which both Ward 3 Trustee Rebecca Barrett and Ward 4 Trustee Andy Li face re-election if they decide to run.

In addition, the board again discussed the “Public employee discipline/dismissal/release/complaint” of Chancellor Bryan Reece during a special meeting at 5:00 p.m. But no reportable action was taken during the closed session.

During the staff presentation on redistricting, Executive Vice Chancellor for Education and Technology Mojdeh Mehdizadeh said, “This is the fourth meeting we’ve held in order to achieve equalization” which was the main focus of the staff-drawn maps. Those include a Community Roundtable on Ward Redistricting on Jan. 6.

“You wanted to see more maps and interactive maps, you wanted to have the high school markers placed on the maps and more time for public input,” she continued. “We also asked the public for more input through an online survey…which went live on Dec. 17. We received a total of 12 responses.”

Three maps were offered to the public, two that are very similar to the current wards map, and one similar to the map that the county Board of Supervisors adopted, with a significantly gerrymandered Ward 2 which is very different than Supervisorial District 5. (See related article)

“Nearly 60% (7 people) indicated that Map 2 is the favored map. Map 3 was the least favored map. About 75% of respondents (8 or 9 people) said it was the least favorite,” Mehdizadeh stated. “We continue to offer Map 2 as the best map.”

That was the same map she and the district’s attorney recommended previously.

The three proposed maps show the locations of the high schools in the county except for Deer Valley High School in Antioch and misspelled the name of Dozier-Libbey Medical High School, also in Antioch.

Splits More Cities

While the new trustee ward map has a total population deviation of just 1.7% between wards – which is closer to the intent of the Constitution of ensuring one-person-one-vote – it keeps things pretty much the same as the 2011 map. It continues to split Antioch, Brentwood and Pittsburg in East County, Martinez, Concord, Walnut Creek and now, one of the county’s smallest cities, Clayton, in Central County, and in West County, instead of splitting Pinole, as the current map does, the new map splits Hercules.

Public Comments

Former board trustee Greg Enholm was the only person to speak during public comments saying, “as a Trustee for 2012 to 2020 I did not participate in the ward equalization process for the 2000 and 2010 Census data. But I was affected as a candidate for the subsequent 2006 and 2010 Ward 3 elections created from the 2000 Census Data and the 2012, 2016, and 2020 elections created from the 2010 Census Data.”

“I have been a candidate in five contested elections being elected in two,” he continued. “I have had many opportunities to interact as a candidate with the approximately 200,000 4CD constituents each in Wards 3 and 5 as well as eight years being accountable to all one million 4CD constituents. I believe that the voters must select their representatives not the reverse. I hope that all five trustees agree with that statement and will ask that staff prevent or at least reveal any inappropriate effort by any current or prior trustee to use ward equalization to primarily improve their opportunity to be re-elected or affect any current or prior trustee’s opportunities to be a successful candidate using the 2000, 2010, and/or 2020 ward equalization process.”

Enholm provided each of the trustees with a copy of his comments on the three maps proposed by staff.

“Please read my comment below on all three proposed maps and ask staff if they have assured that the 2000 and 2010 ward maps were created in full compliance with all applicable laws, rules, and regulations in effect when they were adopted,” he said.

Trustee Comments

Ward 3 Trustee Fernando Sandoval was the only member of the board to speak, asking, “Can you tell me the implications for adopting each map? Can we respond to Mr. Enholm’s question…if the maps were created fairly.”

All three maps comply with population balance, Mehdizadeh pointed out.

“Map number 1 is a slight variation of the first one we presented you,” she said. “As it pertains to the second map, we attempted to keep as many cities as tight knit.”

However, both proposed Maps 1 and 2 split more cities than the current ward map.

“The third map was a request that came from the December meeting…that the Board of Supervisors had adopted their map…that was a consideration, as well,” Mehdizadeh stated.

In response to Sandoval she said, “Your question about the 2000 and 2010 process, I personally was not involved in the 2000 process.”

Mehdizadeh again spoke of population balance.

“In 2010 I can tell you I was directly involved,” she stated. “We worked closely with our legal counsel…we spent quality time with our governing board to get public input.”

“Our county Office of Education chose to adopt the same map,” Mehdizadeh added. “That showed a reduction in costs” for printing and mailing ballots during elections.

“I do know they have a meeting on the 19th,” Sandoval said referring to the county Board of Education. “But this year they hired their own demographer. I don’t know why. Is there a reason we wouldn’t wait for them to come back? We want to make sure the alignment is consistent. Would it be prudent to wait until they vote on a final recommendation?”

“That could be our challenge,” Mehdizadeh responded. “Our maps have to be approved by the end of February. It really is who ultimately who votes and makes a determination of their maps. They have been working closely with us, as staff. They are very well apprised of the timelines. It really is up to the board.”

With no other comments by the trustees Board President and District 2 Trustee Judy Walters closed the public hearing.

Board Adopts Map 2

Then later during the meeting, under NonConsent Agenda – Action Items – Miscellaneous, on a motion by Trustee Li and seconded by Ward 1 Trustee John Marquez, the board voted 4-0-1 to adopt Map 2. Sandoval voted to abstain. Student Trustee Austin Green also voted for the motion, but the vote is advisory, only.

However, the resolution signed by both Walters and Marquez, who is the Board Secretary, incorrectly shows Sandoval voted for the map and Marquez voted to abstain. 4CD adopted Ward Equalization Resolution 0122-20B-MI – incorrect

When reached for comment about the mistake Sandoval said “that’s wrong. I’ll call John Marquez.”

When informed of the mistake, Marquez said, “I’ll call the staff member who handles that, Pat (Kaya) and get it corrected, right away.”

Grieving Burgis hands over Contra Costa Board of Supervisors’ gavel to Mitchoff

Supervisors approve Grand Jury report on animal shelter consolidation with Antioch, countywide sidewalk obstruction ordinance, two years’ worth of ammunition for Sheriff’s Office

A grieving, yet stoic Contra Costa County District 3 Supervisor Diane Burgis conducted on Tuesday her final meeting as Board Chair a month to the day that her husband, Richard Clayton, took his own life. Showing remarkable resilience, Burgis thanked her family, fellow board members, her staff, county employees and constituents for their support.

“We accomplished so much in 2021,” said Burgis, who wore a black dress.  “The annexation of the Contra Costa County Fire District with the East Contra Costa County Fire District will make Contra Costa County so much safer.”

Burgis, whose served on the Board’s Airports’ Committee, praised how the County has developed both the Byron and Buchanan airports, especially Byron with the startup of innovative aeronautical enterprises near the airport.

“I am so proud of our health workers,” Burgis said. “The county public health services have become a model of the state.”

For her work, fellow board members presented Burgis with a picture of Marsh Creek, one of Burgis’ favorite environmental cleanup sites.

“That was really hard for you to do,” District 1 Supervisor John Gioia of Richmond said of Burgis after handing over the gavel to newly sworn in Chair Karen Mitchoff of Ditrict 4 in Pleasant Hill. “We’re all behind you.”

Mitchoff, who will not seek re-election to the supervisorial post that she has held since January 2011, said, “In my final year as an elected official for Contra Costa County, I am excited about what lies ahead and ready to work together to keep improving the quality of life in our county.”

An avid reader, Mitchoff noted that last year she read 60 books, mostly audiobooks.  As a gift for her fellow board members, Mitchoff gave each supervisor a copy of the historical book, “The 1619 Project,” written by Nikole Hannah-Jones.

District 5 Supervisor Federal Glover, who has served on the Board since 2000, will serve as Board Vice Chair.  Glover, who was in line to become chair this year passed on accepting the post to allow Mitchoff to take on the leadership duties in recognition of her more than 40 years of public service.

Third Grand Jury Report on Consolidating County, Antioch Animal Shelters Approved

Without hearing any public comment, Supervisors approved a third Grand Jury report, this one recommending that the County hire a consultant to study the potential consolidation of the County run animal facility in Martinez and the City of Antioch animal shelter run by the Antioch Police Department.

“Public and private animal shelters are experiencing pressure from the explosive growth in the homeless animal and abandoned pet populations,” the new Grand Jury Report states. “Community outreach and education are high priorities for both Contra Costa and Antioch Animal Services, the two public animal shelters within the county.”

The grand jury report went on to state, “The Grand Jury recommends that Contra Costa Animal Services (CCAS) engage a consulting firm for guidance on the possible redistribution of animal services that could be achieved by a gradual process of cost-sharing and shelter coordination. A comparable consolidation currently underway between Monterey County and the City of Salinas Animal Shelters provides a possible model for the integration of Contra Costa and Antioch Animal Shelter services.”

The grand jury also recommends that the two public animal shelters improve their emphasis on community outreach to comfort homeless animal overpopulation.

In addition, the report calls on both the County and City of Antioch to resolve the ongoing problem of abandoned animals left at the Antioch shelter by residents outside the City of Antioch. “Although there is an informal working relationship between CCAS and AAS personnel on this issue, a more formal agreement between AAS and CCAS would facilitate abandoned pet retrieval at both shelters.”

Animal Services Home to Home Contract Approved

In a related animal shelter issue, Supervisors passed a Home-to-Home contract that will not cost the County any funds.  Maddie’s Fund will pick up the tab to re-home pets.  The Home-to-Home Network will lessen boarding of homeless dogs and cats in County Shelter.  Home-To-Home adoptions are free.

Sidewalk Obstruction Ordinance Revised

Without hearing any public comment, Supervisors amended the County Sidewalk ordinance.  The revision permits the County Director of Public Works to “abate any sidewalk obstruction.”

“An adjacent owner shall keep the sidewalk abutting the adjacent owner’s property free and clear of all weeds, rubbish, dirt, rocks, debris, or any other obstruction that interferes with the free passage of pedestrians,” the new ordinance states

Approve Two-Year Ammo Contract for Sheriff’s Office

Supervisors approved a $450,000 contract with Dooley Enterprises, Inc. to deliver Winchester ammunition for the Sheriff-Coroner from Jan. 1, 2022 to Dec. 31 2023. The Sheriff-Coroner’s Office has used Winchester ammunitions for training and duty ammunition purposes for more than 20 years.
