Antioch Police deal with possible homicide, stolen cars and firefighter’s uniform, assault and robbery with knives, shots fired, Jan. 21-28, 2016

- ·On 1/28/16 at 2:27 am, an officer was patrolling on El Rey St when he observed a suspicious occupied Toyota vehicle parked along the curb line. He checked the license plate and the vehicle returned stolen in the system. The officer held the driver, 35 year old Joseph Ford at gunpoint until cover officers arrived. Once cover Officers arrived, a high risk stop was conducted and Ford was arrested without incident. Ford was booked on charges of possession of stolen property, auto theft, and probation violation.
- ·On 1/28/16 at 1:15 am, officers were dispatched to Goodwill located at 2701 W 10th St. for a report of a video activation alarm in the secured lot of the business. Officers arrived and set a perimeter contacting a male who was in a vehicle in the parking lot of the location. The male advised he was there with 28 year old Ashley Hammond but did not know where she was. Hammond exited the secured lot on her own and was detained. A Goodwill employee arrived on scene and signed a citizen’s arrest for Hammond for trespassing. She was arrested and released on a signed promise to appear.
- ·On 1/28/16 at 1:11 p.m., officers were dispatched to the 1800 block of Periwinkle Way after a resident called 911 and stated she had just arrived home and found another resident of the house dead inside. Officers responded and located the victim, a 33 year old male, inside the residence and dead from a gunshot wound. Antioch Police Detectives were called to the scene and are actively working the investigation as a homicide. This was Antioch’s first homicide for 2016. No further information will be released at this time as we are in the early stages of the investigation.
- ·On 1/27/16 at 9:40 pm, officers were dispatched to the 500 block of W 20th St on a report that 19 year old Shawn Brooks broke into the residence and attempted to assault the victim who knew Brooks. Brooks was armed with a knife. It was also known that Brooks had probable cause to arrest for vandalism regarding a previous APD case. Upon arrival officers learned Brooks fled the residence after breaking a window, cutting himself, and attempting to stab the victims in the home. Officers set up a perimeter and while preparing to use the K-9 for a track, Brooks was located and arrested without incident. Brooks had suffered a cut to his arm when he broke the window. He was transported to a local hospital and medically cleared for incarceration. He was booked for today’s incident as well as the vandalism into county jail.
- ·On 1/27/16 at 8:00 pm, officers were dispatched to the area of Lone Tree Way and Davison Drive for a report of a male creating a disturbance on a Tri-Delta bus. Officers located the bus and made contact with the bus driver. The bus driver advised the responsible left on foot. Officers located 25 year old Ronnel Jones down the street who matched the description of the responsible. Jones was found to have an outstanding warrant for his arrest. He was booked at APD and later sent to county jail.
- ·On 1/27/16 at 8:38 pm, officers were dispatched to the Shell gas station at 2701 Hillcrest Ave. on a report of an armed robbery. The victim told officers an unknown male adult stuck a knife to her back and demanded money. The victim didn’t have any money on her so the suspect punched the victim in the face and ran to an unknown make or model gold vehicle, which fled the scene. The suspect was not located.
- ·At 1:11 hours today officers were dispatched to the 1800 block of Periwinkle Way after a resident called 911 and stated she had just arrived home and found another resident of the house dead inside. - ·On 1/27/16 at 3:26 pm, an officer conducted a suspicious vehicle check at the Palms Lot located at 638 W 2nd St and contacted 30 year old Ashley Roja who was found to have no cite warrant for drug charges. Roja was taken into custody and transported to county jail.
- ·On 1/26/16 at 11:14 pm, an officer conducted an enforcement stop for vehicle code violations near 2024 A St. 24 year old Dustin Grimes was the driver of the vehicle and is on probation. Officers searched Grimes and located marijuana in his possession. Grimes was arrested without incident and released with a citation from the scene.
- ·On 1/26/16 at 4:07 pm, an officer noticed a Honda Odyssey with no license plates parked in front of 23 Rossi Ave. The vehicle was occupied by 24 year old Marcus Griffin, who tried to quickly exit the vehicle upon seeing the officer. Griffin was detained without incident and the vehicle was determined to be stolen out of Orinda. The vehicle contained a large amount of stolen property, including a full firefighter’s uniform from the Berkeley Fire Dept. The officer was able to track down victims and confirm that the car contained stolen property from at least three different burglaries that occurred in Berkeley, Orinda, and Moraga. Griffin was booked at county for auto theft and possession of stolen property.
- ·On 1/26/16 at 9:49 am, an officer was on routine patrol when he observed 41 year old Antwane Foster talking to another person while seated on a motorcycle that was stopped in the middle of the street near 2200 Manzanita Way. Upon contact with Foster, the officer learned the motorcycle was reported stolen out of San Francisco. Foster claimed to have gotten the bike from an unknown friend. He was arrested and sent to county jail.
- ·On 1/26/16 at 2:43 am, officers responded to a report of shots being fired in the street at Sycamore Drive and Manzanita Way. Officers found (11) 9mm expended shell casings in the street in front of 1400 Sycamore Dr and (7) .45 caliber expended shell casings on Manzanita Way just south of Sycamore Dr. One round went through the front door of the residence located at 1400 Sycamore Dr #3. No injured victims were located. One witness stated that they heard males arguing in the street and demanding “their money” prior to the shooting.
- ·On 1/24/16 at 11:43 pm, during a pedestrian stop an officer found six $100 American Express travelers checks in the possession of 34 year old Carlos Morales. Morales claimed he found the checks. The officer could not confirm that the checks were stolen as the American Express office was closed. Morales was arrested without incident and released pending further investigation and contact with American Express.
- ·On 1/24/16 at 9:31 pm, 19 year old Isaiah Ladd was at Delta Bowl located at 3300 Delta Fair Blvd acting belligerent and arguing with customers. Ladd was intoxicated and asked to leave. Officers found Ladd, who would not cooperate with officers and arrested without incident and sent to county jail.
- ·On 1/24/16 at 8:47 pm, officers saw a vehicle with no front plate they thought may have been involved in a shooting on W. 8th Street. Upon making a stop they contacted 24 year old Jacob Strock who had an outstanding warrant for his arrest. He was taken into custody and sent to county jail. The occupants and the vehicle turned out to be not involved in the shooting.
- ·On 1/24/16 at 4:37 pm, an officer saw 29 year old George Richardson riding a motorcycle without a helmet. Richardson saw the officer approaching him to make a stop at which time he made several turns in an attempt to evade the officer. The officer caught up to Richardson and got him pulled over. Richardson was driving on a suspended license and wouldn’t provide an answer as to why he tried to evade police. Richardson was arrested and cite released.
- ·On 1/24/16 at 4:02 pm, an officer was conducting extra patrol of the downtown waterfront area when he located a silver SUV parked in the Palms Lot with several males standing around it. The officer ran the rear plate and found it to be a reported stolen vehicle out of Las Vegas NV. As the officer tried to get into position behind the vehicle to initiate a high risk stop, the vehicle abruptly took off out of the parking lot. A pursuit was initiated on G St near W 5th St. The subject ultimately made it to south bound A St where the pursuit was terminated due to speeds.
- ·On 1/24/16 at 12:50 pm, an officer conducted a traffic stop on 24 year old Austin Hagmann who was found to be on probation with a search clause for drug violations. A probation search was conducted and Hagmann was found to be in possession of heroin, methamphetamine and Zanax pills. He was arrested and sent to county jail.
- ·On 1/23/16 at 11:21 pm, 29 year old Bryan Wilson is transient and broke into the residence at 2705 Garrow Dr to get out of the rain. The victim came home to find Wilson asleep in a bed in a bedroom of the residence. Wilson was still asleep when officers arrived and he was taken into custody without incident. Wilson was cite-released from APD.
- ·On 1/23/16 at 11:04 pm, an officer was on an unrelated call on Lemontree Way. when he observed 22 year old Jesse Rivers crash his bicycle in the middle of the road. The officer contacted Rivers and determined he had a warrant for his arrest. Rivers was arrested without incident and booked at county jail.
- ·On 1/23/16 at 10:37 pm, an officer conducted a traffic enforcement stop on a vehicle driven by 38 year old Rolando Osoy at 2701 Hillcrest Av (7-11). Osoy showed objective symptoms of intoxication and failed the subsequent field sobriety tests. Osoy consented to a blood draw and was later booked at county jail.
- ·On 1/23/16 at 7:38 pm, an unknown male adult entered Chevron located at 2413 A St and brandished a black handgun while demanding cash. As the clerk was opening the register, the responsible grabbed the entire cash tray and then fled on foot. The responsible ran to an older model silver station wagon and fled north bound on A St. The responsible was not located.
- ·On 1/23/16 at 5:16 am, an officer observed an older Saturn run the stop sign at Marie Ave and East 13th St. As he made a U-turn to attempt a traffic stop, the driver of the Saturn, later identified as 51 year old Dwayne Ray, had already accelerated northbound on Marie Ave and turned onto an unknown side street. The officer began conducting an area check for the vehicle and a cat/mouse game began on the side streets. Eventually the vehicle was located heading eastbound on Wilbur Ave. Just as an enforcement stop was attempted, Ray sped off and turned onto Minaker Ave. A short pursuit occurred and ended when Ray pulled to the right on South Lake Dr and put his hands up. He was taken into custody without incident and found to be under the influence of methamphetamine. His passenger was released at the scene when it was learned she was an unwilling passenger during the pursuit. Ray stated he took off because he thought he had a warrant. Ray was found to be on multiple counts of felony probation and booked into county jail.
- ·On 1/22/16 at 11:30 pm, officers responded to the report of a fight in the east parking lot of the Delta Pines apartments at 2301 Sycamore Dr. While en route, calls of shots fired came in. Upon arrival, no one was around, but a broken gold necklace and two spent casings were on the ground in the area of the fight. No one was located and area residents only reported hearing an argument and then the gunshots. Area hospitals were notified and nothing appears to have been struck by the rounds.
- ·On 1/22/16 at 4:03 pm, an officer viewed 21 year old Edgar Ibarra driving on Sycamore and knew him to be a gang member who had a felony warrant for his arrest. Ibarra did not yield to the car stop and led officers on a low-speed pursuit. Ibarra drove into a dead end street and ran from the vehicle. His passenger also fled. Ibarra fled down an embankment only to land in a large, muddy puddle. The officer gave chase and detained Ibarra. The passenger fled through yards and was also caught and detained. Ibarra was transported to the county jail and the passenger was cite-released at the scene.
- ·On 1/22/16 at 1:16 pm, an officer recovered a stolen vehicle in the area of the 2300 block of Beasley Ave. During his area check he contacted 45 year old William Leggat in his open garage. While talking with Leggat, the officer located a hole in the garage wall and upon further inspection saw that it contained a Tech-9 fire arm. Leggat was on probation and the firearm was collected. Leggat was transported to the county jail.
- ·On 1/22/16 at 3:07 am, officers responded to Goodwill located at 2701 W. 10th St. after the alarm company called reporting seeing a subject walking in the back fenced area. Originally, they stated a manager was responding with a 20 minute response time. David Bledsoe age 44 was found hiding under a trailer inside the yard. Several attempts were made to confirm the manager was actually responding, but they were now unable to reach him. There was no noticeable loss from Goodwill. Bledsoe was clear of warrants and released from the scene pending further investigation.
- ·On 1/22/16 at 3:30 am, an officer located a Mitsubishi that had been reported stolen earlier in the shift parked on West 12th Street. As he approached the car, an adult male passenger exited the car and fled on foot. The driver, 23 year old Malia Hoopai, was detained without incident. An area check and K-9 track was done in an attempt to locate the passenger with negative results. The vehicle’s owner responded and took possession of her vehicle. Hoopai was booked into county jail.
- ·On 1/21/16 at 3:28 pm, East County officers were working the theft suppression team in the City of Pittsburg. Contra Costa Sheriff’s deputies pursued a Chrysler 200 driven by 32 year old Jesse Long that had stolen plates attached to the vehicle. During the pursuit, Long collided into another vehicle at the intersection of A St and E 18th St. Long fled from the collision on foot and was taken into custody by CCCSO. Antioch officers working the detail responded and took the accident investigation.
- ·On 1/21/16 at 9:56 pm, officers were dispatched to an apartment at 3421 Hudson Ct. on a report of a welfare check. Upon arrival, officers located Michael Woodruff age 32 in the residence. Woodruff had a parolee-at-large warrant for his arrest. Officers took Woodruff into custody without incident and booked him into county jail.
