Note: The following letter was sent via email to the five members of the Antioch City Council on Thursday, Dec. 24.

Antioch City Councilmembers,

When you placed a discriminatory and costly Project Labor Agreement (PLA) on the Brackish Desal Plant in 2018 we warned you not only what it would do to discriminate against local construction workers but what it would do to your costs. Judging by the manner in which you snuck the approval for the contract to build it through on a Friday night before Christmas with no public notice, you obviously did not want us to remind you.

But here we are.

A reminder of the bigotry you approved: Your welfare for local union bosses in the form of a PLA forces all workers to pay union dues, pay into union pensions they’ll never vest in (that’s wage theft) and explicitly discriminates against young men and women in state approved non-union apprentice programs by banning them from working at all. Any union-free contractor who worked on the job would only be allowed a few of their own employees period with all others coming from union hiring halls. The result? Reduced bidders and increased costs. 85% of the local workforce is union-free, as is the state’s construction workforce. That number holds true for your contractor base as well. These companies simply don’t bid work with PLAs on it so the results are higher bids from those who do, as every major study conducted proves and as you just learned firsthand.

So, a project that you had estimated would cost $60 million before the PLA has now been awarded for $86,689,000. BUT THAT OF COURSE IS NOT ALL. There is a 5% contingency of $4,334,450 in case of “unforeseen costs” (count on it) for a total of $91,023,450. BUT THAT IS NOT ALL EITHER. In addition, you authorized city staff to increase the total budget for the desalination project to $110 million.

In 21 years of fighting PLAs we have never seen a PLA come in this far over budget. Ever. Congrats.

Of course, a body who took their fiduciary responsibility to ratepayers seriously would have rebid this with no PLA and compared costs but your canine affection for big labor special interests wouldn’t allow for this. So here we are.

We will continue to monitor this debacle and make sure citizens are kept updated. The story that recently ran in the East Bay Times about this last-minute cram down before Christmas did not mention the PLA. We will make sure the next one does.

Cycle 16 of Workforce Development Program

The Workforce Development Program at St. Vincent de Paul is a paid jobs training program aimed at helping the unemployed re-enter the workforce and find stable employment. The 24-week Pittsburg, CA based program teaches members techniques to find a job, offering training in resume development, interviewing, and workplace success techniques in a supportive & compassionate environment. Mandatory orientation sessions for people interested in applying to the program will take place on 9/12/20 & 9/15/20 from 9:00 AM – Noon in Pittsburg. To register call (925) 439-5060.

The Workforce Development Program aims to help tear down the barriers that stand in the way of employment for individuals who have struggled to obtain and maintain employment. Participants are matched with mentors and take weekly classes to continue developing necessary workplace skills. A new class of participants are selected every six months.

Participants gain paid, part-time, (22.5 hours per week), work experience in a St. Vincent de Paul thrift store or SVdP’s trucking and transportation department. Additional training in retail operations include cash register operations, inventory display and optimization, and warehouse operations.

The COVID-19 pandemic has seen millions of people suddenly find themselves out of work. In these hard times, it is more imperative than ever that applicants gain skills to be competitive in the job market. The Workforce Development Program at St. Vincent de Paul seeks to address that need, and prepare participants for the realities of the working world.

St. Vincent de Paul of Contra Costa County has provided safety-net services in the county for over 56 years, serving 81,000 people annually and distributing over $1M of direct financial assistance and over $1.5M of in-kind aid. Over 750 SVdP volunteers and a small staff lead operations in Contra Costa including the SVdP Family Resource Center in Pittsburg, 28 branches and 3 Thrift Stores. One of the most exciting developments in Oakley history is underway. The City of Oakley broke ground on Tuesday, Jan. 28 for the Contra Costa Logistics Center, a two‐million‐square‐foot project from Kansas City‐based NorthPoint Development.

The light industrial, warehouse, distribution, e‐commerce fulfillment, and light manufacturing space will be located on the former site of the DuPont Chemical Plant at 6000 Bridgehead Road.

The City has planned for development at the site since 2002 and it is now becoming a reality. Once completed, the campus is expected to generate 2,800 full and part time jobs and bring in $388,400 annually to the City’s General Fund as well as a contribution of $420,000 per year in revenue to the East Contra Costa County Fire Protection District once compete.

NorthPoint Development has similar light manufacturing and distribution properties in 21 states with a client portfolio that includes Ford, Amazon, and Adidas.

“This is a large‐scale economic driver,” said Josh McMurray, the City of Oakley’s Community Development Director. “This is a catalyst not only for Oakley, but for the region. The amount of jobs and benefit to the county as a whole are just great.”

Plans call for five buildings to be constructed on 143 acres along the southwest portion of the site, with the additional 232 acres remaining natural.

Construction is underway following this week’s groundbreaking and a tenant for one full building has already been secured. NorthPoint hopes to finish the full buildout within four years.

As part of the project, NorthPoint Development will also complete roadway improvements on nearby streets including the intersections of Wilbur Avenue and Bridgehead Road and Bridgehead Road and Neroly Road, as well as alterations on Main Street at Empire Avenue and on Big Break Road at Main Street.

“We are thrilled to be starting construction this month on the Contra Costa Logistics Center in Oakley,” said Jed Momot, NorthPoint Development’s Chief Strategy Officer. “We believe the central location of Oakley being able to reach the population within the Bay Area and Northern California as well as the surplus of qualified labor will attract logistics, manufacturing, and e‐commerce businesses to locate within the park.

Momot went on to say that two buildings have planned construction starting this month, with the three other buildings to follow. He added that the project offers many unique characteristics such as rail service situated on the BNSF line and direct access onto Hwy 160 to Hwy 4.

Oakley Mayor Kevin Romick said that this new development will create a vital, long awaited economic hub in Oakley.

“Since Oakley’s incorporation as a city 20 years ago, this property has been considered a key to job growth and a potential hub of industry,” said Mayor Romick. “To see this project come to fruition is so gratifying and exciting for the entire Oakley community.”

For the sixth consecutive year, the East Bay Regional Park District will host two Youth Job Fairs designed to raise awareness of employment opportunities for youth in the East Bay. The fairs are scheduled in Hayward on Saturday, January 25, 2020, and in Pleasant Hill on Saturday, February 1, 2020. Both events offer attendees an opportunity to learn about the specific Park District jobs available and interact with current employees to get insight into what it’s like to work for the Park District. Positions include: Interpretive Student Aides, Public Safety Student Aides, Recreation Leaders, Lifeguards, Gate Attendants, Park Services Attendants, Student Laborers, Field Interns, and Interns.

The Youth Job Fairs also include general information sessions on resume writing, application submittal, and job interviewing for youth looking to enter the workforce, whether at the Park District or elsewhere.

The East Bay Regional Park District is the largest employer of youth in the East Bay, hiring over 400 Bay Area youth each year to work in the District’s 73 regional parks and ten visitor centers. The Youth Job Fairs are key to filling seasonal summer positions, especially Recreation Leaders and Lifeguards.

Approve funds for inoperable RV removal, Marsh Creek Corridor Trail study

Five years in the making, Contra Costa County’s ambitious Northern Waterfront Strategic Action Plan might be nearing the end of the long, grueling planning road.  Or is it? NWEDI Strategic Action Plan BOS 1-22-19

Supervisors on Tuesday waved the green flag for planners to begin what can be a challenging negotiating process of collecting Memorandums of Understanding from seven cities – Antioch, Brentwood, Concord, Hercules, Martinez, Oakley, and Pittsburg – that stand to financially benefit from potential economic development along Contra Costa County’s northern waterfront stretching from Hercules to Brentwood.

County planners aim to present the MOUs to the supervisors by this summer.

After conducting more than 200 community meetings on the action plan, consultant Gary Craft told supervisors while the “Northern Waterfront Strategic Action Plan is not cast in concrete,” he encouraged the supervisors to take action on the Strategic Action Plan, a piece of advice supervisors heeded and approved when they authorized county planning officials to begin talks with officials of the seven cities along the Sacramento River.

Should the cities and county sign off on the MOUs, over time the long dormant northern waterfront could potentially spawn an economic renaissance [n an area that once was a major region known for its ship building, steel, sugar. canning, and paper manufacturing heydays.  Thousands of new, clean tech-oriented jobs would emerge, creating a new and steady tax base for local and county government.

Five industries would be targeted under the Northern Waterfront Strategic Action Plan, according to Craft.  Those industries are biomedical, advanced transportation technology, advanced manufacturing, clean technologies, and food processing/agribusiness.

Most speakers were in favor of the waterfront plan’s findings, with the exception of Caltrans retiree Doug Sibley of Martinez who wondered about how the plan would fulfill the public transportation needs for new businesses coming to the waterfront. He queried if county planners were trying to use the existing Caltrain service that runs through the waterfront area from Martinez to Pittsburg for future public transportation development as the Northern Waterfront plan matures. No one from the county planning department answered his question.

“You must now get the MOUs from the cities of Pittsburg, Antioch, Oakley, Brentwood, Concord, Martinez, and Hercules, “urged Kristin Connelly, President and Chief Executive Officer of the East Bay Leadership Council, a nonprofit organization that endorses the waterfront plan.

District 5 Supervisor Federal Glover, who is credited for jump-starting the waterfront plan in 2014, said “I wanted this process to be totally transparent.  I wanted this process completed five years ago, but I realized it would require studies inclusive or our actions.”

“I appreciate the report you have done,” District 3 Supervisor Diane Burgis of Brentwood said.  “Now the cities have to come together.  Transportation is an issue.  Housing is important.  We will move forward with the plan. “

Approve $150,000 for Removal of Inoperable RVs

In other business, supervisors unanimously approved the expenditure of $150,000 of general funds to remove abandoned recreational vehicles that are a joint problem handled by the County Department of Conservation and Development and the Sheriff’s Department.  The DCD has authority to tow when an  RV is located on private property and the Sheriff has authority when it is in the right of way.

It is estimated that each abandoned RV that is removed will cost the county about $3,000 to remove from public streets.

Board Chair John Gioia of Richmond and District 5 Supervisor Federal Glover of Pittsburg requested the $150,000 expenditure.

District 4 Supervisor Karen Mitchoff of Pleasant Hill commented on the issue saying, “I am seeing more of these abandoned vehicles in my area.  I want a report to show how many have been removed in a year.”

It is assumed the 50,000 abandoned RV’s will have been removed and the $150,000 fund will have been exhausted in about a year’s time.

Approve $299,735 for Marsh Creek Corridor Trail Study

Supervisors also approved a Department of Conservation and Development request to grant a $299,735 contract with the planning firm of Fehr & Peers to develop a Marsh Creek Corridor Multi-Use Trail Study. The contract would study ways to develop a 13-mile long multi-use trail through the Marsh Creek corridor aligned with Marsh Creek Road between the cities of Clayton and Brentwood.

The contract’s funding is a collaborative effort of cities of Brentwood and Clayton, the East Bay Regional Park District, Contra Costa Transportation Authority, County Flood Control District, Contra Costa County Health Services Department, East Contra Costa Habitat Conservancy, and non-governmental organizations and advocacy groups including Save Mount Diablo, John Marsh Historic Trust, Delta Peddlers and Bike East Bay.
