Less highway congestion during stay-at-home order is not a license to speed

SACRAMENTO — Caltrans announced on Wednesday, April 22, 2020 a joint effort with the California Highway Patrol (CHP) and the California Office of Traffic Safety (OTS) to urge drivers in the state to slow down given a recent 87% increase in citations for speeding in excess of 100 mph that coincides with decreased traffic volumes during the COVID-19 pandemic.

From March 19 when the state’s stay-at-home order began to April 19, the CHP reports issuing 2,493 citations statewide for speeding more than 100 mph, as compared to 1,335 during the same period last year. This increase in citations occurred as Caltrans has measured an average decline in traffic volume on state roads of approximately 35% as compared to this time last year.

“Excessive speed and unsafe driving threaten everyone using our highway system,” said Caltrans Director Toks Omishakin. “Viewing less congested roads as an invitation to drive dangerously jeopardizes the safety of construction and maintenance crews who are working to maintain reliable access to our highways when people need it most.”

“It is alarming to see the number of citations officers are writing for excessive speeds on California roadways,” said CHP Commissioner Warren Stanley. “Higher speeds can lead to much more serious injuries and significantly increase the chance of death should a crash occur. Keep yourself and those on the road around you safe. Slow down and drive at a safe, legal speed.”

California’s “Move Over” law continues to be in effect and requires all drivers to move over a lane or, if unable to do so safely, slow down when they see amber flashing lights on Caltrans vehicles, law enforcement and emergency vehicles, and tow trucks.

“Fewer cars on the road doesn’t give drivers the green light to travel over the speed limit,” OTS Director Barbara Rooney said. “Driving at a safe speed when you must go out is one way to keep you and your family safe during this pandemic.”

California’s more than 700 electronic highway signs will also soon display the following types of safety-related messages:

During the COVID-19 emergency, Caltrans continues to provide the general public with a safe and reliable transportation system. The department is maintaining all critical functions during this crisis, including ensuring roadway access to medical facilities and the convenient transport of essential goods and services throughout the state. Some non-essential work has been deferred to limit spread of the COVID-19 virus, but maintenance and construction crews are still addressing hazards, safety concerns and other critical functions on the highways.

Last night, April 10, 2020, at approximately 9:32 pm, Contra Costa CHP was advised of a solo vehicle collision on SR-242 northbound at SR-4. Upon emergency personnel and CHP arrival, a 63-year-old female passenger of the vehicle was unconscious and unresponsive. Life-saving procedures were attempted but unsuccessful and tragically the female passenger was declared deceased at the scene. The 20-year-old driver and two children in the backseat, 11- and 13-year-old girls, all family from Antioch, were not injured.

The Contra Costa County Sheriff’s Coroner’s Office will be handling the release of identity of the deceased female.

Upon further investigation at the scene, it was determined that this was not a collision. While the 20-year-old male driver was proceeding northbound on SR-242 and approaching SR-4 in a grey 2004 Volkswagen Jetta, it was determined that a heavy object (“brick”) came crashing through a window of the vehicle and struck the 63-year-old female passenger seated in the right front seat. The male driver realized the woman was injured and pulled off the freeway and called 911. Tragically the female passenger died at the scene. At this point, it is unknown where the “brick” came from and/or how it ended up in the Volkswagen.

The cause of this incident is still under investigation. If anyone witnessed this incident, the events leading up to it, or saw anyone within the immediate area, please contact Contra Costa CHP in Martinez at (925) 646-4980.

Today, Wednesday, March 18, 2020 at approximately 3:18pm, CHP was advised of a possible freeway shooting that occurred on HWY-4 westbound at L Street in Antioch. Upon CHP and emergency personnel arrival, the victim vehicle, a grey Volkswagen sedan, appeared to have bullet holes in it. The solo male victim from the Volkswagen was not injured and remained on scene. The suspect vehicle fled the area. Traffic backed up to Hillcrest Avenue as HWY-4 westbound was temporarily shut down and for the investigation and all traffic is being diverted off HWY-4 at L Street.

All lanes were reopened as of 5 pm.

Enforcement results in numerous arrests, 60 citations issued and 55 vehicles towed

Information was developed that a large scale “sideshow” event was planned to occur in Eastern Contra Costa County on March 7, 2020. These events have been frequently occurring in the Bay Area and if not addressed by law enforcement they become out of control. These events are extremely dangerous due to the reckless driving that often leads to violence or subjects being severely injured while disrupting the lives of non-involved motorists and residents.

The Antioch Police Department reached out to surrounding law enforcement agencies for assistance in addressing this planned “sideshow” due to the anticipated size of the event and the various locations in Eastern Contra Costa County identified as possible locations of occurrence. The request was answered with officers being sent from all east county agencies to include the Brentwood Police Department, Oakley Police Department, Pittsburg Police Department, California Highway Patrol and Deputies from the Contra Costa County Sheriff’s Office. Contra Costa Sheriff’s Office Air Operations also assisted by having Helicopter STAR 3 overhead in support.

A large “sideshow” event occurred with participants performing dangerous and reckless driving maneuvers in the intersection of Marsh Creek Road and Vasco Road. This is a heavily travelled area of roadway and participants used their vehicles to stop traffic in all directions while performing dangerous driving maneuvers. CCSO STAR 3 was overhead and was able to help responding units stop and arrest numerous participants.

Several of these participants did manage to escape arrest by driving at and around arriving officers on roadway shoulders and into oncoming lanes of traffic. Again, putting numerous citizens and officers in harm’s way. These participants went to other nearby areas and continued to take over intersections by performing dangerous and reckless driving maneuvers.

Thanks to CCSO STAR 3 overhead, several officers were able to break-up this second “Sideshow” event that was occurring along Vineyards Parkway in the City of Brentwood. Several participants were again stopped and arrested with their vehicles being towed.

CCSO STAR 3 helped identify a third “sideshow” location on Balfour Road at American Avenue in the City of Brentwood. Arriving Officers located and arrested several more drivers with their vehicles again being towed.

This continued with a fourth “sideshow” taking place in the City of Antioch at the intersection of A Street and East 18th Street. Officers arrived as the participants were dispersing. Officers were able to identify the involved drivers and vehicles. More vehicles were stopped at various locations with the drivers being arrested and their vehicles being towed.

During these events, a motorcycle was involved and fled from officers when an enforcement stop was attempted. With the assistance of CCSO STAR 3, officers were able to follow the motorcycle safely and later located the rider. The rider was taken into custody with his motorcycle being subsequently towed and stored.

The remaining group of drivers then made their way into the City of Concord. The Concord Police Department was aware of what was occurring in the eastern end of the county. They were able to disperse the remaining participants from their city. After this last incident, it appears the participants stopped for the night and no other incidents were reported.

Nearly 60 citations were issued. 50 of the citations were for infield arrests for reckless driving offenses directly related to “sideshow” activity. This resulted in 55 vehicles being towed and stored. There were three other arrests as a result of this enforcement for charges of driving under the influence, felony evading, and a warrant arrest for robbery.

This type of reckless driving has become a regular occurrence in the Bay Area. It is an extreme danger to those involved and even more of a danger for the un-involved citizens who unfortunately become victims of the illegal activity. Due to the officers pro-actively addressing this issue, several of the involved drivers will now be without their vehicles for an extended period and will also be facing possible fines from the Courts. Officers in Contra Costa County will continue to address these incidents with zero tolerance.

As a reminder to those who choose to show off their driving skills, public roadways are not the proper venues for this type of behavior. There are sanctioned events and locations throughout the state that allow this type of driving. Often rewarding drivers for their skills while providing a safe environment to all.

Domestic violence related; suspect arrested

On Tuesday, February 11, 2020, at about 3:24 PM, the California Highway Patrol received a call of a rollover vehicle accident in the area of Kirker Pass Road and Hess Road near Concord.

During the initial CHP investigation, it was discovered that the cause of the accident was apparently domestic-related. The Office of the Sheriff responded to the location and started an investigation.

Deputy Sheriffs found the incident involved a woman and a man who were in a previous relationship. The woman and two others were driving in a tan colored 2004 Chevy Tahoe SUV. The suspect, who was in a white colored 2015 Mercedes Benz, followed behind and later pulled in front of the victim’s car causing her to lose control and flip over an embankment.

The driver of the Chevy Tahoe, who was ejected from the vehicle according to ConFire personnel, was taken to a local hospital and is said to be in critical condition. According to the CHP many vehicles pulled over and passersby helped turn the vehicle onto its side. One of the other occupants, a little girl, was treated and released from the hospital. The last occupant of the SUV was uninjured.

The driver of the other vehicle was later arrested by Deputy Sheriffs. He is identified as 28-year-old Alejandro Arriaga of Concord. He was later booked into the Martinez Detention Facility on three felony counts of assault with a deadly weapon and one felony count of child cruelty. Arriaga is being held in lieu of $190,000 bail.

This morning, at approximately 8:50 am, we responded to a collision on Balfour Road near American Way. Upon arrival, we located three vehicles which had been involved in a collision. Our investigation so far has revealed the following information:

The driver of a Nissan Altima was driving eastbound on Balfour, west of American Avenue behind a Mini Cooper. The driver of the Nissan attempted to pass the Mini Cooper over double solid yellow lines, but while attempting to overtake it, clipped the Mini Cooper and struck a white minivan head on, which was going westbound on Balfour.

The driver of the Nissan was pronounced deceased on scene, the driver of the Toyota minivan was transported to a local hospital with minor injuries, and the driver of the Mini Cooper was unharmed. At this time (10:30 am), Balfour remains closed as we complete our investigation and clear the scene. We do not have an estimated time to re-open the roadway. We are still investigating whether drugs and/or alcohol were a factor in this collision.

Today at about 2:18 pm, Contra Costa CHP was advised of a two vehicle collision on HWY-4 westbound, just west of Somersville Road.

Upon emergency personnel and CHP arrival, it was determined that a BMW and a Harley collided, subsequently ejecting the male rider (61 years old from Antioch) onto the roadway. Life saving procedures were attempted by emergency personnel on scene but ultimately unsuccessful and tragically the rider was pronounced deceased at the scene. The Contra Costa County Sheriff’s Coroners Office will be handling the release of his identity.

The cause of this collision is unclear as it is still under active investigation (with evidence to be examined, vehicles to be examined, and witnesses to be interviewed). The solo male driver of the BMW was not injured and remained on scene for the investigation.

Descriptions of shooter and driver provided by victims

Late last night on Saturday, March 30 just before midnight at 11:57pm, CHP was advised of a possible freeway shooting that occurred on HWY-4 W/B between Franklin Canyon and McEwen Road, just outside of Martinez.

Upon CHP arrival, the victim vehicle, a silver Nissan Maxima, was parked on the right shoulder with two apparent bullet holes in the windshield. The two victims in the Nissan, an adult male driver and an adult female passenger, we’re thankfully not injured and awaiting CHP‘s arrival and were cooperative throughout the entire investigation. The suspect vehicle fled the area.
We have learned through the victims the following; They were traveling on HWY-4 W/B when possibly a newer model white Toyota Corolla (or a similar style vehicle) quickly approached the back of the Nissan, began tailgating them, and then moved to pass on the left side, as the Nissan began to slow.

The victim driver related the passenger of the suspect Toyota began yelling and screaming at them. The male victim then slowed and parked the Nissan on the right shoulder in an attempt to allow the suspect to pass but the suspect vehicle also stopped on the right shoulder & parked in front of the Nissan. Then the male victim related bullets were fired at them from the passenger side window of the suspect Toyota, striking the Nissan windshield. Luckily the male and female victim both ducked below the dash and we’re not injured. Then the suspect vehicle fled the area.
The suspect passenger is described as a white male adult between 35-40 years old, bald, w/ tattoos on his face and right arm. The driver is described as possibly a mixed ethnicity adult male between 30-35 years old, with short black hair.

This incident is still under investigation and we do not have any further details or information to release.
We cannot predict when criminals are going to commit these crimes but what we can do, is a thorough investigation in which you can possibly assist us. We’d like to advise the public of these TIPS if you witness or have information regarding any freeway shooting;
1 – Know which freeway you’re on with your direction of travel, and nearest offramp
2 – Try to get a make, model and color of the suspect vehicle, and a full license plate if possible
3 – Try to get a description of the suspect or suspects, male or female, approximate age, ethnicity, clothing description, identifying marks or tattoos, etc.
