From Antioch City Manager Steve Duran’s Weekly Report, dated 9/18/15, as provided by Police Chief Allan Cantando:

– On 9/19/2015, off duty Antioch Police Officers participated in a Tip-a-Cop event sponsored by Applebee’s restaurant in Antioch. This event was well attended and benefited Special Olympics. Thank you to everyone that volunteered and donated to this worthy cause.

– On 9/16/2015 at 12:56 pm, officers responded to 1105 Auto Center Drive regarding a suspicious transaction of a three wheeled cycle. The investigation revealed that 19 year old Misha Schmidt and 24 year old Coty McDowell attempted to sell a stolen 3-wheeled cycle. The Can-Am cycle was stolen out of Pleasanton. The reporting party became suspicious and called APD to inquire if the cycle was stolen. Officers arrested Schmidt and McDowell for auto theft charges and conspiracy. They both had misdemeanor warrants for their arrest. They were booked at the county jail.

– On 9/16/2015 at 2:54 pm, an Antioch officer heard Brentwood Police run 47 year old Renee Finn for warrants. Antioch Police were investigating Finn as a suspect in two recent robberies. The officer had probable cause to arrest Finn for one of the robberies. Brentwood Police turned her over to Antioch Police. Finn was booked at the county jail on robbery and probation violation charges.

– On 9/15/2015 at 11:50 pm, an officer contacted 39 year old Demont Simon who was sitting in front of Starbucks at 1986 “A” St. The business was closed for the night. A records check revealed Simon had an outstanding parole violation warrant. Simon was taken into custody without incident and later booked at the county jail.

– On 9/15/2015 at 7:32 pm, officers responded to 2950 Delta Fair Blvd. regarding a collision in the parking lot with a subject who appeared under the influence. Several citizens were on scene and confronted 40 year old Alvaro Hernandez and took the keys out of his vehicle. When officers arrived, they found Hernandez to be confrontational and obviously intoxicated. Hernandez was taken into custody but required medical attention due to his extreme alcohol intoxication. He was transported to a local hospital where a blood draw was administered. Hernandez was later released pending the lab results of his blood.

– On 9/15/2015 at 4:24 pm, officers were dispatched to the JC Penny’s store at 4951 Slatten Ranch Rd regarding (3) males who stole items and fled the store to a waiting getaway van. the van drove away from the store once the males were inside with the loot. The witness was able to provide the license plate on the van. A records check revealed the van had been reported stolen in Santa Rosa. An officer was in the area and saw the van as it was leaving. The van was pulled over in the Target parking lot and (5) occupants were taken into custody without incident. A loaded firearm was located in the van. The driver, 23 year old Kevin Green, was arrested for the driving the stolen vehicle. a passenger, 22 year old Anderson Thomas, was arrested for possessing the loaded firearm. Two male juveniles in the van were arrested in relation to the theft. One was booked at juvenile hall while the other was cited and released to his parents. A female in the van was booked at juvenile hall for violation of probation.

– On 9/15/2015 at 4:15 pm, a parent reported her 12 yr old son had run away from home. Several officers worked throughout the night attempting to locate the juvenile, who was considered at risk. Officers conducted follow up with the school attended by the runaway and were able to develop leads based his circle of friends. Officers eventually located the juvenile at the home of a friend across town. He was returned to his parents.

– On 9/15/2015 at 4:14 pm, an officer was on routine patrol on “A” St. near Rossi Ave. He saw 26 year old Shane Stange walking in the area. The officer was aware Stange had an outstanding arrest warrant for petty theft. The officer made contact with strange and arrested him without incident. Stange was booked at the county jail.

– On 9/15/2015 at 12:43 am, an officer contacted 54 year old Larry Levi in the area of W. 10th St. and B St. The officer he conducted a search of Levi and found him to be in possession of drug paraphernalia used to smoke methamphetamine. Levi was issued a citation and released from the scene.

– On 9/14/2015 at 3:39 pm, officers responded to Wal-Mart at 4893 Lone Tree Way regarding 19 year old Anthony Kutzman being detained by store security for shoplifting. Officers arrived on scene and a records check revealed Kutzman also had an outstanding arrest warrant for theft. Kutzman was issued a promise to appear and released on both offenses.

– On 9/14/2015 at 2:03 am, an officer saw 28 year old Larry Bethurum walking on Texas St. The officer was aware there was probable cause to arrest Bethurum for auto theft. The officer contacted and arrested Bethurum. Upon doing so, a records check revealed he also had an outstanding arrest warrant for auto theft. He was booked at the county jail.

– On 9/13/2015 at 3:33 pm, officers were patrolling the area of “A” and E.18th streets. They contacted 26 year old Jorge Ruiz and 21 year old Rosario Jujano. Ruiz was determined to have an outstanding arrest warrant for being an unlicensed driver. Lujano was found to be in possession of approximately 1.3 grams of cocaine. Ruiz and Lujano were taken into custody without incident. Ruiz was booked at the county jail on the warrant and Lujano was issued a promise to appear on the drug charge.

– On 9/13/2015 at 6:55 pm, officers were dispatched to the 7-11 store at 2700 Hillcrest Ave. regarding a call of subjects going through an unconscious male’s pockets. Upon arrival, officers determined the original call to be unfounded, but while investigating the incident they contacted 41 year old Daniel Bryant. A records check determined he had an outstanding felony arrest warrant for weapons violations. Bryant was taken into custody without incident and booked at the county jail.

– On 9/13/2015 at 12:03 pm, officers were investigating a suspicious vehicle in the parking lot of the Economy Inn motel at 520 E.18th St. While doing so they made contact with 38 year old Efrain Oseguera. A records check revealed he had an outstanding arrest warrant for failing to appear on a possession of a controlled substance case. He was issued a promise to appear with a new court date.

– On 9/12/2015 at 5:18 pm, officers responded to 1092 Sycamore Dr. on the report of a male conducting hand to hand drug transactions. When officers arrived they contacted 24 year old Michael Garcia who was front of the address. Garcia advised officers he was on parole and was searched. Officers located $80 in small bills but no controlled substances. At about the same time, dispatch advised they were speaking with the original reporting party who stated the male had dropped something by a nearby garbage can prior to officers arriving. Two baggies of marijuana were located where the reporting party had described. A search of Garcia’s phone revealed text messages stating that he had marijuana along with pictures of it. He also texted his location to potential customers. The investigation revealed that over the past two days Garcia had conducted approximately 100 hand to hand suspected transactions at this location. A review of the security system showed a number of transactions that were consistent with sales. Garcia was booked at the county jail for drug charges and violation of parole.

– On 9/12/2015 at 1:47 am, officers responded to 2276 Wilbur Avenue due to a security video monitoring company reporting over 30 cars gathering in the parking lot at that location. It was reported several were driving recklessly. East county agencies had received several calls throughout the evening of similar incidents. As officers arrived a Camaro was observed spinning donuts while spectators watched. Vehicles began to flee when they detected law enforcements arrival. As they did so, the Camaro forced a BMW off the road into a fence. The Camaro continued to flee. Officers pursued the Camaro but the pursuit was terminated. The BMW suffered major damage, but its occupants were not injured. Both were 17 year old juvenile males. They were taken into custody without incident. It was later determined the BMW had been borrowed from another party. The Camaro which had fled was later located when a resident called and advised it had been parked in their driveway and the driver, who was unknown to them, had fled over their fence. Two other male juveniles were stopped in a fleeing vehicle due to the fact they had been involved in the side show. They were also taken into custody. The Camaro was registered to 25 year old Martin Navarro in Concord. Concord PD later made contact with him at his home and he responded to Antioch PD. Although he was identified as the driver who fled, he would not admit to his involvement and claimed to have been sleeping. Navarro was taken into custody and later released pending further investigation. All other parties were cited and released from the police department on promises to appear. All the vehicles were impounded.

– On 9/11/2015 at 11:57 am, officers responded to a residence in the 5300 block of Catanzaro Way on report of two females hitting a male with a shovel. Upon the arrival of officers, the male associated with the call had already fled on foot. Dispatch received a call of two males jumping fences in the 5500 block of Trucksmore Way. Officers responded to Trucksmore Way and were not able to locate the male subjects. Officers located two females, 34 year old Jennifer Higgs and 21 year old Dezane Turbin, on Catanzaro Way who were uncooperative. Records checks revealed they both had outstanding arrest warrants for theft charges. They were both arrested and booked at the county jail.

On Thursday, September 17, 2015 at approximately 3:20 PM, a 15-year-old female was walking home from Deer Valley High School alone on Sagebrush Drive. While she was walking, an unknown black male adult, approximately 40-years-old, driving a gold colored vehicle, pulled in front of the female and motioned for her to come over to his vehicle. The female refused and continued walking. The male then exited his vehicle and approached the female from behind grabbing her wrist. The female immediately pulled her wrist away from the male and ran home. The intent of the male is unknown at this time.

Antioch Police have labeled it a suspicious circumstance. Officers ask that anyone with information regarding this incident contact the Antioch police Department non-emergency line at (925) 778-2441.

Business and community leaders cheer as owners Lou and Vanessa Hellmann, with scissors, cut the ribbon to officially open their new business. Limitless Kitchen & Bath in Antioch, Thursday afternoon, September 17.

Antioch business and community leaders welcomed and helped the owners and staff officially open Limitless Kitchen Bath at their grand opening and ribbon cutting, Thursday afternoon.

Antioch Chamber of Commerce CEO Dr. Sean Wright welcomed spoke of owner Lou Hellman, a general contractor, who with his wife Vanessa, opened the business, last month.

“What he’s selling here is real quality stuff,” Wright said. “He knows how to install it. He’s done it for Home Depot, before.”

“Thank you for opening in Antioch,” he added.

Antioch Mayor Pro Tem Lori Ogorchock, who was in attendance, along with Council Member Monica Wilson, as well as city staff members, spoke on behalf of the city.

“It’s so unique,” she said. “It gives you good ideas and is needed in this part of town. .”

Lou and Vanessa then spoke briefly before the ribbon cutting.

“Thank you to all who have made it possible and easy enough to get through,” Lou said. “Especially the vendors. It’s been an adventure. Thank you to my family for being understanding.”

Vanessa thanked all those who attended.
