Notice of Virtual Public Hearing

Antioch Brackish Water Desalination Project

 Scope of work includes: The Work includes but is not limited to:

  1. New intake pump station and fish screen to replace existing river intake facilities consisting of three 8 mgd (million gallons per day) pumps (two duty, one standby), two intake pipelines and fish screens, and associated appurtenances.
  2. New raw water pipeline approximately 3,000 feet long that connects the City’s existing raw water pipeline directly from the River to the WTP.
  3. A desalination plant with a finished water capacity of 6 mgd and related facilities, including reverse osmosis (RO); post-treatment systems; chemical feed and storage facilities; brine conveyance facilities; and other associated non-process facilities. The existing WTP (Plant
  4. A) will provide pre-treatment of the raw water prior to RO treatment.
  5. A new pipeline approximately 4.3 miles long that conveys brine from the desalination facility to the existing outfall of the Delta Diablo Wastewater Treatment Plant.
  6. All other work in accordance with the Contract Documents.


Due to the complexity and scope of this critically important project, the City requires minimum prior related successful project experience for General Contractors, General Contractor’s Project Manager, Electrical Subcontractors, Off Plant Site Pipeline Subcontractors, Marine Subcontractors and System Integrator Companies seeking to bid the project. These requirements are found in Section 00400 – Bid Form – Attachments I, J, K, L and M.

Trades include, but are not limited to; earthwork, precast concrete vaults. Site clearing, dewatering, trenching, sheet piling, grouting, auger boring, driven piles, drilled concrete piers, concrete manholes, filter fabric, soil nail wall, cofferdams, AC paving, pavement markings, fences and gates, concrete, epoxies, misc. water stops, concrete reinforcing, mass concrete, shotcrete, grouting, embedded galvanic anodes, masonry, structural steel, open web steep joist framing, steel decking, metal fabrications, FRP, FRP handrail and guardrail, dampproofing, water repellents, roof and deck insulation, TPO membrane roofing, roof hatches, joint sealants, hollow metal doors and frames, overhead coiling doors, skylights, door hardware, glazing, gypsum board, painting and coatings, signage, safety equipment, toilet accessories, pump, gates, media and misc. equipment systems,  cathodic protection, misc. tanks, chemical storage, actuators, pipe insulation, misc. mechanical valves, pipe couplings, fire hydrants, strainers, plumbing systems, AC units, fans, louvers, electrical and instrumentation and controls.

Bid Walk: Due to NOVEL CORONAVIRUS (COVID-19) safety concerns, there will be no in-person pre-bid meeting for this Project. Instead, a virtual pre-bid meeting will be held via a Zoom video conference on October 13, 2020 starting at 9 am. The meeting agenda includes a project overview followed by a pre-recorded video of each project site (Water Treatment Plant, River Pump Station, and Delta Diablo Wastewater Treatment Plant). Prospective bidders will be allowed to ask questions during the meeting. The meeting will be recorded and posted electronically on It is mandatory that all Bidders either attend the virtual pre-bid meeting or watch the recording of the pre-bid meeting before submitting a Bid for this Project. Bidders will acknowledge meeting this mandatory requirement where indicated in Section 00400, Bid Form. Subcontractors bidding on the Off-Plant Site Pipelines, Marine Work and Electrical/Instrumentation are encouraged to watch the video.

B. In addition to the above mandatory requirements, all Bidders must visit the Project Sites prior to submitting their sealed Bid. Bidders must do so by appointment only. Appointments will only be available on Tuesdays, Wednesdays and Thursdays between 9 a.m. and 3 p.m. beginning on October 14, 2020 through November 5, 2020. The size of the groups for the site visits will be limited to twenty persons. Site tours will start at the River Pump Station, then to Antioch WTP, and then conclude at Delta Diablo WWTP. The tours are anticipated to last approximately two hours.
